Question to the Department for Transport:

To ask the Secretary of State for Transport, with reference to the Written Statement of 21 September 2020, HCWS460 on Rail Update, what performance targets have been set; and if he will publish details on how those targets are tougher than previous targets.

Under Emergency Recovery Measures Agreements (ERMAs), a far higher proportion of the fee is based on performance than under the previous EMAs. Operators are measured against a range of performance criteria, including operational performance (such as cancellations, short-formed services, and delays), financial efficiency, effective industry collaboration, customer service satisfaction and service quality standards. Further performance targets may be set by my Department within the ERMAs, which will be appropriately calibrated to ensure they are sufficiently tough and stretching for the circumstances of each franchise.
