I thank the Secretary of State for the update that he has given the House. Like many, we have been watching over the summer period as Ukrainian forces take back their territory. In one sense, although we would rather none of this were happening, it is heartening to see that weapons being supplied by this country are being used so successfully on the battlefield. Let us be clear about what that represents and what arming Ukraine’s armed forces represents: it is, by definition, an act against fascism and war to support those who are the victims of a campaign of genocide.

It is also heartening to hear of the training by UK armed forces and partnered armed forces that is taking place. I think my office is in the process of organising an opportunity for me and the leader of the SNP here, my right hon. Friend the Member for Ross, Skye and Lochaber (Ian Blackford), to witness it at first hand.

One thing that definitely worries me—we are starting to see it happen across Europe—is that the unity that we have all maintained over the past six months or so is starting to crack as winter arrives. We saw that in the massive demonstrations at the weekend in Prague and, I think I am right in saying, in Cologne. That is something that we must—absolutely must—stand against.

The single best way to end this war is for the Kremlin to recall every single Russian troop on Ukrainian soil. All the calls to end the sanctions now, as though that would somehow help to end the conflict in Ukraine, are a falsehood, but that takes us to another important aspect of the war, which is the information war. As winter bites, as bills go up, as the effects of the conflict start to appear in people’s bank accounts, and as an obvious information war from Russia takes place in that respect, can the Secretary of State assure the House, or outline to the House—this is similar to what the shadow Secretary of State asked—how he will ensure that we are fully equipped to withstand that information war? Standing with Ukrainians is the right thing to do, and that is something we need to communicate well.

On the hon. Gentleman’s last point, to not stand would be infinitely worse in a decade’s time. If we do not stand together and deal with them now, these threats will not go away on their own. To the people in Prague or Cologne, I say that if someone gives in to the drug dealer or the guy that gets them hooked on heroin, he will be back for more in a good few years. We should not forget that, sadly, this is an opportunity to diversify our supply, and that will be better for everyone in the long run as well.

I am delighted that the hon. Gentleman will come and visit; if he has any problems, he should let me know. It was 3 Scots doing the training. I saw a lot of bemused Ukrainians, because the battle order that the 3 Scots wear in the field is a kilt. I saw them being piped through the battle runs. It was curious: I could tell that some had developed a love of the pipes, but that others had not. I will give them some more battle inoculation; that will be much better. It is incredibly important.

Again, there is a danger of the media narrative that people are losing interest crowding out the action. Chancellor Scholz recently announced another €500 million. President Macron said that we pay “the price of freedom”. At the conference in Denmark that the Danish organised, there was no shortage of international attendees. In total, we pledged €420 million and I am hoping for more; the Dutch, the Danish, the Swedes and the Norwegians have all pledged money. Our actions are the opposite of the narrative of “Isn’t everyone bored?”—I do not think they are; I think the international community is strong.

Of course, people in Members’ constituencies will feel it and respond, but again, I ask everyone in the House to make it clear to their constituents that part of the extreme gas prices that we are facing is a direct result of President Putin.

Thank you, Mr Speaker. May I, too, say that no matter what might happen in the reshuffle following the summer, the Ministry of Defence has worked co-operatively, particularly on Ukraine, during these past months? Whoever takes over or stays in place, it is to the benefit of all of us that that continues, whoever the new Prime Minister might be. Who knows, that job in Brussels might be what is waiting for the Secretary of State later this year. The situation in south and eastern Ukraine is getting much worse. Indeed, just in the past few days the Russian Defence Minister Shoigu has ordered an intensification of attacks on those parts of the country. With winter just around the corner, that is the point where there is the potential for allies to be picked off, although I do not lay that accusation at the Secretary of State’s door. Will he ensure that the training being given by the UK keeps pace with what is needed for that intensification and helps get the armed forces of Ukraine through the winter?

Let me thank the hon. Gentleman as well. I have never doubted the desire of anyone in this House to keep this country safe, no matter whether they are SNP, Labour, Liberal Democrat or anyone else, and I pay tribute to his constructive manner. We are learning as we go on the training. We started with a pledge to 10,000. As I said this morning in a meeting, I would be perfectly understanding if it ended up being 20,000 or if the Ukrainians sought to switch it at some stage to do something else. The casualties figures were given earlier by the former Armed Forces Minister, my right hon. Friend the Member for Rayleigh and Wickford (Mr Francois), and they have dropped for now, which is a good thing. Russia is facing the consequences of the HIMARS–high mobility artillery rocket system—and I can confirm to the House that our guided multiple launch rocket system is now in country and active, delivering the same munitions. That is having a significant effect on the Russians’ ability to prosecute the war. As the hon. Gentleman rightly says, the key is to get through the summer and make sure Ukraine is ready for the winter, and then we can continue to start pushing back Russia’s aggressive invasion.

I want to return to the issue that the shadow Secretary of State raised—not the individual allegations or even the “Panorama” programme, but the wider issue of the unanswerable case for democratic oversight of special forces. When will the Department devise proposals, bring them to the House, and allow us to debate and legislate on that issue? Surely that does not require anything at all from the courts.

Indeed it does not, and the hon. Gentleman is perfectly at liberty to table a motion and have a debate in this House. [Interruption.] He says, “Come on!”, but I cannot remember one. The key is making sure that democratically elected Ministers in this House have oversight of our special forces, and we are also bound by law in the same way that anyone else is. There is no exception to the law, whether through investigational powers or the operational prerogative on which we deploy our forces.

NATO and many of its member countries are no different from the United Kingdom in that many of the unglamorous but key enablers have been disinvested in. That may be the bridge strengthening in eastern Europe that would allow heavy armour to get to the frontlines—that used to be a total norm in every design in the 1980s and at the time of the cold war—or it may be logistical hubs or transport to get people rapidly to the front. All of that has in effect been the Cinderella of defence spending for too long across the alliance countries, including the United Kingdom. One of the ways through that is NATO common funding, and Jens Stoltenberg, the Secretary-General, has an ambition for a significant increase in that funding. We will look sympathetically at that request, obviously balancing our own budget requirements, but also making sure that it is going to be used for those purposes.

It is here that places such as the EU can complement NATO. The EU has recently published what I think it calls its strategic compass, and I was very keen to make sure that the EU complemented NATO and did not compete with it. What can the EU do well? It can co-ordinate in sub-threshold areas such as cyber, transnational crime, transnational migration and disinformation, and also in infrastructure-readiness across its member states. I am incredibly supportive of the EU doing more in that space, which would complement the NATO response and make it even more effective.

I completely agree with everything that the Secretary of State has just said, but does it not make the case for the UK to have a defence and security treaty with the European Union?

We have a defence and security treaty with the 30 members of NATO, nearly every one of which is in the EU. I do not think that we need to replicate treaties, but we should recognise that where we can encourage the EU not to compete but to complement NATO, we should be full supporters of that. If necessary, we should join the EU in things such as the PESCO—permanent structured co-operation—mobility study. The United States has joined it as well, and we should be open to joining.

I totally agree. When Britain says that we want to support them, we want them to succeed. We will help them to succeed, and I believe they will succeed. The right hon. Gentleman is right to say that they must succeed. We need to demonstrate that nations such as Sweden and Finland, having applied, are welcome in the alliance. As I said, people choose NATO, but NATO also recognises the values that those two countries stand for and the professionalism of their armed forces, with which Britain already integrates very strongly. Only a couple of weeks ago, I went to see British heavy tanks in Finland. I think that that is the first time in history that they have been deployed there.

There remain a lot of challenges. We have seen encouraging signs of countries rising to the spending challenge, but as of 2021 less than a third meet the pledge to spend 2% of GDP on defence. The Russian Government’s invasion of Ukraine has, of course, presented new challenges to NATO members, which is why in March I asked NATO to produce a long-term plan on containing Russia, providing reassurance to its members and contributing to improving the resilience of countries on the frontline. I am pleased to say that earlier this week, the Supreme Allied Commander Europe, General Tod Wolters, provided his initial thoughts on the long-term posture. Members will be discussing it between now and Madrid.

Events in Ukraine have reminded many people of the importance of NATO as a guardian of European security. There are many in this House who have been consistent supporters of our membership. Putin’s strategic miscalculations have been so great that he has even now recruited new supporters to NATO’s cause: not only are Sweden and Finland applying, but the Scottish National party has now come out in full support, which we welcome on the Government Benches.

