The latest estimate (as of December 2020) of the number of dwellings in high-rise residential buildings of 18 metres or more in height, or more than six storeys (whichever is reached first), in England is available here: https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/960212/Building_Safety_Data_Release_January_2021.pdf.

The average size of households living in high-rise flats as of 2017-18 is available here: https://www.gov.uk/government/statistics/english-housing-survey-2017-to-2018-households.
