To ask the Secretary of State for Communities and Local Government, what local government services will be included in the fair funding review on local government finance; and if he will make a statement.

The Fair Funding Review will conduct a thorough review of what the relative needs assessment formula for local councils should be in a world in which local government spending is funded by local resources not central grant. It will set the baselines for the introduction of the 100% Business Rates Retention system and will consider all of the duties currently funded through the local government finance settlement. Any new duties devolved to councils will be assessed on a case by case base.
