Question to the Department for Transport:

To ask the Secretary of State for Transport, with reference to the second remedial plan for the Thameslink, Southern and Great Northern franchise, whether he has made an assessment of the potential benefits to (a) the company and (b) passengers of any new default levels .

The Remedial Plan includes an interim performance regime for the period up to September 2018. This regime includes enforcement provisions that will be triggered if performance falls below the contracted levels. In accordance with the Franchise Agreement, the Department is working with GTR on assessing the performance benchmarks (including the default levels) that will apply post September 2018.