Yes, maybe it was. But let us not forget that NATO is a nuclear alliance. There is a danger that the people of Scotland will pick up the slight contradiction that the SNP, which campaigned to rid Scotland of the deterrent that has kept the whole United Kingdom safe for more than 50 years, is campaigning to join a nuclear alliance. In that nuclear alliance, it is Britain’s deterrent that is effectively allocated to NATO. If the SNP got its way, it would be ironic if its wholehearted support for NATO meant that it was reliant on an English nuclear deterrent.

I thank the Secretary of State for advance sight of his statement. Like the shadow Secretary of State and the Secretary of State, I put on record how grateful we are to President Zelensky for taking the time to talk to the House yesterday. It is a moment that I am sure will stay with us all for a long time.

The statement says that the Secretary of State and the Ministry of Defence will explore the donation of new anti-air missiles. We urge them to conclude that as swiftly as possible and to ensure the missiles get to Ukraine as swiftly as possible. As the conflict continues, and it is now going into its third week, Ukraine’s needs will adapt and the support we give has to adapt, too. We have previously talked to the Minister for the Armed Forces about supplying satellite phones, which Ukraine identified as an urgent need two weeks ago.

As I understand it, the United States has declined to be involved in supplying jets from Poland, but the Department of Defence has said it will keep that under review. Is the Secretary of State part of that discussion? Given the new security and defence arrangements that were announced six or seven weeks ago involving Poland and Ukraine, how might we expect that to develop in the coming days?

Time is not on Ukraine’s side, and I appreciate the immense sensitivities around this. Like many others, I welcome the additional military aid, non-lethal aid, and humanitarian support. Of course, I also welcome all the efforts of our constituents up and down the land in supporting Ukrainians in their time of need.

What sort of changes can we expect to see in the forthcoming NATO strategic concept? For example, will the air policing mission be reprofiled as an air defence mission? Can the Secretary of State talk a bit more about what the House can expect?

We have tried to support the Government on Ukraine and in many other areas, and the Government have made that easy in many ways, but on refugees we stand out in Europe for all the wrong reasons. Although the Secretary of State’s Department is not responsible for refugees, I plead with him to fix it, and to fix it soon.

Like the hon. Gentleman, we are determined to fix it. My hon. Friend the Minister for the Armed Forces will have a meeting this afternoon on exactly this. We should not forget that the overall offer is generous: 200.000 places via the family route and unlimited places via the humanitarian route. The key is to speed it up to make sure that, when people arrive at the border, they are home and safe with their family as soon as possible. The Ministry of Defence will do everything to support that.

I do not have access to the discussions on jets from Poland. I have said publicly that the position of the United Kingdom Government is that it is for the Polish Government to decide on the calibration of their aid to Ukraine but, as an ally and friend, Britain will stand by whatever decision they make. Poland is, of course, on the frontline, and I hope that any consequence is positive, but we never know with President Putin.

It is important to give Poland the reassurance and the space to make this decision but, fundamentally, the Ukrainians need to be able to take action against artillery at deep ranges, which can be done with unmanned aerial vehicles, and to protect their airspace, which can be done with the missile systems we are providing. The only lag with the missile systems is that, as they get more complicated, people need training.

How and where we deliver that training is obviously sensitive, but we have to make sure it is rolled out into Ukraine. These valuable pieces of equipment need to be positioned in the right places to make a difference. One reason why I wanted to come to the House as soon as possible, although we are going to do it in principle, is so that the House has the earliest warning possible.

The hon. Gentleman made an important point about NATO’s strategic concept, and I will also be asking questions about what happens now. There are questions for NATO on both the short term and the long term. In the long term, after Ukraine, what are we going to do to contain Russia and to provide reassurance and resilience to our neighbours and fellow NATO members who will need it? At next week’s meeting, I will start the process of indicating to the Supreme Allied Commander Europe that I would like to see him start planning for containment, if that is one of the options post Ukraine. I will ask what that looks like in the 21st century.

My right hon. Friend is absolutely right. When I was her Security Minister, it was her support that allowed us sometimes to overrule the Treasury and to get some of that legislation through to deal with criminal finances. She is absolutely right. In 2014, after the invasion of Crimea, President Putin got exactly the opposite of what he wanted: more forces in the east of Europe and more defence spending across NATO. If he continues down this line, I suspect he will continue to get more forces on his border and greater defence spending across NATO—the very opposite of what he intends. I hope he learns the lesson of 2014. At the moment, it is not looking good.

I thank the Secretary of State for advance sight of the statement and for the updates he has given Opposition parties over the previous weeks. I underline the fact that we on the SNP Benches are friends of Ukraine and supporters of international law, and we support absolutely Ukraine’s right and ability to organise its security affairs as it sees fit. However, as can be seen from the Russian security council meeting that has been happening as we have sat in the Chamber this afternoon, we have reached a dangerous moment.

The Secretary of State mentioned the new sanctions package announced by the Government just before the recess, which stated that it would give the Government the ability to sanction entities and individuals of economic and strategic interest to Russia, but only if there is a further escalation. Well, that escalation has started, as could be seen by anyone following events in the Donbas region yesterday, on Saturday and on Friday. Is it not now time to start sanctioning individuals and entities of strategic interest, including those in this country? Furthermore, given the importance of disinformation and the entire architecture that the Russian Government have to spread disinformation about the conflict they are perpetrating against Ukraine, should that not start with some of the disinformation rackets here—the likes of RT, Sputnik and others?

The hon. Gentleman is absolutely right, and the leader of the Alba party may like to reflect on his celebrity status on some of those channels.

The Government already have some considerable powers, and Magnitsky sanctions have been used against a number of Russian individuals after Salisbury. In fact, some of the people I met in the Russian Ministry of Defence were sanctioned under such measures. We continue to deliver on that.

More widely, the whole of Government will produce a response for this House in due course. I understand the hon. Gentleman’s point about using sanctions now rather than waiting for something to happen. The key point here is that we must be in a position to threaten to deliver sanctions against Russia if it does something. Were we to unilaterally deliver them now, but America and the European Union did not, there is a danger that would play into President Putin’s attempted divide and rule narrative.

There are plenty of measures that we could take, and we are planning a serious set of sanctions. The question to President Putin is: “Do you actually care what is going to happen to your people, because it will be they who suffer the most as a result of the sanctions?” It will be interesting, as a responsible leader, whether he will listen to that.

On behalf of the Scottish National party, I welcome Speaker Pelosi and the American delegation to the Chamber. I also congratulate Team GB and yes, in particular, that fantastic curling team that so many of us have been enjoying in recent days.

As the Defence Secretary knows, we have supported the Government’s actions in helping Ukraine to defend itself against its neighbouring aggressor. Indeed, the Government’s actions in giving military support are an act against war. However, during my visit to the Ukrainian capital a couple of weeks ago, I heard concerns at Government and parliamentary level about them still missing some support that I understand they had discussed with his Department. Will he assure us that those discussions are ongoing or give us an update?

I am grateful to the hon. Gentleman. On his comments about the winter Olympics, I have one of only two English curling rinks at Barton Grange in my constituency. I look forward to a Scots abroad event.

We are open to all sorts of suggestions. I speak regularly to my defence counterpart in Ukraine, and it is incredibly important that, should we get through this with a diplomatic solution, we continue to help support Ukraine’s resilience both in capacity building and training and in nation building to ensure that it is a strong and secure state.

I am grateful for that answer. I may be jumping the gun slightly—I suspect the Secretary of State might come to this in his statement after questions—but one thing we were asked about a lot there was the new grouping between Ukraine, Poland and the United Kingdom. The detail on that is not quite out there just yet. Will he update the House on exactly what the new grouping hopes to achieve? Can he give an assurance that it will complement the work of other allies, rather than overlapping it?

We are working through those details right now and, as soon as I can, I will update the hon. Gentleman and the House. It is incredibly important we recognise that Ukraine borders a number of major NATO countries that will feel the direct consequence of an invasion. It is also important that President Putin’s view of many of those countries, which he himself has written down in previous essays, could continue should he be successful in Ukraine. It is therefore really important that the UK plays a strong role in reassurance not only of NATO countries, but of other friends such as Sweden and Finland.

