Consumers' rights with regard to the collection, processing and disclosure of their personal data are governed by the Data Protection Act 1998 (DPA). Organisations that process personal data and use it to make marketing communications are regulated by the Privacy and Electronic Communications Regulations 2003 (PECR). Both of these are enforced by the Information Commissioner independently of Government.
