The Stadium Concession Agreement was agreed in March 2013 between the owners of the stadium, E20 Stadium LLP (a joint venture between the London Legacy Development Corporation and the London Borough of Newham) and West Ham United Football Club. The Government was not a party to this agreement. My department was informed of some elements of the (then) draft agreement in late January and early February 2013. My department saw the full content of the Stadium Concession Agreement when it was made public in redacted form on 9 October 2015 and in full on 14 April 2016.