I thank the Secretary of State for his apology. I do not doubt the sincerity of it, and I do not doubt for a second the anger that he will have felt when he got the news of this unacceptable and quite dangerous leak yesterday. However, I have a few questions to follow on from those asked by the shadow Secretary of State, the right hon. Member for Wentworth and Dearne (John Healey), and the Chair of the Select Committee on Defence, the right hon. Member for Bournemouth East (Mr Ellwood).

Can the Secretary of State confirm whether the Taliban have the capability to monitor these people’s emails? I do not want to know if they are monitoring them—I suspect that he would not tell the House even if he did know—but do they have the capability to do so? How long will the investigation take? Who will carry out the investigation? Is the person who has been suspended an employee of the Ministry of Defence or of the Foreign, Commonwealth and Development Office?

Will the Secretary of State outline in a bit more detail, if he is able to, the additional resources that he intends to commit to ensure that people are not exposed to any more danger than they already are as a result of the leak? I understand entirely the point that he makes about using mass email as a communications method, but who signed off on that as an okay way to make that communication?

The shadow Secretary of State is right that when these breaches happen, we get these apologies and then there tends to be silence, so more broadly, what is being done to arrest this worrying trend of data leaks from the Secretary of State’s Department? Is he going to order a broader investigation? I think the House would welcome that.

I am grateful to the hon. Member for his series of questions. First, the investigation will be carried out by Admiral Sir Ben Key, the commander of joint operations at PJHQ—permanent joint headquarters—who also led the planning and the evacuation from Kabul.

On data leaks, the hon. Member is right that these are a concern. The previous leak obviously involved a senior official who deliberately broke the regulation, in so far as he took something out the Department. If the regulation had been followed, that would not have been the case. However, although I cannot say too much, I have instigated changes to improve information security within the Department, and I am happy to brief the hon. Member on that.

The “Manual of Protective Security”, the modern rules that govern information security, is, I believe, fit for purpose; it is really the training and the adherence to it that must be improved. I am graduate of something called the classified documents handling course from the early ’90s—I think I am the only saddo who actually knows what type of lock should be on what type of cabinet that links to different types of security classifications. Nevertheless, information security is not something that western Governments are good at, which is why our adversaries seem to be. We have to improve it, and we have to stand by it.

The Taliban, or obviously any Government that control a country, have control of the telephone network. I cannot say too much about what they can and cannot do; suffice it to say that the method we used to communicate with those people is a way of minimising that risk. One of the reasons we involve emails rather than telephone calls is to try to do that, which is important.

On resource, right from the beginning of this process, way back in August, or in July, I was very clear with my senior military commanders and civil servants that they would have whatever resource they needed to process emails and carry people out, for example. We will fly these people back from third countries out of the MOD budget. It is my view that we should continue to stand by them, including using married quarters, for example, in military establishments to look after them if they cannot get places elsewhere. There has not been a resource problem; the challenge is whether people have been asking for the resource within the system to do this.

The individual concerned was a member of the Ministry of Defence, but I am very keen that it is not just the poor person who drafts the email who is held to account, but the chain upwards, to ensure that this does not happen again.

It is my mission that they get the accommodation that they deserve. The Defence Infrastructure Organisation has recently awarded contracts up to the value of £2.1 billion to a number of market-leading suppliers to provide maintenance services across the UK estate for the next seven years. Those contracts will benefit from the increased investment announced in the integrated review to address the legacy of underinvestment across the estate, enabling improvements for our armed forces and their families.

May I add my congratulations to the hon. Member for Batley and Spen (Kim Leadbeater) on her election? This is the first Defence questions we have had since Armed Forces Day, when we normally thank not only the personnel but their families. As the hon. Member for Winchester (Steve Brine) mentioned, the families really are the backbone of serving personnel across the UK. We know that the Government provide £2,000 for the childcare subsidy, but families are often spending three times as much as that and sometimes even more, so I have a very simple question: will the Secretary of State increase the childcare subsidy available to personnel and their families?

First, we are going to increase spending on wraparound childcare to over £165 million a year for families with children up to 11 in primary school. That reflects the fact that most service personnel do not have a nine-to-five job, and it will help them considerably. In fact, where we have run the pilots, this has been incredibly popular. On the continuity allowance, one way to manage the disruption that families suffer is not necessarily by increasing that allowance but by increasing forces’ families ability to find a place they want to live, so that they can be settled and their children can attend the same school. That is a growing trend from when I served, and the 24,000 benefiting from Help to Buy is a really positive number. It shows that a number of people have now made the choice that when they deploy, they will go on their own, and their families and children will stay stable in one place.

It is good to hear that there is going to be increased support, and we know from surveys that childcare costs, in particular, can be crippling for service families. May I move on to employment issues for the families of service personnel? At the minute, in the UK, helping the spouses of those who serve in the armed forces is largely left to the third sector. Canada, a fellow NATO country, has a thing called the spousal employment network, which is a very successful model, run in-house by the Government, to help the spouses of those who serve to find good-quality work that suits them. Will our Government look to bring this type of thing in-house, rather than leaving it to the third sector? Although that sector does a good job, the state should be taking on more of that responsibility.

The hon. Gentleman will know that we are working on a families’ strategy, and his suggestion is in exactly an area we are working on in that strategy. He is right; when I was serving in Germany in the BAOR—the British Army of the Rhine—where there was a much more settled, huge Army, there were lots of those organisations around, and I think they need some reinvigorating. Whether that is done entirely through the state or through a blend of non-governmental organisations, charities, volunteers and the state is something I would welcome being looked at, and I think there will be some solutions. What he says is totally in line with our policy and view that we have to do more for spouses to help them with their jobs if they move around.

I thank my right hon. Friend for his points about sense of purpose, and I think that is right. The carrier is an amazing thing in that it convenes a lot of different levels—it convenes hard power, soft power, political will and intent. The mission for the Royal Navy, however, is like the mission for most of the armed forces, which is to strengthen our alliances. That is really important as we go forward.

I agree with my right hon. Friend, that the world is more anxious, more unstable, more insecure and less predictable. That is hard for all policy makers around the globe and for people who have lived by the international rules—for example, maritime law. It is a challenge for us all. The real issue is how to strengthen our alliances, because that is our unique and single point of strength against some very large adversaries.

On this deployment, therefore, we will meet US carrier groups and exercise together in the Pacific. There is no shortage of contested sea lanes in the Pacific. It is not just the strait of Taiwan; there are plenty of contested areas of sea. We will absolutely be making sure that we are confident in our sailing and that we stand up for our values, along the way making friends or strengthening our friendships with a whole range of partners, some traditional and some less traditional. We are here—a role that Britain has always played—to stand up for people who cannot stand up for themselves or to join with them to ensure that we stand strong. Do I think we will need more in the future? Our investment in our defence budget and in seeking to spend our money both on hard ships and power and on cyber and all sorts of other technology is a strong indication that this Government take seriously the rising threat. We will continue to keep it under review, but in the meantime we will go to the Pacific, demonstrate our capability, return, take our watch at NATO and continue on that cycle.

I thank the Defence Secretary for advance sight of his statement and I, too, pass on my condolences and those of my party to the Indonesian navy. We all watched what happened over the past few days with horror and they are very much in our thoughts.

Of course, I wish all of those involved in this new venture well. This will undoubtedly be an exciting time for them. The Defence Secretary rightly pays tribute to those involved in building HMS Queen Elizabeth and I join him in that, not least in paying tribute to those in Scotland who were part of that effort. He knows, because we have discussed it before, that my party and I are yet to be convinced of this whole Indo-Pacific tilt, especially as it is about chasing commerce rather than countering threats, and it sounds like there is a fair bit of that going on. The Defence Secretary has said to me in the past that there is no point chasing one threat only to leave oneself exposed to another closer to home. The shadow Secretary of State mentioned the threat we have here in our own backyard. The Defence Secretary knows that that is the kind of tilt that I and my party want to see. What assurances can he give us that we will not be left open closer to home?

May I press the Defence Secretary on the Black sea element of the trip, in particular? His statement mentions that the strike group will support NATO missions in the Black sea region. What exactly will the support look like while the strike group is there? As we know from Russia’s recent actions, that is something we should be focused on.

