Question to the Home Office:
To ask the Secretary of State for the Home Department, what her policy is on the level of comprehensive sickness insurance required as a qualifying criterion for permanent residency.
The Free Movement Directive (Directive 2004/38/EC) states that EU citizens who are exercising Treaty rights as a self sufficient person or student must not become a burden on the social assistance system of the host Member State and must hold comprehensive sickness insurance.
The Home Office has published guidance on the GOV.UK website which clarifies what is required to satisfy this criterion. The guidance can be found here at pages 30 to 38:
