This is such an important issue for our constituents and I am very grateful to the right hon. Member for East Antrim (Sammy Wilson) for bringing it to the House. It has been mentioned that, given the recent examples that have exposed excesses of power in public bodies, it is only right that the loan charge and the way it is infringing on the rights of individuals is debated in this House. One particular case in my constituency brought this issue to my attention, and it highlights several problems with the way HMRC has tried to combat disguised renumeration schemes through the loan charge.

The way in which HMRC is retrospectively trying to obtain income tax and national insurance contributions raises important questions. The first of them is that the law on tax should be knowable and accessible to the people to which it applies. Based on the case that I have seen in my constituency, that was clearly not the situation. Many individuals who worked for agencies simply did not know that their pay would one day be subject to a disputed tax argument with HMRC, because the loan charge did not exist or because they were mis-sold such schemes by hiring agencies. Added to this fundamental trespassing on the rights of individuals is the fact that we cannot continue with the situation whereby a public body is pursuing retrospective actions against our constituents with them having no right to due process.

First, I thank the right hon. Member for East Antrim (Sammy Wilson) for his kind words about my time as postal affairs Minister.

My hon. Friend is making the point that this is a really good example of why retrospective policy is not a good idea. There is the fact that HMRC needs to use its investigatory powers, which outstrip those of policemen, proportionately; the fact that it should be going after the practitioners and promoters of these schemes, which it can do under the Rating (Coronavirus) and Directors Disqualification (Dissolved Companies) Act 2021 that I passed a few years ago; and the fact that it should not be going after contractors, consultants and self-employed people who the Government and many Government institutions treat as tax evaders as the default, as was seen with the 3 million excluded during covid who felt they did not get the support that others did.

That brings me to one of my main points. These are ordinary workers. These are our constituents. They are not fat cats; they have not got offshore bank accounts. They are not like that. These are ordinary members of the public who desperately need our help.

That brings me on to another point, which is how HMRC is handling these cases. It is not unfair to say that it is hardly a lesson in how to handle dispute resolution or customer service. One of my constituents received a letter some four or five years ago telling them that HMRC was withdrawing the information notice it had sent in the post. As far as my constituent was concerned, that was the end of the matter and they could get on with their family life. There was no contact for a further three years, but now HMRC has informed my constituent that withdrawing an information notice is not the same as withdrawing its concerns and that, in any event, it is not aware of the reason for the withdrawal in the first place and it would like to revisit the matter. I say to Ministers that the situation is untenable. HMRC cannot have the power to suddenly request tens of thousands of pounds from individuals, appear to drop a case and then revive it on a whim, without any explanation at all. That is an exercise in excessive power by a public body.

We should be going after the disputed tax from those who promoted and operated the schemes and who made huge amounts of money doing so. I understand that might be more complex, but that should not be a barrier. We should be protecting ordinary workers from abuses of power and pursuing those opaque and monied bodies that sought to game the system. I will end on that note. I echo the point that these are ordinary people we are trying to assist. It is time that the Government acted.

I am very happy to agree with my hon. Friend, but I want to go even further. Particularly in the rural and coastal areas he mentions, which is indeed the case with North Norfolk, access to cash is just not good enough. Yes, there are the provisions in the Bill, but we have to go even further. That is why I want to talk about the disgraceful attitude of the banks and what we can do about this through the advent of banking hubs.

Since 1988, some 14,000 bank branches have shut across the United Kingdom. There are only approximately 6,000 left, and what is even more worrying is the acceleration with which they are being shut. We heard the shadow Minister, the hon. Member for Hampstead and Kilburn (Tulip Siddiq), say that 54 branches continue to be closed every single month, and that accelerating trend is a particular worry. In my view, there is an absolute lack of corporate social responsibility from the big banks. Given that the UK taxpayer bailed them out in 2008 with such a high number that it is extremely difficult to ascertain what it is—in some cases, it was up to £1 trillion—I think it is particularly poor not to give a hoot about the people affected in these communities.

In my constituency, Lloyds bank, which announced about a month ago that it was going to embark on another wave of closures, is going to close not just one bank branch, but two. I cannot even begin to put into words how upset my constituents are about that, and I have had countless emails. Both at Cromer, which is on the north Norfolk coast and is visited by many thousands of tourists, and further inland at North Walsham, people will suffer a Lloyds bank closure and be left with one bank in the town.

Does my hon. Friend agree that when we question why the banks are closing and ask them for evidence, some banks supply evidence from during the pandemic, when obviously banks were closed and not many people were able to access them?