Lastly, on fleet solid support ships, can the Defence Secretary talk us a bit through the timeline we can expect for the competition? Like the shadow Secretary of State and many on the Defence Secretary’s own Benches, we want to see that announced soon and to ensure that it is the yards closer to home that benefit from it.

First and foremost, we cannot separate trade from security. We need to secure our trade. The hon. Gentleman’s party’s whole economic basis used to be about exporting oil around the world. If a country cannot export its oil, it cannot run its economy, according to some of the Scottish National party’s previous manifestoes. It is really important that we secure our trade and do not let the values in the rules-based system be undermined far away until it is too late and it gets close to our shores. That is really important.

I am not ashamed at all that this deployment will also be linked to trade. I am proud of standing on British-made equipment, made by Scottish hands, and English, Welsh and Northern Irish hands, and I am proud that there is equipment on those ships that can be used for a whole range of things—humanitarian and non-military-method means, and all sorts of things. We should be really proud that we will be showing that off to the world.

We will not leave Britain undefended. We will still have our Type 23s, our Type 45s and our P-8s, which are based in Lossiemouth, as excellent maritime patrol vessels. We will still have a number of capabilities. Our submarines will be on watch based out of Faslane. I pay tribute to those submariners who will be departing from Faslane to join and escort the carrier group. They do an amazing job, and it is something special to understand what submariners do.

We have had long-scheduled deployments into the Black sea. This is not new. It is not an increase or decrease. We have taken a view that we should stick to our planned exercises and deployment. I think that is the right thing to do—to say that we will not be intimidated from it and that we will stick up for our friends in the Black sea—Romania, Turkey and all those other nations that we work alongside. We will be doing that, as we had planned long before the recent friction we saw up in Ukraine. I hope the hon. Gentleman recognises that we are not off to go around picking a fight; we are there to stand up for our values and I think the Royal Navy will do a great job.

Fundamentally, this comes back to the point that we rely on each other. The security of Europe is incredibly important to the United Kingdom and to the continent of Europe. Even last year, in December, when the Russians appeared with a number of ships, the French, the British and the Dutch all set about that issue. We will continue to do so. As I said, the greatest thing about our friends and allies is that we are all in a partnership with solidarity, and that is the best way to defeat or push back our adversaries.

If my right hon. Friend wants to see what happened to a Russian armoured division, he should look what happened in Syria last year, in the weeks when 172 tanks were wiped out by Turkish unmanned aerial vehicles. I wonder what comfort that would have been to the 3,000 Syrian soldiers—fighting for the wrong regime, however—who no doubt thought that somehow their mass gave them protection. [Interruption.] They were Russian.

In the China-Russia war I think it was, a British officer went to observe and saw the machine gun being used for the first time, and his report back said, “They’re not British. We don’t need the machine gun,” and the rest was history. Therein lies the fault and the fallacy of defence reform. If we wrap ourselves in sentimentality, what we get is a betrayal of the men and women who go to fight.

On other points that the right hon. Member for Wentworth and Dearne raised, we will go beyond the 48 F-35 fighters, and we will continue to purchase them until we have decided whether we have the right numbers to continue. We are on track to deliver the squadrons required as planned and to man our aircraft carriers. There will be no reduction in combat medics as a result of these reorganisations. He and I both know the importance of the role they have played in covid. Indeed, they are a key enabler that will be useful not only for ourselves, but when it comes to conflict prevention and winning the peace.

On the nuclear deterrent, we do not believe that the changes to the number of warheads in any way breach the nuclear non-proliferation treaty, and that advice is backed up by the Attorney General. Of course, if the right hon. Gentleman is correct about his party’s new-found love of the nuclear deterrent since his previous leader, or indeed since the shadow Foreign Secretary voted against renewing it, he will of course agree with me that a nuclear deterrent should be credible; otherwise, it would just be a massive waste of money.

I knew that was what the hon. Member from the Scottish nationalist party was going to say; it was predictable. I remember the former leader of the Labour party suggesting to the good people of Barrow that they would be allowed to continue to make submarines, and could maybe use them for tourism purposes. Maybe that is the true version of the Labour party’s manifesto on defence.

I would take on board many of the criticisms and charges by the right hon. Member for Wentworth and Dearne if he came to this House with a mea culpa about his own Government’s role in producing defence reviews over time that were both over-ambitious and underfunded; if he accepted that when we over-sentimentalise our armed forces or avoid taking the tough decisions, the people who suffer in the end are the men and women of the armed forces; and, if he came here and acknowledged that the men and women of the armed forces who I served with who perished, some of them in Snatch Land Rovers, did so because in the end we overstretched, underfunded and failed to recognise that the best thing is to be honest, with a well-funded armed forces that we do not overstretch and with which we are not over-ambitious.

Asking any Defence Secretary in history if he would like to support an increase in his budget is usually going to get only one response. The reality is that I am dealing with a budget that is incredibly generous compared with my colleagues in other Departments in the middle of this pandemic. Indeed, many people object to the increase in the defence budget. It is a defence budget big enough to allow me to fix the issues of the past and to invest in modernisation.

I understand my right hon. Friend’s concerns, and my answer to him would be about ambition. How ambitious and how global do we wish to be? I do not believe that our security is at threat from this document. I think it provides a very good foundation for our homeland security. What comes next is how much we help our friends around the world and what ambition we have for them. I can give him and the right hon. Member for Wentworth and Dearne (John Healey) the assurance that our defence priority No. 1 is our commitment to membership of NATO, because that coalition and that part of the world—western Europe and the Atlantic—is key to our own security. That comes first, as does, for those on the Government Benches, our nuclear deterrent as our guarantor for security from aggressive states. That is maybe where my right hon. Friend and I will disagree, and we will no doubt explore that, and the extent to which our ambitions are matched, during the Defence Committee meetings.

Where we are today, we can match our ambitions with this defence paper but, as I have always said in this House, if the threat changes, we should always be prepared to change with it. I cannot say what will happen in 2035. I cannot say what will happen even further out from there, and that is why I think that at the heart of this paper is something on which my hon. Friend and I do strongly agree, which is that our approach should, for once, be threat-driven. That should drive what we buy. That should drive how we equip our people. That should drive what we do. We are determined to do it, and as Defence Secretary, it is my job to provide the rest of Government—the Prime Minister and the National Security Council—with the range of options and range of tools to allow them to follow those ambitions.

I thank the Secretary of State for advance sight of the paper and his statement, and I apologise to him for the difficulties we had in trying to get each other on the phone earlier. As the Select Committee Chair, the right hon. Member for Bournemouth East (Mr Ellwood) has said, on behalf of SNP Members, I acknowledge the anniversary of the death of PC Keith Palmer and, indeed, the right hon. Gentleman’s own bravery on that day.

Turning to the paper, I think it does seek to ask some of the right questions. Within the broader context of the integrated review and what the Minister will no doubt reveal to us tomorrow, I can see where the Government are trying to go. The problem we have is that it comes to some of the wrong conclusions, not least—and let me be unequivocal on this—in terms of the increase in the nuclear stockpile. We think that that is an expensive folly that should be cancelled with immediate effect.

However, in terms of the changing nature of threats that the document and the Secretary of the State have outlined, there are some things that are worth exploring and that this House should have debated long ago. We welcome, for example, the investment in space research, not least because my own city of Glasgow produces more satellites than anywhere else in the United Kingdom. But the reliance on technology, which I accept is a new feature of defence and security, and particularly on autonomous weapons, does raise some serious concerns. While the Government have paraded all this flashy, expensive new tech—I understand that hon. Members, and not just those on the Government Benches, get very razzle-dazzled with this stuff—what are we going to see in terms of the proper oversight of its use? We cannot have a situation where killer robots are sent into battlefields with no proper oversight of weapons deployed on our behalf and in our name.

That takes me on to the wider issue of international norms, not just on lethal autonomous weapons, but in terms of data and AI. What are the Government doing not just nationally but to work with partners internationally to develop international norms on this stuff? I accept that Russia and China will always pose a challenge in trying to develop international norms, but I want to hear more about what the Government are doing to do so, especially within NATO.

