The Index of Multiple Deprivation (IMD) is produced by the Department for Communities and Local Government (DCLG); it measures relative levels of deprivation in small areas or neighbourhoods, called Lower Super Output Areas (LSOAs). The 27 per cent most deprived areas as referred to in the question are the most deprived 27% of LSOAs (LSOAs ranking between 1-8867 on the IMD constitute the 27% most deprived).

Information and data on the Indices of Deprivation can be found at: https://www.gov.uk/government/statistics/english-indices-of-deprivation-2015
