The Fair Funding Review is a thorough and detailed review of what the relative needs assessment formula for local councils should be in a world in which local government spending is funded by local resources not central grant. We are working closely with councils to ensure it considers all the issues carefully, which obviously takes time. We have no previse completion date in mind.

The review will set individual authority baselines for the 100% Business Rates Retention system.