Turning to the armed forces, it has rightly been mentioned—and I suspect we will hear it again during this statement—that the Secretary of State will have some convincing to do here in Parliament that he will be able to retire the old, bring in the new and not have such a big gap in the middle. On numbers, what will be the impact of the reduction in numbers on the Scottish footprint in 2025? During the past few Defence Question Times I have raised with the Secretary of State the fact that the 12,500 promise made to Scots seven years ago has never been met, so we can now assume that those numbers will be even further from the promise made by his own party ahead of the 2014 referendum. That will be not just a breach of that promise, but a breach of his own manifesto commitment. I accept that the Secretary of State is trying to clear up a lot of what his predecessors have done—indeed, I partly commend him on being honest with the House on that today—but he does have some convincing to do, not just here but back in communities that he knows well.

When will we see something on terms and conditions for the armed forces? We want to see a pay increase for members of the armed forces. We know that four in 10 serving personnel do not believe their pay properly reflects their work. That is work that all of us in here admire; indeed, I have seen it in Castlemilk in my own constituency during the covid pandemic, where we have the vaccination and testing centre. When will the Secretary of State bring forward a real and proper pay rise and give them the money they deserve? Surely that is something all of us in the House could agree with.

I understand the hon. Gentleman’s concerns both about reliance on technology and the human in the loop issue. Britain has been one of the leaders in trying to raise those discussions in places like the United Nations, to ensure that there is a standard that is acceptable—a moral standard, making sure that there is a human in the loop at nearly all times. That is important for reassurance.

On AI and data, Britain leads within NATO on cyber. It pushed NATO to examine cyber, but not in being a cyber nation—Estonia is probably one of the greatest cyber nations, although there is a data issue that I am sure the hon. Gentleman’s party would disagree with about relying on data that much. But fundamentally it is incredibly important, and Britain’s work alongside some of its allies in NATO has pushed NATO to look at both hybrid threats and cyber and to start making sure that it reforms and modernises to address that.

I understand the concerns about troops and personnel in Scotland. There are over 28,000 people currently in Scotland who rely directly on defence: that is the civil servants, the regulars, the reserves and in industry. When we send the E-7 Wedgetails up to Lossiemouth there will be an increase of a few hundred people to work in that part of the world, which is to be welcomed. Decisions exactly on where the Rangers will be and how it will develop will come soon. What I will say to the hon. Gentleman is that it is a tribute to Scottish infantry and Scottish heritage that 1 Scots will become the seed of the Rangers. For anyone who knows Scottish military history, the Lovat Scouts and brave souls like that have set the fierce reputation of Scottish soldiers around the world. I hope that that will be recognised as they go forward.

On pay and allowances, I have started a process of reviewing allowances. On the allowances I have already signed off, I chose to protect the lowest paid at the expense of the highest paid. I am not a socialist. I would not be surprised if the hon. Gentleman might be —[Interruption.] Or he might not. However, I felt that the lowest paid should be protected, as well as overseas allowances and individuals with children. Of course, if the hon. Gentleman’s Government in Scotland would like to pledge to give our troops in Scotland the same £500 bonus they have given NHS staff, we would be absolutely delighted. Perhaps the extra tax that the SNP—[Interruption.] I’ll tell you what, Madam Deputy Speaker, maybe the hon. Gentleman has an opportunity here. I will do a deal with him. If he will cover for one year the extra money we pay to mitigate the tax burden that falls on Scottish soldiers, we shall pass that on to them. Would he like to do that now? He has the chance. [Interruption.] I think the Scottish National party are busy spending all that money on lawyers.

My right hon. Friend is very kind to say what he said about the efforts in Kent. We have 360 personnel supporting Kent County Council with lateral flow testing, and he will have seen that considerable number in the problems over Christmas. I will pass on his thanks to Brigadier Prosser, but of course, Brigadier Prosser is the lead on the vaccine. We have a number of other senior military personnel leading in different areas, including test and trace and building NHS capacity; Brigadier Lizzie Faithfull-Davies is the lady in charge of the military response on that. What is amazing is that these military personnel joined to be soldiers and to be Navy, and they do what they are doing today with the same professionalism and enthusiasm as they would do their day job. That is a tribute to the training and the quality of personnel, including, of course, the Gurkha regiment to which my right hon. Friend refers.

I am grateful to the Secretary of State for advance sight of his statement. It was only right that he took the time to outline all those within the defence community, whether on the frontline or not, who are working so hard and so professionally to get us through the pandemic. On behalf of my party, I thank each and every one of them for the work that they have done. Because of their professionalism and the way in which they have carried out their job, the Secretary of State comes to the House with a good story to tell today.

I want to press the Secretary of State on two issues, starting with vaccinations. Could he adumbrate exactly where those in defence who are working on covid stand in the queue for receiving vaccinations? Can he give us an idea of how many have been vaccinated so far?

My second question is much broader, and it concerns the issue of resilience, which the Secretary of State knows I am keen on. If we are to do resilience properly, it cannot just be the preserve of the Ministry of Defence; I know he understands that. Can he tell us how the pandemic and the lessons from it as far as resilience is concerned will be reflected in the integrated review? If he can go one further and tell us when that might be published, I will even buy him a dram when we are next allowed to.

I think I should go for the easy one: the current target date for the IR is the first two weeks of February, so we will go for a half on that. None of our defence personnel has received a vaccination; they are not in priority groups one to four. However, we are, as we speak, working out which key cohorts should be vaccinated in order to preserve and underline the nation’s defence. Obviously, they will get priority, but I expect it to be a small group at first, because protecting priority groups one to four is important.

In terms of resilience, one of the lessons is on reserves. The Scottish Government are empowered to create an NHS reserve if they wish to. That will be one of the lessons that we will draw in England and Wales. We use military reserves, but other Departments may start considering that as well, for those people who want to contribute to the reserve and the resilience of the nation. I am sure that the Scottish Government, under the devolved powers, are entitled to look at that, and I would definitely recommend it.

For the hon. Gentleman’s peace of mind, there are currently three personnel working in airlift—CASEVAC—in the Scottish Ambulance Service, 32 planners in the region to support community testing and vaccination deployment and 25 planners in the Scottish Government and NHS Scotland helping work through those problems. Of course, we stand ready for more. If more is requested through the Scottish Government, we stand ready to provide that assistance, to make sure that the whole of the British Isles and the United Kingdom get through this issue.

I know the right hon. Gentleman was a Minister in Mr Brown’s Government, who did not have the greatest reputation for financial accuracy. Although we can agree on the spending profile, his interpretation of the rates of inflation and alleged real-term cuts is not something that we recognise. On the “decade of decline”, as he calls it, I thought that before coming to the House I would read the National Audit Office “Major Projects Report 2010”, into the Government in which he was Minister of State, and the spending on defence. That report highlights that in one year up to 2009, the Government overspent by £3 billion. That is where the black hole that amounts to £38 billion came from, so before he throws stones in glass houses about managing defence budgets, he should be very careful.

Perhaps I could be very clear about how we went about getting to this settlement. We started, as I have said repeatedly in the House, with the threat and what we need to meet the threat and to fight tomorrow’s battles, not the last. We then took that request to the Chancellor and the Prime Minister, had a discussion, and it resulted in the record settlement that Members see before the House today.

Surely the review is meant to tell us what the threat is and then the Government respond with the spending, rather than the spending coming before the review is published. All that being said, I suppose we are where we are. I am grateful for one thing that the Secretary of State has done: he has finally listened to our policy of a multi-year defence agreement. May I ask him to go one step further? In other countries where those are used, they involve all political parties. Will he pledge to do so?

What would be good is a welcome from the Scottish National party that £1.76 billion will be spent with Scottish business, at least, year on year. That is something that the Union manages to deliver for Scotland through the United Kingdom armed forces. This record spending unlocks funding for Type 26, Type 31, Type 32, research vessels and the fleet solid support ships. Where they are to be built is obviously still a matter for decision in some cases, but I can guarantee that, right now, many ships of Type 26 and Type 31 are being built in Scotland. A welcome for that from the SNP would be great, but of course we know we will never hear it.