My hon. Friend makes an extremely important point. So much of this research has been conducted during a window when, of course, footfall was incredibly low because the pandemic meant we were not able to go out and use our high streets in the same way. I think they have used that data to help extrapolate the views and opinions they want, and they then go on and close branches. That goes to the root of what they are doing.

These branches are simply saying, “Don’t worry. You can go online. Oh, there’ll be a community banker to help you. Of course, you can then go and use your local post office.” We know that, in so many communities up and down the land, that just is not appropriate. To take my constituency, I have the oldest cohort of individuals in the entire country: one third of people are over the age of 65. In some coastal towns, the vast majority of my constituents cannot go online, because in many cases they are in their 70s or older and such suggestions are just not appropriate. How can communities of 8,000 people in Cromer and of 13,000 people in North Walsham be left with one bank? The other point not taken into consideration is the expansion of these towns. Under the local plan, North Walsham will see at least another 2,500 homes built over the next decade. The banks take no account whatsoever of the increase in population, and therefore do not factor that into their numbers.

Banking hubs are often given as one answer. Of course, there are others. There is a notable case in Frome in Somerset, which is a similar scheme to a banking hub but is slightly different, and that was also reasonably successful. The big issue with all of this is the regulations on how to get a banking hub. I think we can already see that this is not working as well as it should if only six have opened so far. The criteria include that people have to wait until the last bank in town shuts before they are eligible to have a hub. To me, the rigidity of that structure does not work. We have different sized towns, different sized populations, different age cohorts and towns that are miles away from the nearest bank, so how on earth can certain towns be using that rigid structure? It does not seem right to me. I ask the Minister to keep under review how the banking hub solution, which is being run in conjunction with Link, is being operated. It seems that it is not working well.

The Minister is a really good man. He has met me many times to talk about this issue, and he is certainly in listening mode. He could do a lot worse than dusting off my old Banking Services (Post Offices) Bill and having a look at it. The principle in that Bill was to look at the post office network—it has an 11,500-strong footprint—which I do not think we invest in enough. Instead of having a sweetheart deal between the Government and the banking institutions, let us regulate this with proper legislation saying that we will use our post office network and invest in it as the real future for banking. So many post offices could be banking hubs. It would give real solidity to the market and help many hard-working postmasters know what their future will be.

Finally, the Department for Levelling Up, Housing and Communities is sitting on £150 million in the community ownership fund. Why can we not have a special provision as part of that to give planning permission to buildings that can be used as banking hubs? Again, we could further accelerate the roll-out of these hubs. There is a bit of food for thought there, but I now want to close my remarks. I thank the Minister for listening, but please will he look at our banking hubs and the way they are working? I think we can do a much better job of it.

I agree with everything my hon. Friend the Member for North Norfolk (Duncan Baker) said.

I rise to speak in favour of amendments 72 to 77 on provision for access to cash. I, like many of my colleagues in this Chamber, understand the need of my constituents to have continued access to cash. This demand is concentrated in, although not exclusively restricted to, more disadvantaged groups who may still use cash for budgeting reasons or because they are not technologically literate.

That is why I have campaigned on this. In my constituency of Hyndburn and Haslingden, the number of free-to-use ATMs has fallen by nearly 40% since January 2021. Also, some towns in my constituency, including Great Harwood, have seen all their high street banks close, severely limiting access to cash compared with even a few years ago.

We all understand the challenges. I have met with banks in my constituency and companies like LINK, and I am well aware that the long-term trends in digital payments and card payments are only going one way. But I strongly believe that even in the face of that evidence, we need to protect those individuals and businesses that still use cash.

I was a local business owner in Oswaldtwistle and we had to run between local businesses just to make sure we had the change we needed to run them. This is therefore very important, especially when the post offices close, which happened in Oswaldtwistle. We must make sure that provision is still in place and is easily accessible, especially for the older residents who live in all our constituencies.

Recently, I have been talking to businesses in Great Harwood, where all the high street banks have closed and the impact of the lack of ATMs is severe, especially if a business is cash-only or its card facilities are down. I am speaking to LINK and trying to get a banking hub in Great Harwood, and I am feeding in the issues facing local businesses, some of whom must travel out of the constituency to Blackburn or to Mr Deputy Speaker’s patch of wonderful Ribble Valley.

That is why I welcome the Chancellor accepting the Lords amendments on free access to cash. Having spoken to people across my constituency, I know how important that is. It is great to see the Government standing up for those who would struggle were the stark decline in cash access to continue.

It is a privilege to have an opportunity to contribute on the amendments made in the other place. I want to speak briefly about the accountability and scrutiny of the regulators, and the crypto and digital assets recognition in the Bill.

