On 4 May, the first six combined authority mayors were elected for Greater Manchester, the West Midlands, Liverpool City Region, Tees Valley, the West of England and Cambridgeshire and Peterborough – representing 9.5 million people in England.

We have made clear that devolution is an ongoing journey. We agreed at Budget 2017 a ‘minded to’ deal with North of Tyne; a second deal with West Midlands; and further devolution and joint working commitments with Greater Manchester. Furthermore, we are now opening formal discussions on further devolution with the Tees Valley and Liverpool City Region.

The Government’s manifesto committed to "providing clarity across England on what devolution means for different administrations so all authorities operate in a common framework". We aim to provide local areas with this clarity on how best to take forward their local growth and local industrial strategy ambitions over the coming months, and recognise that mayoral governance will not be suitable in all areas.
