I will refer to that issue later. The right hon. Gentleman is absolutely right that the question of a military solution has not been there for some time, because our combat mission ended some years ago, but we have been trying to provide support to enable a democratic Government to take proper control of that country. I would be happy to talk to him sometime about my views. I think that we should possibly have reconsidered the idea of trying to impose a western example of democracy in a country that is geographically difficult and relies a lot on regional government when we were going down that route, but I will not go down that road any longer, despite his temptations.

The Conservative party is a party for the whole of the United Kingdom, and the only party in this House that is appealing to blatant nationalism is the party that wants to take Scotland out of the UK.

Q10.   In Shropshire, 300 doctors, surgeons and clinicians have been at the forefront of major reconfiguration and modernisation proposals for A&E provision in our county. We have secured £320 million for those vital changes, yet Labour-controlled Telford and Wrekin Council—an organisation bereft of any medical expertise—has repeatedly prevented them from taking place. Will the Prime Minister update the House on when this long-running saga will finally come to an end, so that my doctors and clinicians can get back to their day jobs?

I thank my hon. Friend for raising what is obviously a very important issue for him and his constituents. I recognise that there are concerns about the Future Fit programme and services in Shropshire. I understand that my right hon. Friend the Health Secretary has referred the programme to the Independent Reconfiguration Panel, and the Department of Health and Social Care will study that advice carefully before making a decision. We have the simple view that clinicians should take these decisions, because it is clinicians who know best the services that should be available for his constituents and others.

We have one of the toughest regimes in relation to the export of arms across the world. The hon. Lady references the situation in Yemen. We are very clear that that cannot go on. It is four years since the beginning of that devastating conflict, and there needs to be a political settlement. We are working with and backing work that is being done by the UN special envoy, Martin Griffiths. The parties have made significant progress towards an agreement to implement phase 1 of the redeployment of forces from Hodeidah, and we are urging all parties to honour the agreements that were made in Stockholm. Our total bilateral commitment to Yemen since the start of the conflict now stands at £717 million. We are backing the UN peace process. The coalition is there, and as has been acknowledged by the United Nations, it is there at the request of the Government of Yemen. We have been backing the United Nations peace process and will continue to do so, and we will continue to provide humanitarian support to the people of Yemen.

Q6. Children in Shrewsbury receive, on average, £4,350 per annum for their education. Their counterparts in Hackney receive over 50% more, at £6,590. These huge regional differences in funding for our schools are leading to real problems in Shropshire in supporting children with special educational needs and with the fabric of our school buildings. When will this Conservative Government finally tackle the huge differences in regional funding for our schools?

We are obviously working to improve education for every child, regardless of what part of the country they live in or their background. As I made clear earlier, we are putting more funding into our schools through to 2020. We have recently announced an extra £250 million over two years for the high needs budget, together with extra money for children with special educational needs. My hon. Friend references the funding formula and the distribution of funds. The new national funding formula is about distributing funds more fairly, and historically underfunded schools will be receiving the biggest increases, of up to 6% per pupil, this year through the schools formula. We will also be allocating additional funding to small, remote schools that play an essential part in rural communities. We have recognised the need to introduce a fairer funding formula, and that is what we are doing.

Many, many people up and down this country have a very simple view: a vote took place in 2016 and the result of that was to leave the European Union. Many people now—not only those who voted to leave at the time but many who voted to remain—feel it is incumbent on Government and Parliament to deliver on the result of that vote.

Reports from Warsaw suggest that the Polish Foreign Secretary, Mr Czaputowicz, is taking the lead in trying to help the United Kingdom to break the impasse, by suggesting a definitive time for the backstop. Will the Prime Minister share with us some of the helpful things that the Polish Government are doing to help us, and encourage others to follow suit?

I look forward to exploring in more detail the proposals of the Polish Foreign Minister on the particular issue of dealing with the backstop. We have always worked well with the Polish Government on these and other matters in the European Union’s Council, and we want to continue to have that very close relationship with Poland after we leave the European Union.

I recognise the degree of concern that there is about this issue, and I will go on to speak about it further in my speech. The withdrawal agreement has been negotiated. It is clear from the European Union that this is the deal, and I just ask those colleagues who wish to reopen the withdrawal agreement to recognise that were it to be reopened, it would not simply be a question of what the United Kingdom then wanted to change; it would also be a question of enabling others to change elements of that withdrawal agreement. Given the rigorous fight that we had in the negotiations to ensure that there were certain elements that were in the interests of the United Kingdom, notably around fisheries and other issues, I caution hon. Members that not only has the EU made it clear that the withdrawal agreement cannot be reopened—we have agreed the deal and the deal is there—but it is not the one-way street that hon. Members would perhaps wish it to be.

