I absolutely agree with my hon. Friend. Heads of establishment can access an approved funding pot to address minor maintenance works, up to a maximum value of £25,000 per item, which is extremely helpful and gets away from some of the bureaucracy involved with the prime contractors.

Seven experienced personnel are leaving for each five recruited. Despite the diversity and inclusion policies, some of which are counterproductive in my opinion, and in addition to Capita’s initiatives, last year there was a net loss of 310 servicewomen. Falling retention rates are overshadowing operational effectiveness. Can the Minister outline what he is doing on retention?

I am grateful to my hon. Friend and ministerial predecessor. Over the past two years, the Ministry of Defence has put servicewomen at the heart of developing and delivering a range of initiatives, from uniform policies to the provision of accessible sanitary products, mentoring, the introduction of flexible service, wraparound childcare, parental leave, and zero tolerance of unacceptable behaviour. There will be further measures in response to the Wigston review, the Gray review and my hon. Friend’s report. I pay tribute to those who have been driving change, but it is far from job done.

I am a veteran, and I talk to veterans all the time, as does my right hon. Friend the Minister for Veterans’ Affairs. I do not recognise the picture that the shadow Minister describes. Since 2011, we have materially improved the lived experience of our veteran community and their families, and we will continue to do so—of that, he can be absolutely sure.

T7. When defence contracts are awarded, a 10% to 20% weighting is given to social value, which is the benefit that the contract would have for the local and wider community. Does that community benefit apply entirely for the UK, or are overseas companies and their communities considered equally?

That is a very good question. The distinction is between the Cabinet Office social value rules, which are applied across Government and are irrespective, and the rules that the Ministry of Defence applies to our procurement. There was discussion of the new medium helicopter earlier, for example. When that comes out, as I hope it will soon, we will be clear that we are looking to incentivise a strong commitment to the UK industrial base.

The hon. Lady is welcome to write to me about that specific case. I pay tribute to her because she consistently raises such accommodation issues—we had an exchange about them in Westminster Hall. She mentions DIO money and, as I said in that exchange, the key is investment. We have doubled the budget for maintenance and upgrades this year as part of the extra £400 million that we are putting in. That is why we can address the damp and mould in so many properties. I am happy to look at the specifics of the case she mentions.

As the media report the retirement of HMS Bulwark and HMS Albion, there are obvious questions about Britain’s future amphibious capability, which was used so admirably during the Falklands war, along with the unrivalled skills of our specialist troops. Does the Minister agree that our Royal Marine commandos are an asset that we cannot afford to lose?

I absolutely agree. I just want to correct a point that I made earlier: I was talking about frigates, but I think the hon. Member for Plymouth, Sutton and Devonport (Luke Pollard) was talking about the landing platform docks, on which no decision has been made.

As my hon. Friend the Member for Wrexham (Sarah Atherton) mentions, the Royal Marines are absolutely essential. I have asked the First Sea Lord to provide a plan for how their excellent work will be taken forward.

There is precedent for such a scheme, as I say—I hope the right hon. Gentleman will be aware of the Canadian scheme—so we are not starting with a blank sheet of paper, and neither was Lord Etherton.

On pensions, it is important that those who thought they did not have an entitlement to pensions look again, because accrued pensions are accrued pensions and were not forfeit. I take the right hon. Gentleman’s point about pensions that might have been accrued after the point at which individuals left the service. There is no way of restoring those pensions, and I hope he will understand that. It would be incredibly difficult to do that, so I am not going to give him any encouragement that that will form any part of our deliberations in relation to the financial award.

As chair of the all-party parliamentary group on women in defence, and of the Defence Committee’s inquiry on women in the armed forces and female veterans, I wholeheartedly welcome the statement and thank Lord Etherton for his work. However, I am also acutely aware of the strength of feeling on this matter, which disproportionately affected women, and on the ban on pregnancy in our armed forces. Our armed forces still have pockets of misogyny, poor leadership and inappropriate behaviour, so will the Minister continue to commit to rooting that out so that we can have a better environment for our armed forces now and in the future?

I am grateful to my hon. Friend and predecessor. I pay tribute to her for the work that she has done, not least in her report, which has been extraordinarily impactful. I agree with her 100%: we need to root out misogyny wherever it is found in defence. I hope she will accept that, thanks to her report and the work of others, we have taken significant strides in that direction.

I want to make it absolutely clear that I think everyone working within the civil service as part of the Ministry of Defence and, indeed, working in the UK armed forces should feel able to be represented and be a part of it. I want to challenge the hon. Lady’s figures: the numbers I have for female representation between last year and this year are 10.4%, rising to 11.5%—it has actually gone up, not down—and civilian representation at SCS level stands at 45%. None the less, I accept the overall point that we need to see a far more balanced armed forces in the future.

Two years ago, the Defence Select Committee undertook an inquiry into the experiences of women in the armed forces. While progress has been made, the culture within defence remains unacceptable. We now understand that 60 female senior civil servants at the MOD have made allegations of sexual assault, harassment and abuse. Would my right hon. Friend like to comment?

I am very grateful to my hon. Friend for her question, and I reiterate once again my thanks for all the hard work she has done on behalf of women in defence. She is quite right: it is unacceptable. Today, the permanent secretary has written to the Department with an action plan on how to deal with the specific issue my hon. Friend has raised, in particular asking our non-executive directors to conduct a review, so that we can ensure that what we are doing stands up to muster against the norms in other large organisations.

