Charities are independent entities and any decision on whether to close a charity is for its trustees. Registered charities must tell the Charity Commission if they cease to exist, so that the Commission can remove them from the register of charities.

It is the charity trustees’ responsibility to ensure their charity is wound up appropriately, and to make sure any property or assets are dealt with. The Charity Commission has published guidance on how to close a charity here: https://www.gov.uk/guidance/how-to-close-a-charity.