Someone’s put 50p in them today, Mr Speaker, haven’t they just? Let me ask the Secretary of State this. I have asked him time and again, and he usually just shouts back to me whatever is in his folder; let’s try answering the question. Of the spending announced for Scotland, at what point—he has only a few days of the year left—will the Government finally meet the promise they made six years ago of 12,500 personnel stationed permanently in Scotland? It is currently below 10,000. In all the projects he listed, he did not mention the promise of the frigate factory. [Interruption.] He laughs because he knows it is a promise that is not going to be met between now and 31 December, is it?

I laughed because, having examined the proposals, the frigate factory would have included the closing of Govan and the investment in Scotstoun. I am not sure, but I remember distinctly that Govan was originally a very proud Labour seat, obviously then represented by the First Minister of Scotland. Having done the review, BAE and, indeed, the MOD and others recognised that the best value for money was to invest in both Govan and Scotstoun, to make sure that we make the frigates and destroyers that the hon. Gentleman wants so much but does not want to use, and to sail them up to Scotstoun to be integrated. That is why we support over 10,000 jobs in Scotland, and we will continue to do so. Where the future basing of our armed forces goes is for the integrated review. All will be revealed to the hon. Gentleman.

I think the right hon. Gentleman delivered the speech for a potential future statement. No one has said yet that the integrated review will be delayed or curtailed. What we are saying is that we are studying the implications of the one-year spending review on that. Once we have worked through those implications, he is of course welcome to make his points across the Dispatch Box. I know that he is keen to make those points, but I respectfully suggest that he waits until we have thought through the implications. Then we can have that discussion in Parliament.

Ahead of Remembrance Sunday at the end of the week, we wish well all of those organising events in a different fashion. The day does not lose its meaning at all.

On the integrated review, I am sure that the Secretary of State is more frustrated than most. As an avid reader of National Audit Office reports, he will know that pushing spending to the right will ultimately leave him with less money to spend. A multi-year settlement, as long advocated by SNP Members, would allow future-proofed planning. Can he tell us what the consequences of the postponement are for the future nuclear warheads system and, in particular, the W93?

As I said to the right hon. Member for Wentworth and Dearne (John Healey), the first thing is to wait until we have worked through the consequences of the one-year spending announcement by the Treasury. I, or indeed the Prime Minister, will then be happy to come and update the House about what that means for the integrated review and the consequences that follow.

Unfortunately for the Secretary of State, we can all see where this is going, as he knows as well as we do. In April, he wrote to members of Congress stating that

“support to the W93 program in this budget cycle is critical to the success of our replacement warhead programme and to the long-term viability of the UK’s nuclear deterrent.”

We read in the press about his Department’s alarm that a victory for the Democratic nominee in tomorrow’s election could stymie congressional and US support for that programme. As his Treasury and UK alliances have let him down, does he agree with Tom McTague’s assessment in The Atlantic today that

“if the election of one president or another is an existential challenge, then perhaps the issue is Britain’s strategy itself”?

I do not agree at all, and I think the hon. Gentleman may be slightly confused because, whether it is one year or multi-year, it does not mean to say that the defence budget goes to zero. We will still have a £41 billion budget—one of the biggest budgets in Europe—which will allow us to continue with not only running the armed forces but investing in them. Of course, the challenge that we have always been open about is the black hole in the overall finances, which we will have to take steps to meet. I am sorry to disappoint some of his anti-nuclear colleagues, but that does not mean the end of the nuclear deterrent or the submarines. The budget will not resort to zero after the one year. We should first work through what one year will mean, versus multi-year. It is not the first one-year funding settlement, and it is not the first defence review that is trying to fix underfunding and over-ambition. I distinctly remember serving in the armed forces when Labour’s ones did exactly the same.

I am now going to progress.

The second element of the first part of the Bill ensures that, when making a decision, the prosecutor must give particular weight to certain matters, such as the adverse impact of operations on our personnel and the public interest in finality where there has been a previous investigation and there is no compelling new evidence. If it is deemed that the case should proceed to trial, the third threshold requires consent before a prosecution can proceed. In England and Wales, for example, that will be from the Attorney General. In those cases, the Attorney General will be acting independently of Government, as guardian of the public interest.

Some groups such as Liberty have suggested that this is political interference. It is nothing of the sort. Given that the Attorney General already has decisions over prosecutions in statute ranging from the Auctions (Bidding Agreements) Act 1927 to the Theatres Act 1968, it is neither uncommon nor controversial.

If the hon. Gentleman is going to tell us about the Advocate General for Scotland—[Interruption]—or rather, the Lord Advocate in Scotland, who also sits in the Scottish Cabinet—and his role in directing prosecutions, I will be interested to hear.

Of course, the Advocate General for Scotland resigned just last week. I believe it is the case that the Department consulted the Lord Advocate in the Scottish Government. It is normally the case that the Government would not publish the advice of its own lawyers, but the Lord Advocate in Scotland is not a UK Government official; he is a Scottish Government official. Will the Secretary of State publish the opinion that the Ministry of Defence received from Scotland’s Lord Advocate?

We are not going to publish his opinion or anybody else’s.

We do not publish the opinion of our Attorney General. It is a long-held policy of most Governments not to publish the legal advice they receive, except in exceptional circumstances.

Part 2 of the Bill makes changes to the time limits for bringing claims in tort for personal injury or death and claims for Human Rights Act 1998 violations that occur in the context of overseas military operations. Clauses 8 to 10 introduce schedules 2, 3 and 4. Taken together, these provisions introduce new factors that the courts in England, Wales, Scotland and Northern Ireland must consider when deciding whether a claim for personal injury or death can be allowed beyond the normal limit of three years. The provisions also introduce an absolute maximum time limit of six years for such claims. These new factors ensure that operational context is properly taken into account, and they weigh up the likely impact of giving evidence on the mental health of the service personnel or veterans involved.

Clause 11 amends the Human Rights Act. This provision largely mirrors the changes that are being made for tort-based claims. It will change the rules governing the court’s discretion to extend the one-year time limit for bringing claims under the 1998 Act and will introduce an absolute maximum time limit of six years for human rights claims in relation to overseas operations. Again, critics of the Bill are trying to mislead veterans with tales that this somehow discriminates against our armed forces.

Let us put this six-year backstop into perspective. Currently, for claims in tort, where personnel may sue for personal injury in England, there is already a time limit. Mostly, that limit is three years from the date of the incident or knowledge of it. In other words, if a former soldier is diagnosed with PTSD 20 years after his service, the time limit starts then, not when the operation took place. The existence of time limits is commonplace and was upheld by the European Court of Human Rights in the case of Stubbings v. the UK. The UK Human Rights Act itself has a 12-month time limit for claims from the event happening but does allow for further judicial discretion, and the armed forces compensation scheme has a seven-year time limit.

Finally, clause 12 will further amend the Human Rights Act to impose a duty to consider derogating from—that is, suspending our obligations under—the European convention on human rights in relation to significant military overseas operations. This measure does not require derogation to take place, but it does require future Governments to make a conscious decision on whether derogation should be sought in the light of the circumstances at the time. We want in future the ability, if necessary, to allow soldiers to focus on the danger and job in hand when on operations, not on whether they will have a lawsuit slapped on them when they get home.

I will once I have completed my peroration. Scrap the Bill and let us have a discussion about the way in which the Ministry of Defence investigates these things internally. I am more than happy to engage in that discussion with the Minister and with the Secretary of State, but to ask us to vote for a Bill so roundly condemned by senior legal, military and political opinion is something that we will not contemplate.

As ever, the hon. Gentleman makes reasoned points and a good speech. First, he has not mentioned it yet, but he will be aware that there was something called the Lyons review, which was the service justice review that has reviewed and continues to review. We are in the middle of implementing some of its recommendations on improving on exactly the points he makes about service justice.

Secondly, before the hon. Gentleman finishes his speech, I ask him within what parameters we should work when trying to come to a consensus with the Scottish National party. For example, does he except that in cases of civil law there is a need for tort limitations? Does he accept the statute of limitations on civil pursuit—that many of those cases should have a time limit? Does he also accept the line in the relevant article of the European convention on human rights that says people are entitled to

“a fair and public hearing within a reasonable time”?

If he accepts both those parameters, perhaps we can talk.

