NHS England and clinical commissioning groups, as statutory National Health Service organisations, will remain accountable for meeting the full range of their statutory duties. The fundamental national policies, inspection regimes, guidance and regulations will continue to apply to Greater Manchester.

The Secretary of State will remain ultimately accountable to Parliament for the provision of a comprehensive health service in England, including Greater Manchester.
