The Government regards the Tibet Autonomous Region (TAR) as part of the People’s Republic of China (PRC). We consistently urge China to respect all fundamental rights across the PRC, including in Tibet, in line with both its own constitution and the international frameworks to which it is a party. We have made no specific assessment of the workers’ rights of Tibetans. However, as the Foreign Secretary, my Rt Hon. Friend the Member for Runnymede and Weybridge (Mr Hammond), told the House on 12 January 2016, Official Report, column 694, we will be raising the issue of labour activists at the next round of the UK-China Human Rights Dialogue.
