I have made it clear that we will not tolerate antisemitism on campus. We are working closely with the Union of Jewish Students and the higher education Jewish chaplaincy service, as well as the Community Security Trust. I welcome the taskforce’s report and its recommendations, and we absolutely urge universities to prioritise the implementation of that report.

Having recently visited a local nursery in Birdwell, I know that its staff are very concerned about their ability to plan for provision for children in the year 2024-25. When will the Government give them certainty on hourly rates?

I was a teacher at a secondary school when the Building Schools for the Future funding was cut by the Conservative-led Government in 2010. Has the Department for Education carried out an assessment comparing schools that had their BSF funding cut with those that have RAAC?

Yes, I have, and there are not very many. There are two things that we need to know about Building Schools for the Future. The first is that it was not based on condition, and the second is that it did not include a single primary school. Many of the schools that we have identified—156 of them—are primary schools. I was not involved in the Building Schools for the Future programme, but I have looked at it in great detail. I remember it from growing up in Knowsley. The schools that were built did not contain a single classroom wall. Known locally as the “wacky warehouses”, they cost a fortune and then cost millions to put right afterwards. I point the hon. Lady to the James review, which was pretty scathing about the programme, saying that it was bureaucratic, that it failed to deliver—I think it delivered 180 schools—that it was not based on condition and that it built wacky warehouses in Knowsley.

It is a pleasure to serve under your chairship, Mr Stringer, and to follow the many thoughtful, heartfelt and, in some cases, difficult speeches. I pay tribute to the families who are in the Public Gallery for their powerful campaign, and to 3 Dads Walking for all its work to raise awareness. My constituency of Barnsley East has the highest number of children, adolescents and young adults admitted to hospital for self-harm in Yorkshire and the Humber. For every 100,000 young people, 638 are admitted—almost one and a half times the national average.

Child and adolescent mental health services are at breaking point. Wait times for treatment are months and sometimes years, and local mental health charities simply cannot get the funding required to treat the people who are falling through the gaps of NHS treatment. A number of local charities are working hard with young people. Hey!, which came to Parliament last year to meet the health Minister, and the Samaritans support young people experiencing suicidal thoughts across Barnsley.

My office is regularly contacted by desperate parents who are not sure how to help their children through mental health crises and are terrified that self-harm will progress to suicide. Last year, a mother contacted me about her child, who had been diagnosed with attention deficit hyperactivity disorder and had a very low mood, including suicidal thoughts. After they waited a year for treatment, it was delayed further as there was a debate about where it should take place. Because his school was in Rotherham, he was told that he must have his treatment there, despite the fact that he lived in Barnsley. That resulted in him being removed from his waiting list and placed on another one, which had a wait time of another 12 months. His mother was desperate and terrified that a longer wait for her son’s treatment could lead to his mental health deteriorating to the lowest point possible. Following an intervention from my office, a decision was made to start his treatment in Rotherham, but it should not have taken that.

The process may seem overly bureaucratic, but it is driven by low budgets and an inability to manage waiting lists when demand outstrips the available services by a huge margin. The mum says her son is doing much better since starting treatment, which of course is very welcome news, but it is unacceptable that, due to a lengthy waiting list, he was allowed to sink so low for so long before he was given the help he needed.

Another of my constituents was suffering from depression and severe anxiety. She missed a lot of school and occasionally self-harmed. She had to wait more than six months for an appointment with CAMHS, during which time her schoolwork suffered and she was put into lower sets for key subjects. Following her initial appointment, she had to wait a further three months to start treatment. At the time, she was studying for her GCSEs—a vital time in any young person’s life, when life chances can easily be decreased due to a lack of timely and effective treatment.

Those are just two examples of the many people who have been in touch, and sadly they are not unusual. The Government need an urgent plan to look at and deal with this crisis. I echo the words of my hon. Friend the Member for York Central (Rachael Maskell): this will be the most important debate that the Minister takes part in.

Teaching children and young people about good mental health and improving their resilience from a young age will be hugely beneficial in helping them to grow up and be aware of their feelings and the pressures that surround them. Life for the average teenager has changed beyond recognition in the past generation with the advent of social media, and of course there are other pressures at home, such as a lack of money and poverty. We must keep up with the changes if we are to give young people the best chances and skills to navigate the extra pressures that they face today.