Chapter 3 refers in general to the accountability of the regulators and amendments 6 to 9 refer to the obligation to promote growth. The amendments are extremely important and I welcome the Government’s response to them and their setting the tone in accepting and working with such changes early on. International competitiveness is important for all our constituents. As Members have said, it is inevitable that consumer-focused elements in social media drive campaigns that rightly receive attention in the broader media, forcing change from regulators and established institutions, but the regulator must also strike a balance to ensure that businesses and the industry itself are internationally competitive. This is an important sector to the UK economy. As the Minister said in his introductory remarks, all constituencies will be affected by the Bill. There will be hardly a constituency that does not have someone employed in the sector, so amendments 6 to 9 on international competitiveness are important in striking the right balance between consumer demands for cash and ensuring that the sector is competitive so as to be sustainable over the long term.

Scrutiny and accountability of the regulators are also important. My right hon. Friend the Member for South Northamptonshire (Dame Andrea Leadsom) complimented the Treasury Committee, and it is important to do so, but Select Committees have limited capacity to scrutinise the role of all regulators on all occasions. I should probably declare an interest as a member of the regulatory reform group that is working to reform the approach that regulators take, hence my comments on the international competitiveness of sectors in general. The regulatory reform group has highlighted that there could be a role within Parliament for a Joint Committee to scrutinise the activities of regulators, to ensure that measures such as the clauses on international competitiveness are lived up to and met.

Has the Minister formed a view about how the scrutiny referred to in the Bill can best be achieved, because clearly that will be not in the Bill but in regulations thereafter? It is up to the House to decide on how best to scrutinise this, but the Joint Committee as suggested by the regulatory reform group is a good starting point for the debate. Does the Minister recognise that there is a strong need for additional parliamentary scrutiny of the regulators, and not only in financial services, although this Bill enables him to comment on that sector? It is good to see that my hon. Friend the Member for Wimbledon (Stephen Hammond), who also sits on the regulatory reform group, is present. Brexit has provided a great opportunity to deliver for many of our constituents, but it can only do so if the regulators take a different, more proactive and positive approach to supporting industries, rather than, as some might say, restricting them, in addition to the excellent work done by the Treasury Committee and other Select Committees thereafter.

I turn to chapter 2 generally and clauses 21 and 22 and clause 65 referring to cryptoassets and digital assets and distributed ledger technology, or stablecoins as others would refer to them. The Minister will be aware that I have raised cryptoassets and digital assets on a number of occasions and called for strong direction. I pay tribute to the Government, as the Bill gives the framework for a clear policy direction so that regulators can rightly support and offer confidence to those getting involved in the sector. This is also an opportunity to start delivering on some of the calls made in the Kalifa review and to provide the certainty that many seek as they research cryptoassets, digital assets and distributed ledger technology. When can we look forward to the strong policy direction that we need to ensure that the UK is ahead of the curve in this sector and repeats the fantastic success that the fintech sector has had as a result of the clear policy direction and framework given in the past?

The IMF specifically said this morning that the 2023 forecast for growth in this country has gone up as a direct consequence of the mini-Budget. In respect of helping constituents up and down the land, we have already committed £37 billion of energy support this year and a further £60 billion to houses and businesses over the next six months, and we are committed to making sure that every one of our constituents gets through this winter as best they can.

Numerous residents such as those at Harwood Bar caravan park have been in touch with me about the £400 energy support scheme. The previous Chancellor confirmed that there was an equivalent scheme for those in caravan parks and park homes. Could the Chancellor please provide an update for my constituents in Hyndburn and Haslingden?

The focus is on growth. As my hon. Friend the Member for North Norfolk (Duncan Baker) said, our net debt to GDP ratio is low compared with other countries in the G7. We are 100% focused on growing the economy, so that future generations will be able to deal with the fiscal shocks they will have to deal with. That is what the purpose of this is.

Getting through key infrastructure projects and the announcement of investment zones, while helping families and businesses with their energy costs, is key for people in Haslingden. It has been announced that Lancashire can be an investment zone, but there are significant differences and problems between west Lancashire and east Lancashire. Could the Chancellor say whether it is possible for areas to have two investment zones in a county?

Absolutely. There is no reason why we cannot have lots of different investment zones dotted around in lots of areas of the country. The Secretary of State for Levelling Up, Housing and Communities is engaged in conversations with various local authorities as we speak, to see whether they can accommodate investment zones.

It is an honour to speak in the debate on Her Majesty’s Gracious Speech. I wish to cover three topics in my limited time: security, the economy and planning.