If I could finish this point, it might respond to some of the comments. Rather than focusing on the legal mechanisms that we now have to avoid the backstop and ensure that if it is used, it is only temporary, the real question that the House needs to ask itself is whether it is in the EU’s interest for the backstop to be used, and if it is used, for it to endure. The EU’s original proposal for the backstop would have split the UK into two customs territories and given only Northern Ireland tariff-free access to its market. It barely changed the EU’s orthodoxy. It was wholly unacceptable to us, but the backstop that we have succeeded in negotiating no longer splits the UK into two customs territories. It gives the whole UK tariff-free access to the EU’s market without free movement of people, without any financial contribution, without having to follow most of the level playing field rules, and without allowing the EU any access to our waters. The backstop is not a trick to trap us in the EU; it actually gives us some important benefits of access to the EU’s market without many of the obligations. That is something the EU will not want to let happen, let alone persist for a long time. I recognise that, as is clear from the contributions from my hon. Friends, some Members remain concerned. I have listened to those concerns, I want us to consider how we could go further, and I will continue to meet colleagues to find an acceptable solution.

Yesterday, we tried to ask the Attorney General for his legal advice as to how much of the £39 billion we were legally and contractually obliged to hand over. He refused to give us a specific figure. Will the Prime Minister now give that specific figure, given that we are to hand over this £39 billion to the EU when we are facing shortages in our own constituencies?

There are different elements to the £39 billion in terms of the liabilities to which they refer. Of course, roughly £20 billion of that sum relates to the payments that will be made during the implementation period, which is about ensuring the smooth and orderly exit that is good for businesses. Obviously, there are other liabilities within that where it is determined that we have legal obligations, but, as I say—it is £34 billion to £39 billion; everybody quotes the higher figure, but it is £34 billion to £39 billion—it is from within that range that the final figure will come.

We have five days of debate, but I recognise that hon. Members will want to contribute in today’s debate, so I will make some progress. The second part of this deal is the political declaration. This is a detailed set of instructions to negotiators that will be used to deliver a legal agreement on an ambitious future relationship after we have left. I know that some Members worry that the political declaration is not already legally binding. It cannot be a legal agreement at this stage because the EU cannot legally agree a future relationship with us until we are a non-member state. Through the negotiations, however, we have ensured that we have the framework for an ambitious new economic and security partnership that is absolutely in our national interest.

At the outset, the EU said we would have a binary choice—Norway or Canada. The political declaration concedes that there is a spectrum, and we will have an unprecedented economic relationship that no other major economy has. The EU also said we could not share security capabilities as a non-member state outside of free movement and the Schengen area, but we have secured the broadest security partnership in the EU’s history. If this deal is passed, the task ahead of us will be to turn this ambitious political declaration into our new legal agreement with the EU.

I hope that during the course of the summit the Prime Minister managed to speak to the Brazilian President, Mr Temer, about his successor, Mr Bolsonaro, who takes over on the 31st of this month and whose virulent homophobic remarks during the election campaign were unacceptable and unconducive to good relations with the United Kingdom.

Of course, the incoming President who made those remarks was not there at the G20 summit; as my hon. Friend said, it was the current President, Mr Temer, who was there. We will continue to be clear with all countries around the world about the importance that we attach to equal rights and human rights.

I am very happy to give that commitment to the hon. Lady. The President of Romania actually said to me during the summit how pleased they were with the work that the Royal Air Force has been doing there. We do recognise the importance of cyber- capabilities, and that will be a clear focus for the future.

The Prime Minister needs to be far more robust on the issue of the Nord Stream 2 pipeline, which is a genuine threat to our key NATO partners in eastern and central Europe. Is she willing to impose sanctions on companies involved in this project?

I made a response earlier in relation to Nord Stream 2. There are, yes, considerable discussions that have to take place around the European Council table on this issue. A number of members of the European Union have concerns about this. It is a subject on which I think there will be those further discussions and appropriate action will be taken.

The hon. Lady raises an important point. On all these issues, we have taken the view that we should first sit down with those in the industry and work with them to see what they are willing to do on a voluntary basis, but they know that if that does not actually work, we will look at legislation. She raises an important point about the abuse that takes place. She refers particularly to the abuse that takes place within political campaigning, and I am afraid we have now reached a very sorry state of affairs in this country. We want to see free and fair elections and people having the confidence to be able to go out and put their views forward without fearing that they are going to be abused for it.

