Question to the Department for Education:

To ask the Secretary of State for Education, what steps his Department is taking to increase the number of free early education places for disadvantaged two year-olds.

All local authorities received an increase in their funding rates for the two-year-old entitlement in April 2017, and the average hourly funding rate has increased from £5.09 to £5.39. We expect the vast majority of this funding to be passed directly to providers, ensuring they benefit from our increased funding rates and are able to provide places where they are needed. Our support contractor, Childcare Works, is working proactively with providers and Local Authorities to support effective market management, including for two-year-old entitlement places.
