Local authorities (LAs) in England are responsible for assessing local need and commissioning services and interventions to meet identified need, using the public health grant. This includes commissioning drug treatment and harm reduction services.

Information about the total public health grants for the past five years is published by the Department for Communities and Local Government. The Department for Communities and Local Government final returns for local authority spending breakdowns are available here:

LAs report their expenditure on the public health grant annually to the Department for Communities and Local Government, which includes breakdowns on spend on drug treatment.
