The national guidance on Operational Delivery Networks (ODNs) was published by NHS England on 21 December 2012– “Developing Operational Delivery Networks: The Way Forward”.

This guidance set out that with effect from 1 April 2013, ODNs will be commissioned by specialised commissioners in line with national service specifications, and hosted by agreed lead providers within the geographical area. The providers are held to account via the contract between themselves and the NHS England Local Area Team. The contract includes a provision that an annual report be produced. This is overseen and managed by each key contact within the Local Area Team. The policy development is led by Professor Sir Bruce Keogh in the NHS England Medical Directorate.