I have not disputed any of those things. I am willing to have that conversation, but the Secretary of State has introduced a Bill that is so egregious he makes it impossible for me to support it. Look, he has his majority so he will get it through in whatever form he wants, but if he wants to have, as we often do in defence discussions in this Parliament, a degree of consensus that most people outside this place probably do not think exists, it cannot come on the back of a Bill like this one. I understand that the review he mentioned at the start of his intervention is taking place; why not pause the Bill and let that review report first? Let Parliament debate it and then see what we can fix.

I think that I misheard. I thought the shadow Secretary of State was talking about the position that we inherited in 2010, which was underfunded and over-ambitious—indeed, there was an equipment hole so big that many of the tanks could be driven through it. He could also point out that our men and women in the armed forces have been ready: they have delivered an excellent covid response and have not been found wanting in any way. That is partly because of the investment we have put into them, but also because of expert leadership through the officers and the civil servants in the Department and across the Government.

I assure the shadow Secretary of State that the best way to avoid the pitfalls of the past is to make sure that our ambition is matched by our pockets and what we put into the review. That is fundamentally the best thing we can do for all our forces. I would be delighted to hear the Labour party’s ambition on foreign policy and security; the previous Labour party leadership’s ambition for foreign policy was surrender.

I echo the comments of the shadow Secretary of State, the right hon. Member for Wentworth and Dearne (John Healey), about the armed forces and the job they are doing in the current crisis.

We in Scotland know all about over-ambition and under-delivery when it comes to the Ministry of Defence, because six years ago we were promised a frigate factory, but that promise was broken, and we were promised 12,500 regular troops in Scotland, but the number has never even come close to hitting 10,000. Is it not time, if we are to avoid this cycle of over-promising and under-delivery, to move towards multi-year defence agreements that bring together the Secretary of State’s Department, the Treasury and parties in this House to prevent the £13 billion equipment-plan black hole from growing ever further?

I hear what the hon. Gentleman says. Of course, he may have missed the Type 31 frigate and the Type 26 ships that are being made in Scotland. He may have missed Faslane, although I know they do not want to talk about that in the Scottish National party. He may have missed the recent basing of the P-8s in Kinloss. There will be more investment and more units placed in Scotland, because we believe that the United Kingdom is the best union in this country to deliver security for all its citizens. We do not believe in separation; we do not believe in putting borders between our two countries; and we do not believe in trying to kid-on people in Scotland that they will get something for nothing with a Scottish navy or Scottish armed forces. We are stronger when we are together—that is the United Kingdom and that is what will continue to invest in. There are plenty of troops and plenty of navy in Scotland supporting the security of us all.

The Government promised 12,500 and the Secretary of State has not once come close to delivering 10,000. He promised a frigate factory and his Department has never come close to delivering it. He must know the difference between the frigate itself and the frigate factory promised under the Conservative Government at the time.

Let us look at Denmark, a country that does use multi-year defence agreements. It does not have a £13.5 billion black hole in its equipment plan; it trebled its defence spending a little over one year ago. Why does the Secretary of State not answer the question? We can take the heat out of these exchanges if he takes our advice and moves to multi-year defence agreements. Will we see that progress, as we were repeatedly told we would, when the integrated review is published next month?

We are going to have a multi-year integrated review that sets the course for the next few years so that we can settle down and face tomorrow’s threat, not yesterday’s threat. Scottish National party Members always resort to “Let’s save one regiment or the other” rather than discussing what the threat could be to Scotland and how they are going to deal with it. Fundamentally, all these reviews are supposed to happen not annually but over a number of years. The hon. Member will know that the Treasury has already talked about a four-year spending settlement in the next comprehensive spending review for capital and a three-year settlement for revenue, so it is based on multiple years. Instead of arguing about the difference between a frigate factory and a systems integrator, supplier, subcontractor or supply chain supporter, it would be nice if he would recognise that in Scotstoun and Govan, and in Glenrothes and Fife alone, there are thousands of jobs linked to defence, many of which would not exist if Scotland took a separatist path and abandoned the defence industry and the security of these isles.

It is vital, for all the people of Iraq and Syria, that we get as much stability as possible. It is incredibly important that we work with the Kurds and the Iraqis to ensure that, where there are differences, they are sorted out or negotiated. Indeed, we should work with both Turkey and Kurdish forces to make sure that they both accommodate each other and that they understand there is often a common need for them to work together, or certainly that it is in their common interest to defeat Daesh and al-Qaeda.

I, too, am grateful to the Secretary of State for advance sight of his statement. Like him, I would like to put on record our condolences to the family, friends and colleagues in uniform of the late Lance Corporal Brodie Gillon. He is right to say that she was identified as having had a stunning career so far, and it is sad that her best days in that career will no longer be realised.

Madam Deputy Speaker, I would like to ask a few questions, if I may. First, is it the Government’s intention, at some point after the recess, to lay before the House an updated threat assessment, following the statement that the Secretary of State came to give in January, after the drone strike by the United States that killed General Qasem Soleimani?

On cyber-recruitment, which has affected my own constituency, and Daesh funding, I appreciate that this setting is not the place for it, but, similarly, can we get a bit more information for the House—I am not sure, but perhaps through the Defence Committee—on exactly what the Government are doing to tackle online recruitment and to strangle off the funding mechanisms that keep them going? The whole House will be concerned to hear what the Secretary of State had to say about attacks on diplomatic personnel and diplomatic infrastructure. Again, at some point, it would be useful to get more information on that.

More broadly, on Syria, which of course continues to break all our hearts when we see the ongoing war there, I have asked the Government previously why they have not taken action to remove British citizenship from the first lady of Syria and members of the Assad family, some of whom are living here in the city of London. I know the Secretary of the State will get up at the Dispatch Box and say he cannot discuss individual cases—that is entirely right—but can he at least tell us if, within the Government, serious consideration has been given to removing their British citizenship? I appreciate that that is not always simple, because sometimes having that citizenship can give us a judicial angle to pursue them in the courts.

Lastly—this is a more broad question—are we to take it that the integrated review is now fully back up and running, and when can we expect its publication?

I am grateful to the hon. Gentleman. I am happy to publish, probably in the autumn, a threat assessment—I will probably put it out as a written ministerial statement in the Library—to give him an update. If that is all right, I will do it for Iraq and the region as well, because I think it is in everyone’s interests to get a sense of the threat that our allies, and also our troops, face.

On cyber and recruitment, the hon. Gentleman is absolutely right. This is the age when a terrorist in Syria can reach out to his constituents, radicalise them in their own bedrooms, and target them with everything from glamorous glossies to how to make bombs. We have, unfortunately, seen that unfold on our streets. That is why—this comes from my old days as Security Minister, so it many have changed its name; if so, I shall write to him—we set up RICU, or the research, information and communications unit, in the Home Office. Its job is potentially to spot this type of publication, working alongside the police and the counter-terrorism internet referral unit, and then go directly to the internet service providers and ask them to take down the material. If memory serves me right, it has taken down hundreds of thousands of pieces of material.

Daesh is definitely very, very clever at using that medium. That is why, some two to three years ago, one of the methods of the counter-Daesh military response that we were using in Iraq and Syria was to target the media operations as much as some of the actual fighters, because those media operations are used to radicalise people who have never been to Syria. It is also appalling that Daesh now often targets those who are the most vulnerable in our homes and our societies because they are all it can recruit. We see too many people who are displaying mental health issues as well.

On diplomatic infrastructure, it is no secret that forces linked to Iran are interested in destabilising Iraq and effectively poking the stick as provocation. That is why the Government believe that the best solution is absolutely to de-escalate the situation. We do not work with the Iraqi Government to try to escalate the problem; we work with them to try to bring people to justice. Only recently, the Iraqi Government did indeed follow up work that we had been doing, and the Americans had been doing, on some suspects, and made a considerable number of arrests. It is not straightforward for the Iraqi Government sometimes, but we do not blame them for that—we recognise that this is a difficult area. Certainly, our messaging to the wider regional actors is that destabilisation helps no one. We would definitely condemn any attacks on our diplomatic infrastructure, which is of course the same infrastructure that delivers international and foreign aid.