The clinically led Future Fit programme for Shropshire seeks to improve and modernise hospital services across the county of Shropshire. We have been waiting for a decision on this issue for many years. Will the Prime Minister use her good offices to ensure that this vital scheme is supported in the coming weeks, so that we can secure this vital investment for Shropshire NHS?

Having an implementation period will be part of the negotiations. The EU has previously referenced the possibility of there being such a period, but we need to negotiate the length of that period and its implementation.

There are five key NATO countries that are committed to the defence of our continent that are not members of the EU, and we will soon join that group. Will the Prime Minister give me an assurance that she will work closely with those countries, and with countries such as Poland that are on the frontline with Russia, to ensure that NATO continues to be the supreme defence posture for our continent, rather than a single European army?

We continue to believe that NATO is the bedrock of European security and we will continue to play a full role in NATO, as we have done over the years since its formation. I am pleased that we have British troops involved in NATO operations on the eastern border of the EU, protecting that border and giving that guarantee of European security.

Trying to ensure that those responsible for children actually pay for their children when a family has broken up has been a long-standing question which this House has addressed. There have been various ways of dealing with it through the agency that has been responsible. It is right that the changes that have been introduced are on a more level basis and more people are able to access the support they need as a result.

Q3. The Government have rightly focused on economic growth, jobs and prosperity—something all of us on the Conservative Benches can get behind. With that in mind, will the Prime Minister back our highly competitive bid for funding for the north-west relief road in Shrewsbury, which will not only deal with the congestion our town is facing but dovetail into that narrative?

Q5. We have empowered local doctors to take real leadership over important reconfiguration proposals. In Shropshire, 300 doctors, surgeons and clinicians have been working on a vital reconfiguration of A&E services in Shropshire and in Wales. When they make their decision on that later this month, it is very important that the Government back them and provide the capital funding required for this vital change to enhance patient safety.

My hon. Friend raises an important point. The configuration of services in his constituency and others is obviously a significant issue across the House. I am pleased to say that we are now seeing more people being treated in A&E. We will look at the proposals. The point about how this is being done is that local people should be able to have their voice heard and the decisions taken should reflect the needs in a particular local area. We all want to see that. A&E services are vital, and I pay tribute to all those who work in A&E in hospitals across the country.

The right hon. Gentleman has taken that line for some time—he took it with my predecessor—but I find it a little confusing, given that only two years ago in the Scottish referendum, the Scottish National party was campaigning for Scotland to leave the United Kingdom, which would have meant leaving the European Union.

Q6. We all stand with the people of France, and particularly Nice, following the appalling terrorist act there last week. Will the Prime Minister update the House on how the security collaboration between our two countries can help to prevent such attacks in future, and will she reassure the French people that although we are leaving the European Union, the close links between our two countries will remain steadfast?

My hon. Friend raises an important topic, and as has been said in this House before, our thoughts are with all the people of France after the appalling attack that took place in Nice last week. We continue to work with the French authorities in the aftermath of that attack, and my hon. Friend is right to say that we must continue our security co-operation with France and other European countries. We will not be cowed by terrorists; we both face the same threats, and we need to work together to defeat those threats. I absolutely confirm that, yes, the United Kingdom will leave the European Union, but the United Kingdom is not leaving Europe and our co-operation will continue.

I welcome my hon. Friend’s comments on Northamptonshire police, who have indeed been very innovative. They have been at the forefront of work to join together the police force and the fire authority to ensure savings and a better service for the people of the county of Northamptonshire. We are trying to adopt a funding formula that is simpler than the previous one, that is fair across the board and that people can look at and understand; a funding formula where people can appreciate why the elements are in there. That cannot be said of the current funding formula.

Today I delivered a speech on the challenge of extremism in which I set out the need to develop a better understanding of the threat from extremism; to promote more assertively our values and the proposition that everybody living in this country is equal and free to lead their lives as they see fit; to ensure an effective response from the state; and to build up the capacity of civil society to identify, challenge and defeat extremism. I made it clear that the challenge to the extremists must be centred on a new partnership consisting of every single person and organisation in our country that wants to defeat extremism.

There are a number of opportunities available to families to report concern, including the anti-terrorist hotline. The Metropolitan police also made a further call to families last week to encourage them to report as early as possible, and organisations such as Families Against Stress and Trauma are actively working in communities to help people understand what they need to do when they are concerned about their children.

Will my right hon. Friend assure me that the next Conservative Government will introduce new powers to tackle extremists and groups that spread hate but do not break existing laws?

My hon. Friend raises an important point. We have looked at addressing the issue of those people and groups who act in a way that does not meet the current proscription threshold, and we will, indeed, introduce extremist banning orders and extremist disruption offers, which will do exactly what my hon. Friend says.
