Make private nurseries shut for everyone but key workers’ children

The current government guidelines have left a grey area regarding the choice for private nurseries to stay open. If private nurseries won’t shut for everyone but key workers’ children, the beneficial effect of closing down all school amid COVID-19 surge is vain and teachers are at greater risk.

I can see that lack of a definite ban leaves dangerously open the possibility for private nurseries to stay open.