Hon. Members will be aware that the Northwood NATO base is in my constituency, which it is a real privilege to host. Through the awful war between Russia and Ukraine, we have seen the importance of global security and I welcome the movements of Sweden and Finland to join that global peace organisation. I strongly associate myself with the commitment, as put forward by this Government, of

“defending democracy and freedom across the world, including continuing to support the people of Ukraine.”

However, as well as military might, we also need to think about energy security and food security. I am pleased to see further progress on cheaper, cleaner and more secure energy here in the UK, building on our hugely successful COP26 presidency. As a Member of Parliament who represents a constituency that is approximately 80% green belt, I am really passionate about supporting British farmers and encouraging consumers throughout our great nation to buy British where possible.

On the economy, our primary focus as the Conservative party should be on growing and strengthening the economy, just as it has always been and just as we always have, but particularly now as a means of easing the cost of living. Our stated aim in the Queen’s Speech, to grow our economy by taking the responsible approach to public finances, supporting people into work, reducing public debt and, most importantly, cutting taxes is the correct way, in my opinion, to manage our economy. I know that my right hon. Friend the Chancellor is looking forward to doing all of that before the next general election.

The measures set out in this Queen’s Speech demonstrate our continued commitment to driving forward our economy while tackling the cost of living, protecting British businesses and investing in a modern, cleaner and greener society. Britain has always been a global country, and I know that my right hon. Friend the Secretary of State for International Trade will continue to secure further deals to boost our economy and benefit our society now that we have the freedom to do so outside the EU.

Planning is a topic that is very important to my constituents. The Levelling-up and Regeneration Bill proposed in the Queen’s Speech is a really interesting piece of legislation. I have spoken many times in this place about how beautiful my constituency is. As I have said, approximately 80% of my constituency is green belt, so balancing the preservation of this undoubted natural beauty with the importance of helping families and young people to own their own home is a crucial issue for me. One of the great many pleasures about meeting my constituents is hearing the passion and love they have for their own area and the strong desire they have to protect its character. I know that the proposed Bill will help with that.

One of the points I think my hon. Friend is making is that it is so important to make sure that we utilise brownfield land to the maximum for housing and so on, but does he agree that it is important that local people have their say on the design of their area and what goes where?

I absolutely agree with my hon. Friend, and I feel as though she was looking over my shoulder because that is exactly the next point in my speech.

Introducing a Bill for local growth, giving further powers to local leaders to regenerate their own area and reforming our planning system to give residents greater involvement in local development are all positive steps. However, we must ensure that any local devolution from this House on this issue also comes with accountability, where necessary. Part of my constituency covers the Liberal Democrat-led Three Rivers District Council, and it is disappointing that there have been continual delays in the local plan process. That is unacceptable, especially when the Liberal Democrats continue to blame both the Government and the independent Planning Inspectorate for what I regard as issues that they should primarily be dealing with themselves. Local people absolutely should play a bigger role in deciding how best to improve and expand their local area, and we must be tougher on local councils that seek to play party politics and pass on all the blame for the decisions they are taking.

In closing—I realise I have taken enough time in the Chamber—I welcome the measures introduced in this Queen’s Speech, particularly those affecting security, both of ourselves and of our friends and allies; the economy, which we must continue to grow sustainably and with as little taxation and spending as possible; and planning, which will allow us to give local people more of a voice in protecting their communities.

I completely agree. In my constituency we have Dragonsavers, a vital service for local community groups, and the Welsh Labour Government are looking to set up Banc Cambria, so that we have banks on our high streets. They are looking at where it would be feasible to open branches.

While it is rare for me to have reason to doubly praise the Government, I am pleased to see that the plans outlined by the Treasury earlier this year suggest that people should not have to travel beyond a reasonable distance of around 1 km to withdraw or deposit cash. Such commitments are vital to the survival of cash circulation in this country, but as has been mentioned, only if the local geography of our towns and cities across the UK are taken into account when considering that 1 km radius.

For hon. Members not familiar with the south Wales valleys, my hon. Friend the Member for Ogmore (Chris Elmore) and I can assure them that our hills and beautiful valleys are not for the faint-hearted. These geographical barriers cannot be ignored when factoring in access to cash for community members, both now and in future. I therefore hope to hear from the Minister exactly how the Treasury plans to safeguard those vital services, particularly for those living in rural and semi-rural constituencies such as mine.