However, if we are to give schools and teachers that extra responsibility of support, there must be a plan of action to accompany it. The answer to the mental health crisis is not to give teachers and support staff more work. As a former state school teacher, I know that staff are already struggling to find resources for the same, and in some cases less, pay. We need a wide-ranging approach. A review of the RSHE curriculum must take on board experts’ views about how to add worthwhile, appropriate contact to the school syllabus in a way that has a positive and educational impact on all young people.

As someone who has taught RSHE in school, I see the benefits and would welcome the change. Adding suicide prevention to the school curriculum would be an important step in the right direction. We must learn the lessons from this mental health crisis and use all possible means to safely equip the next generation of children as they navigate their way towards adulthood.

I thank my hon. Friend for that question and for meeting me when she pressed me on this issue. We will be putting lots of things in place for parents, but in particular we will be ensuring that a specialist workforce is in place, that increased funding is going into schools and that there is better communication from councils, which is one of the new standards we will be bringing in. Hopefully, all that will help give parents confidence in the system. On the particular challenge with EHCPs, we will be streamlining and digitising them, which will hopefully help parents with the bureaucracy of trying to get their children the support they need.

Alongside my hon. Friend the Member for Barnsley Central (Dan Jarvis), I recently held a meeting with parents of children with special educational needs. They raised a number of issues, including having to wait years for support, a lack of psychologists available and a lack of specialist school places. Barnsley has one of the highest numbers of EHCP plans in the country. I therefore welcome a number of the proposals in the statement, but how many young people with SEND will have left formal education before the plans come into effect? May I press the Minister again on what resources are available to help people now?

As I mentioned, we have been increasing the budget, the high needs block, for the last four years. We have also set up further funding for schools, which will be going into the system. On specialist provision, as I said we have 92 new free special schools, with 49 in the pipeline and seven opening in September. We have also announced a further 33.

I have visited Carmel College and I know what a good school it is. The initial teacher training reforms are a key part of the Government’s commitment to levelling up and ensuring that high-quality teachers are there for every child. Following an expert review, a robust accreditation process was undertaken to approve 179 providers, covering all regions, including the north-east. ITT provision is also expanding through the partnership. I know that my hon. Friend discussed this matter with my predecessor, my hon. Friend the Member for Stoke-on-Trent North (Jonathan Gullis), and I would be happy to meet him to discuss his concerns.

What resources will the Government commit to ensure that provision is improved where it is needed most?

I can tell the hon. Lady that the high needs funding for Barnsley has increased by 12% year on year for 2023-24 and it will be more than £40 million in total. It will also receive £7 million for high needs provision capital from 2023-25 to increase the number of places.

I welcome the Secretary of State to her place and indeed the whole ministerial team. I acknowledge the extra money going in from the autumn statement, but when I met the Hoyland Common Academy Trust, I was told that its energy bills are going up by 400% and that budgetary pressures mean that support for all pupils—including those with SEND—will be affected. I have written to the Secretary of State along with my hon. Friend the Member for Barnsley Central (Dan Jarvis), so will she meet us to discuss that further?

As I have mentioned, there is extra money going into the schools system, which was set out in the autumn statement. The energy relief scheme, which is helping schools with their energy bills, will also last throughout the winter.

It is a pleasure to see you in the Chair, Mr Gray. I congratulate the hon. Member for Winchester (Steve Brine) on securing this important debate to mark Childcare and Early Education Week, and on his work with the APPG on childcare and early education to establish and promote this important week to acknowledge, celebrate and reflect on the vital role of the early years sector.

I pay tribute to everyone who works in early years education and childcare. There are few more important tasks than ensuring that every child has the best possible start in life. We owe a huge debt of gratitude to everyone who dedicates their working time to looking after and supporting very young children to grow, develop and thrive, whether as childminders or in nursery settings. It is a vocation to work with children. Across the country, as we speak, hundreds of thousands of early years professionals, the vast majority of them women, are nurturing and caring for children, and supporting them to develop and grow.

The theme for this year’s Childcare and Early Education Week is, “We are educators”. Under-fives learn in different ways from older children, but they are learning voraciously every single day. The best early years provision is underpinned by an understanding of child development and a richness of curriculum, every bit as complex as that found in our formal school system. Early years educators have the capacity to have a dramatic and lifelong impact on a child’s life, protecting against the effects of poverty and disadvantage, and reducing inequality. They can literally alter the foundations. “We are educators” is an important statement of fact, but it is also a challenge, particularly to the Government, to give early years professionals the status they deserve as a vital part of our education system that has parity with post-five provision.