On the issue of Syria and citizenship, in every case that I ever dealt with in taking away citizenships, I found, first of all, that it is nearly always a last resort. It is done where we cannot find another way of bringing someone to justice, or where they pose such a threat at a certain threshold. Every case is looked at based on a whole combination of factors, including the intelligence case, the threat and so on. In a sense we are agnostic. It would not just be about people posing a threat from Daesh, but people who pose a threat around a range of characters. Sometimes it is possible to keep them out of the country through an immigration bar—by just saying, “You can’t come here.” It is sometimes necessary to strip someone of their citizenship in order to keep us safe. I can give the hon. Gentleman an assurance that when I was in the Home Office, it was, in effect, based purely on the threat that appeared before us, whether or not it was from a regime or from a terrorist organisation. The factors in that were balanced.

My hon. Friend is right—but the review was slowed down, not entirely paused, during the covid pandemic. We did continue to work on it in the Ministry of Defence. Last week I gathered the chiefs of all the services and the head of defence intelligence together to hear about the threat and the doctrine of our adversaries, and about how the chiefs are going to deliver a solution to that threat. That is my starting point for the integrated review. It is not the budget or the bureaucracy; it is the starting point for meeting the threat and the demand on our forces, and for ensuring that we give the men and women of the armed forces the best equipment and capability that they deserve.

May I send the best wishes of the Scottish National party to the Veterans Minister on the birth of his new child?

Will the Secretary of State outline what assessment the MOD has made of the threat picture in the Arctic, the high north and the Greenland-Iceland-UK gap, and what capability will be needed to meet those future threats?

I fear that I have only a few seconds in which to answer that. I am very happy to meet the hon. Member to explore the last part of his question because it is significant and we are working on a strategy to reveal just how we are going to meet those threats. He is absolutely right that a number of nations including Russia —indeed, even China—are very keen on what they are going to do in the Arctic. The danger is that the environment is damaged and that we end up against traditional geographical rivalries that could tip conflict in that direction.

The Secretary of State is absolutely right. Let me be clear: I want him to get the review and the capability right, but I am concerned, following what I think might have been the Tower of London away day that he and other defence officials went on, that there is going to be a pivot to the eastern Pacific, which is again going to leave us weaker in an area closer to home where the threat picture is growing, and where bad actors and the activity of bad actors are certainly increasing. Can he assure us that we will not be spread so thinly as to be sent far abroad while we leave our own defences closer to home wanting?

The hon. Member asks a logical and proper question. I can assure him that we will not abandon one threat to meet another. We work incredibly hard with our Scandinavian and Nordic colleagues—some in NATO, some not—through the joint expeditionary force. We regularly plan, and NATO itself acts, in that area. Only recently a US and UK naval flotilla went into the Barents sea—the first time for many years—to ensure that we dealt with the growing threat from that side of the Russian flank.

The hon. Member raises a really important point about how we treat allegations of sexual assault or misconduct in the armed forces. He will be aware of the Wigston report. We will look to do an independent review of that one year on, which I think will satisfy some of the recommendations of the charity he mentioned.

May I echo the Secretary of State’s remarks about Lance Corporal Gillon, and go a bit further and thank all the uniformed and non-uniformed staff serving in his Department? We lean on them quite a bit, but we will be leaning on them even more over the coming time. In that vein, when it comes to coronavirus, I am happy to set aside the political sparring that we would normally have. Given that many veterans will fall into the category of those most vulnerable and at risk of contracting coronavirus, can he update the House on his Department’s strategy for supporting them?

Veterans, like the rest of the wider population, will of course come under the current central Government plans for dealing with coronavirus via the NHS. However, my Department—not only people working in the Department, but the serving personnel—will have its own measures in place to ensure that we perform our duty of care towards that workforce. As the hon. Member says, many in that workforce are the very people we will be relying on in future to deal with the coronavirus outbreak. Therefore, it is particularly important that our Ministers keep a close eye on their health.

I welcome what the Minister has to say on that. Can he give the House an assurance that he will move every mountain in government to work in particular with the charitable sector that supports veterans and their families as coronavirus becomes a bigger issue? More broadly, as we approach the integrated defence review, will he assure us that this pandemic will lead to a broader, more total defence concept of thinking, so that, unlike with the 2015 strategic defence and security review, pandemics are seen not to be low-risk but higher-risk, and we should have better preparedness for them?

As to the hon. Member’s point about the veterans community and keeping an eye on them, my hon. Friend the Minister for Defence People and Veterans is engaged with a whole range of those stakeholders on a daily basis. I cannot recommend enough the work he does in that area. Like him, I am a president of a Scots Guards association and, through that, keep an eye on some of the veterans in Lancashire who we have to cover that area. On the hon. Member’s broader point about coronavirus, we have lots of work to do. We will assess what we can deliver on the ground as we go, and I assure the House that we will leave no stone unturned in making sure we mitigate the impact on society, using all defence assets.

My right hon. Friend makes the serious point that Daesh has not gone away. Indeed, it is posing a threat to us here in the United Kingdom and Europe and also within region. We are working incredibly hard with the Iraqi Government to try to see in what ways we can remain in theatre to deal with that, and I know that the Prime Minister spoke recently to the Iraqi Prime Minister, including on that subject. At the same time, in Syria, we are focused on the force protection of aid workers and everybody else in the region, ensuring that people are safe and that people who are travelling there do so with the right advice. It would not be right for me to comment any further on what we are doing operationally in Iraq and elsewhere in the region, as to do so may expose our forces, but we are alive to the fact that among the groups of people most likely to exploit destabilisation are terrorist groups such as al-Qaeda and Daesh.

I thank the Secretary of State for advance sight of his statement. We on these Benches of course hold no candle for General Soleimani or, indeed, for the actions of the Iranian Government, but I would simply say to the Secretary of State that it is not anti-American to question and press the Government on what they are doing in relation to their closest ally. He says that the US is confident that General Soleimani had co-ordinated the 27 December attacks and was planning further attacks, but how confident is he that that is correct? There is certainly no consensus on Capitol Hill among congressional leaders that that is the case. The Secretary of State mentioned that he had seen intelligence that had perhaps convinced him, but have the UK Government done their own legal analysis of whether the strike was lawful? I ask him simply: does he believe that the strike was lawful? And why has it taken four days for the Government to convene the National Security Council, given the gravity of the situation we now face?

On UK forces, the Secretary of State tells the House—this is the killer paragraph—that all training has been “suspended” and “contingency planning” is going on, which can be taken to mean planning to leave Iraq, so can it be taken as read that there is now no active fight against ISIS in Iraq because of the actions of the President of America?

On de-escalation, will the Secretary of State mount the most robust and unapologetic defence of international law and order? Does he agree with the International Committee of the Red Cross that the threat to target cultural sites, as made by the US President, would be unlawful? Will he work to ensure that the UN Security Council can finally step in and do its job? Will he condemn the fact that the Foreign Minister of Iran has been prevented, against international law, from taking part in UN proceedings? On the JCPOA, I welcome what the Secretary of State has to say, but we really need some detail as to how he will get the plan resurrected with Iran and the United States.

We hear a lot at the Dispatch Box about the international rules-based order, but our closest ally is ripping it up before our eyes, whether we like it or not. I ask the Secretary of State to be unapologetic in standing up for it and to mount the most robust defence of it—America is a close friend, and that is what a close friend should do. If the Secretary of State does that, he will have the support of those on the SNP Benches.

The hon. Gentleman asks some good questions. First, we would of course condemn any attacks on heritage sites, and we recognise that they would be against international law. My counterpart, Mark Esper, the US Defence Secretary, has already clearly said that the US will not target heritage sites. If anyone were to do that, no matter whether they were friend or foe, we would of course call them out.

We observe and support the international rule of law, of course, which is why we support UN article 51 on the inherent right of a nation to defend itself. How a nation takes those sometimes very difficult decisions is, first, a matter for that nation and the intelligence and evidence it has in front of it at the time. I cannot speak for what the United States had in front of it at the time it made that decision; that is a matter for the United States Law Officers and, indeed, the President of the United States. What I can say of the intelligence that I have seen is that there is definitely a case to answer on the cause of self-defence. That is not me speaking for the United States; that is a matter for the United States. Every single leader has a very difficult challenge. They are the ones responsible for the decisions they make at the time, based on the information that is available to them.

I cannot expand further on the basis on which the United States made that decision. However, I know that the hon. Gentleman supports the inherent right in article 51 for a nation to defend itself. It is part of international law, and the UK Government defend a nation’s right to take that action if it is in accordance with article 51.
