Question to the Home Office:

To ask the Secretary of State for the Home Department, what assessment he has made of the potential effect of the UK leaving the EU without withdrawal agreement on (a) EU nationals in the UK and (b) UK nationals in the EU.

The Government does not want or expect a no deal outcome. As the Prime Minister set out in her speech in Florence, we have a responsibility to make this change work smoothly and sensibly and we are confident that we can find a way forward that makes a success of EU exit for all of our people

We have made significant progress on citizens’ rights and other issues since negotiations began last year. The draft Withdrawal Agreement of 19 March 2018 includes agreed legal text on citizens’ rights.
The UK Government and the European Commission have consistently stated that providing certainty for citizens is a priority and we believe it would be very unlikely for the deal on citizens’ rights agreed early on to be reopened.
Furthermore, the Prime Minister has been clear on this point, including in her open letter to EU citizens on 19 October 2017: “EU citizens who have made their lives in the UK have made a huge contribution to our country. And we want them and their families to stay. I couldn’t be clearer: EU citizens living lawfully in the UK today will be able to stay.”