I thank all hon. Members who have spoken this afternoon. We are in danger of an outbreak of consensus on the importance of improvements in the status and pay of early years professionals, of staffing ratios and of good SEND provision and support for kinship carers. I would like to pay tribute in her absence to my hon. Friend the Member for Hampstead and Kilburn (Tulip Siddiq), who was my predecessor in this role and who for six years tirelessly showed her dedication to the early years sector. I join the hon. Member for Bury North (James Daly) in paying tribute to Jack Dromey, who was a dedicated champion of early years education and who I know is very much missed by Members from all parties in the House.

Today, we are celebrating the early years and childcare sector, but the speeches we have heard are in stark contrast to the woeful neglect of the sector that we have seen during the past two years of the coronavirus pandemic. Time after time, early years provision has been an afterthought for this Government, considered and treated differently from the rest of the education system, and too often early years providers are left to fend for themselves.

I congratulate my hon. Friend on her powerful speech. Does she agree that the situation she just described is reflected in the Government’s decision to cut over 1,300 Sure Start centres in the last decade? In one year alone in Barnsley, nine were shut and we have a quarter of our kids growing up in poverty. Although family hubs are welcome, does she share my disappointment that we could have prevented there being a need for them by not shutting Sure Start centres in the first place?

North, I apologise to my hon. Friend the Member for Bury North (James Daly)—I should not have got that one wrong! I will address his point later.

A further 12% are childminders and assistants. The expertise of those educators is our greatest asset in ensuring that early years provision is of the highest quality. We must invest in the workforce, and that is exactly what the Government are doing. I will set out how in more detail later.

I now turn to some of the specific points made in the debate, before going on to some of the broader themes. My hon. Friend the Member for Winchester, in his constructive contribution, had a quote—

“we would be lost without these people. They are truly amazing”—

and I could not agree more. I have—from next week—a 10-year-old and a six-year-old. Recently, they have been through numerous childcare settings. I understand the importance of the settings and how vital they are not only to the parents, but to the children. They love—I use that word deliberately—the people who look after them in the day, those educators in the early years settings.

We have to address how the profession is viewed and valued—as educators and more than just childcare. My hon. Friend was absolutely right about that, and I will come on to it. He started and finished his speech with how early years staff are educators; early years is far more than just childcare. I totally agree, and I look forward to working with him and the APPG to see what more we can do in that area.

The hon. Member for Strangford (Jim Shannon) talked about the work we do with the devolved Administrations. A huge amount of work goes on at the level of officials. I have to confess, I have not yet met my counterpart to discuss this issue, but I very much look forward to doing so.

The hon. Member for Twickenham (Munira Wilson), who is not in her place but to whom I will respond none the less, raised the vital issue of speech and language. We have created the professional development programme and we have put a lot of emphasis on speech and language, because of its importance. We invested an extra £27 million, as part of the £180 million recovery programme. We also have the SEND review and, as part of that, it is vital that we have early identification and early intervention. It is important that that happens in early years settings wherever possible.

On the point about SEN provision, I have been contacted by a nursery in Barnsley which provides support—one-to-one support, in many cases—for children with SEN. It is worried that a number of nurseries are having to turn away children because there simply is not the funding. My local council has a deficit of £11 million, which is set to double in the coming years. What are the Government doing on SEN generally, and more specifically on funding?

The hon. Lady is right that there are significant issues within the SEND system, which is why we have the SEND review. There are local authorities with significant pressure on their budgets. We are putting more money into the high-needs budget—about 10%, year on year—but we are conscious that money alone will not solve the issue. That is why we have the SEND review. I am working at pace on that as we speak. The SEND review will conclude and we will launch a Green Paper and a consultation by the end of March, so within the first quarter of the year. The hon. Lady’s point is well made.

My hon. Friend the Member for Truro and Falmouth (Cherilyn Mackrory) mentioned people leaving the profession. I will come back to that point, because it is really important. Recruitment and retention are key. I hear her call about the pilots in Cornwall and I will certainly look into that; I am always keen to visit Cornwall, whenever possible, so I will bear that in mind.

My hon. Friend also mentioned a largely female workforce, which is something I want to address. I want to see more men working in early years settings. It is really important. As my hon. Friend the Member for Winchester referenced, the Government want families to stay together wherever possible. Where they do not, there is not necessarily a male role model in the household, so it is really important in education settings that there are good male role models for children to look up to. We have the Pulse survey, which monitors the private, voluntary and independent sector. We meet with the sector regularly to keep on top of these issues.