I am minded to be much more charitable to nations who have again and again challenged themselves to go through a capability threshold—often one that the UK has demonstrably gone through first. If we consider the position that the Germans have traditionally taken and where they are now post-Zeitenwende, the level of gifting that they are providing is extraordinary. It would be invidious of me to be in any way critical; in fact, I will go the other way and say how full of admiration I am for the way that German policy has shifted so completely over the last two years.

They say that infantry wins battles but logistics wins wars. With western stockpiles diminished, what conversations has the Minister had with the defence sector about supporting Ukraine to produce its own munitions?

As keener followers of defence affairs will have spotted, the chief executive of BAE Systems was in Kyiv at the back end of the summer. BAE has already announced its intention to manufacture in Ukraine. Clearly, the British Government support that. We will look at how the wider UK industry can not only support the UK MOD’s support for Ukraine but increasingly manufacture directly in support of the Ukrainians.

While Ukraine continues to combat Putin’s aggression on the battlefield, there is no let up in Russia’s nefarious campaign of espionage and subversion against western democracies. That threat, and the so-called grey zone, spans the public, private and defence sectors, aiming to continually challenge our critical national infrastructure capabilities. What work is the MOD doing across Government Departments, and the private and public sectors, to combat hybrid threats?

My hon. Friend is absolutely right. It is helpful that the Deputy Prime Minister is sitting on the Front Bench as I answer her question, because he leads the necessary cross-Government effort, of which defence plays an enormous part. The National Security Act 2023 has been passed, as has the National Security Investment Act 2021, and there is £2.6 billion of investment through the national cyber strategy 2022. Defence supports His Majesty’s Government’s activities, applying defence levers to protect UK crucial interests from state threats by denying and deferring adversary attack.

The hon. Gentleman asks a very good question. Obviously, it is important that the Army is satisfied with the capability it has, so that it can fulfil its key operational requirements. I am assured that that is the case. Inevitably, if there is delay in one capability coming forward, there will be some impact. We estimate that there is a cost of roughly £200 million to extend the life of Warrior and Challenger 2 in response to delay in this programme and the timescale in relation to Boxer coming forward.

At its height, the Ajax project supported 850 jobs across Oakdale and Merthyr and a further 22 Welsh small and medium-sized enterprises. That is considerable investment in Wales and a void we cannot easily fill. Paragraph 7.8 of the Sheldon review details a number of examples of personnel feeling that there was not a “psychologically safe” environment in the MOD to raise concerns, as it would be “career limiting”, despite Joint Service Publication 492. This meant that “optimism bias” towards the project succeeding ran riot. How is the Minister going to change the culture, because that is not procedural?

My hon. Friend, who speaks with the expertise of a former Army officer and someone who serves on the Defence Committee, has hit the nail on the head in terms of the issue of optimism bias. Right from the start, the United Kingdom has been at the forefront of ensuring that the supplies get into the country as soon as possible, basing people not only in the international donor co-ordination cell in Germany—there are over 70 military personnel there—but in neighbouring countries, to ensure the logistics of getting supplies to reach places in time. We are still managing to commit to that pace.

As President Zelensky has said, some countries have made pledges but part of the delay has been in their getting equipment ready to donate. Ours is already in—our 12 Challengers are already in the country. We will make sure that we keep monitoring the situation and pushing as fast as possible.

T5.   The Mayor of London has generously permitted 54,000 friends and family of Transport for London workers free travel around London. He has also granted police officers from eight services free travel when not in uniform. Will the Minister explain to service personnel, particularly those from Woolwich barracks, why they can travel free only while in full uniform, which makes them and those around them a target? Are there any plans to rectify that discrepancy?

The Labour Mayor of London is also expanding the ultra low emission zone charge, which will affect thousands of armed forces personnel who are based in the outer boroughs. I suspect that our Opposition colleagues will have heard of this impact on their cost of living, and will be earnestly encouraging their Mayor to ensure that free travel is extended to armed forces personnel who are not travelling in uniform.

In the interests of not only expectation management but accuracy, I will say to the right hon. Gentleman that I will ensure we do all that we are allowed to do and that the Committee is serviced with whatever is releasable, accepting, of course, that the content that has been leaked is US content, which might mean that that is very difficult for us to do.

We know that Russia is a master of propagating disinformation, and this is an evolving tactic increasingly used by hostile states, so can the Minister assure us that this issue is being considered in the Defence Command Paper refresh?

Obviously I cannot comment on a specific case when I do not have the details, but if the hon. Lady will send them to me, I will certainly look into them. Every local authority that signed up to the armed forces covenant needs to be mindful of its duty to look after servicemen, servicewomen and their families.

The charity Salute Her has reported that 133 women—a third of its caseload —presented themselves to it last year having suffered a sexual assault. They also presented themselves to defence community mental health services, but were subsequently discharged from the military owing to their having a personality disorder. I wrote to the Minister asking for further information, but none was available. Will the Minister look into the service to ensure that due clinical rigour is applied before people are discharged with a personality disorder?

I am grateful to my hon. Friend and predecessor. I see no evidence that people are being misdiagnosed or mismanaged. This is, of course, a matter for healthcare professionals and consultant psychiatrists in particular, and I cannot really interfere with their diagnoses, but I have noted my hon. Friend’s concerns, and I will certainly look into the issue.
