Matters of recruitment are for individual fire and rescue authorities as employers. Any recruitment activity should be in line with the policies and procedures agreed by fire authority members, and appointments should be transparent and open to scrutiny by local citizens. The Government has taken steps to improve the transparency of this decision-making, not least through the Localism Act 2011 and its associated guidance.
