WebTAG recommends that costs to existing users due to disruption and delays during road construction projects are included in the appraisal. Standard traffic modelling approaches, as outlined in WebTAG units M1 to M3, are used to model the impacts of construction on the road network, which are typically longer journeys, increased vehicle operating costs and more accidents. These are then appraised using standard values of time, fuel and car maintenance costs, and the costs (both economic and human) of road accidents presented in WebTAG.
