Last year’s White Paper Planning for the Future reaffirmed our commitment that the planning system should play an important role in addressing climate change and contributing to net-zero by 2050. The reforms would support creating places built closer to where people want to live and work, to reduce our reliance on carbon-intensive modes of transport, and with buildings and places that are better designed and more sustainable.

The White Paper also set out our intention to amend the National Planning Policy Framework, to ensure that it targets those areas where a reformed planning system can most effectively play a role in mitigating and adapting to climate change, and maximising environmental benefits. We are considering the responses to the White Paper and will set out our next steps.