My hon. Friend the Member for Ruislip, Northwood and Pinner (David Simmonds) mentioned ratios, which I will come on to very briefly. I assure him that local authorities can retain only 5% of the funding allocated; they have to pass the rest on. My hon. Friend the Member for Northampton South (Andrew Lewer) referenced the whole-child approach, the first 1,001 days and family hubs. I recognise that he welcomes the £300 million investment that the Government are making in this area.

Numerous hon. Members mentioned funding. I agree that high-quality childcare supports children’s learning and development and prepares young people for school, as well as having a huge impact on later outcomes. That is why the sector is working really hard to support children and their parents. It is also why the Government have spent more than £3.5 billion in each of the last three years on early education entitlements, and we will continue to support families with their childcare costs.

As my hon. Friend the Member for Winchester rightly pointed out, we announced additional funding of £160 million for 2022-23, £180 million the year after and £170 million the year after that, compared to the current year. That is for local authorities to increase the hourly rates paid to childcare providers and reflects the cost pressures that are anticipated and the changes in the number of eligible children.

So what does that mean? For 2022-23, we will increase the hourly funding rates for all local authorities—by 21p an hour for the disadvantage entitlement for two-year-olds in the vast majority of areas and by 17p an hour for the entitlement for three and four-year-olds.

I want to come on to the point about recruitment and retention, because they are really important.

Just before Christmas, I received an email from a local teacher who said that his experience in the classroom was that schools are at breaking point due to serious underfunding issues. As a former secondary school teacher, I can only imagine how difficult it has been for schools over the past two years. Given that 20 primary schools across Barnsley East are receiving less funding in real terms than five years ago, what investment are the Government going to put into Barnsley schools to help them through this incredibly difficult time?

I remind the hon. Lady that at the spending review settlement we achieved a funding settlement for schools of £4.6 billion, which school leaders, certainly those I spoke to, welcomed.

My hon. Friend raises an extremely important point. It is totally unacceptable that any teacher or headteacher is being placed under that pressure. The lies spread by certain groups are outrageous and have unquestionably made life uncomfortable for some people working in schools. I reiterate that schools following the guidelines are doing exactly the right thing. They are not legally liable for what happens. I understand that, so far, all participating schools are doing so in a highly professional manner.

As the Minister rightly acknowledged, the need for mental health support for young people has risen significantly during the pandemic, yet providers of that support such as the fantastic charity TADS in Barnsley are struggling to access funding. I acknowledge his commitment to funding, but how will he ensure that it gets to the frontline? What can he do to help charities such as the one that I represent?

It is a pleasure to serve under your chairmanship for the first time, Dr Huq. I congratulate my hon. Friend the Member for Hornsey and Wood Green (Catherine West) on securing this important debate.

Before coming to this place, I was a schoolteacher. I saw first-hand the impact of free school meals. Access to a healthy meal can make such a difference to a child’s learning and health. Over the last year, we have all seen headlines about holiday hunger and the fact that too many children go hungry in the school holidays, as families struggle to meet the rising cost of living throughout the pandemic.

In my constituency, 25% of 0 to 15 year-olds live in poverty. Take a moment to consider that statistic: a quarter of children in Barnsley live in poverty. More than 3,000 children are currently eligible for free school meals. As has been mentioned, the Trussell Trust has reported that almost 1 million emergency food parcels were given to children in the last year alone—a 36% rise on the previous year. We should take this opportunity to praise Marcus Rashford for his work to highlight the issue, and for shaming the Government into a U-turn on their decision not to feed hungry kids during school holidays. It should not require a public shaming for that to happen, and it is telling that not a single Tory MP is here for the debate, other than the Minister who is required to be here.

Last week, I visited the holiday hunger project run by Barnsley Council, to see the great work it is doing with the help of volunteers. Barnsley Council is committed to providing good quality food hampers that meet its school meal standards. The good food boxes are provided by the council’s in-house school catering service. Almost 10,000 children were eligible during the Easter holidays. Of that number, more than 2,000 families applied for a box, and 4,000 boxes were put together. That was a huge task for the council, but it could only reach 42% of children. Sadly, the number of eligible children is only set to rise. The Government are funding only half the holidays, leaving the rest of the burden on already cash- strapped councils such as mine in Barnsley. My council has stepped up to the challenge and delivered for our children, despite having its budget cut by 33% since 2010, and despite the financial burden of covid-19. Without urgent and direct action, the problem will only get worse.
