The Government does expect Highways England to work closely with city region mayors and local highway authorities so that local and strategic road networks operate in a highly integrated way. There are no plans to devolve Highways England’s responsibilities for the nation’s strategic roads where they pass through Greater Manchester (or other city regions). But the Government does expect Highways England to work closely with all city region mayors and local highway authorities so that local and strategic road networks can operate in a highly integrated way.