There is some hope, though. As hon. Members will be aware, LINK is a not-for-profit with a strong public interest remit that runs the UK’s largest free-to-use cash machine network. Instead of owning and operating those machines, LINK’s job is to ensure that every community has free access to cash by paying commercial incentives to ATM operators to put free machines where they are needed.

Indeed, after representations from a number of residents, I was thrilled to see LINK secure a new ATM at the village store in Efail Isaf in my constituency. The ATM is now secured for a minimum of five years, and it will go a long way to helping those in our area. For two years, LINK has invited communities to request free-to-use ATMs such as this one, and in that time it has installed more than 70 of them in response to local demand, alongside a year-long trial that saw LINK working with partners to develop a new way of accessing cash, by allowing consumers to withdraw cash over the counter from participating retailers.

I am pleased to see innovative steps being taken to secure access to cash for all those who need it. What will be essential, however, is maintaining those fantastic services. I truly believe the Government must act on the recommendations recently produced by Cardtronics and the Federation of Small Businesses, which ask Her Majesty’s Treasury to mandate bank membership of LINK in order to protect its fantastic withdrawing and free-to-use ATM delivery schemes.

In addition to my very real concerns about the impact of a potentially cashless society on certain populations, this conversation must also address the many logistical challenges and concerns around the largely inevitable shift to a cashless world. We need a long-term solution, whereas I fear the Treasury is currently in denial about the fact that we seem to be heading at a record pace for an almost wholly cashless society.

Speaking of the work of Cardtronics, one of the recommendations to the Government on protecting cash is that we should protect cash acceptance in our businesses. Does the hon. Lady agree that that is something the Government needs to consider?

I completely agree. For many businesses in my seat in Pontypridd—in the market, for example, we have some brilliant stores—it is not feasible to take cards. We are talking about an average transaction of £1 for Welsh cakes from our great Welsh cake shops, for example; it just is not feasible for a business to take card payments when they are charged for those. It would massively reduce their profits and make their business completely unviable.

Steps can now be put in place to ease the shift to a cashless society. We have seen neighbouring countries switch their entire currency; while I am very reluctant to turn this into a debate on the euro, in fear of somehow reigniting the Brexit debate, if other nations have managed such a transition, we should be able to follow suit. With that in mind, I hope the Government’s promised access to cash Bill will include some form of commitment to setting up a regulatory body to ensure a smooth transition. That regulator could work with different interest groups, infrastructure providers and charities such as Age UK to support those most impacted through this transition period.

Of course, this recommendation has been well researched, notably by Natalie Ceeney, who chaired the initial access to cash review. I hope to hear more from the Minister on the issue, along with a timeline on when we can expect the legislation to come forward to the House.

My final point concerns the worrying trend of bank closures that we are seeing up and down the country. While I fully recognise that the Treasury is unable to interfere in decisions made by private corporations to remove their presence from the high street, we must acknowledge the devastating impact that those closures have on the availability of, and people’s access to, cash.

In preparation for this debate, I spoke to a number of people living in my area who have sadly been impacted by decisions made by both Lloyds TSB and HSBC to withdraw three branches from my constituency. While not all banking services relate to the process of depositing or withdrawing cash, it is undeniably those basic services that are the most missed when a bank chooses to leave the high street. With the role of the post office ever changing, it has been quite a confusing time for many residents in my area, who have felt forced to shift their ordinary banking practices as a consequence of these closures. With this in mind, I am particularly interested to know what plans the Government have to improve the availability of deposit-taking facilities across the county; I hope the Minister will refer to this in his remarks.

Ultimately, we need to see this promised access to cash Bill sooner rather than later; the big changes are happening in our communities right now. People across the country are already being negatively impacted, and I fear many more will be excluded unless action is rapidly taken. The Government have made a start, and I commend them on their commitment to preserving access to cash, but they need to follow through with specific action to protect those constituents of ours who fall into potentially vulnerable categories. I look forward to hearing from the Minster, and hearing what hon. Members have to say on this important issue. Diolch.

It is a pleasure to serve under your chairmanship again, Mrs Miller, and I congratulate the hon. Member for Pontypridd (Alex Davies-Jones)—I hope I have said that correctly—who is also a friend.

Access to cash is a massive challenge for the next few years. Although our use of electronic payments via card or mobile phone has increased, and although almost all shops now accept non-cash payments—a move accelerated by the pandemic—there is still a large minority of people, particularly older people, who cannot access electronic payments. According to the Library, in the constituency of Hyndburn, we have gone from having 15 local units in 2015 to just five in 2021. To get more information about the scale of this problem in Hyndburn and Haslingden, I put out a physical banking survey in the town of Haslingden, which recently lost a bank branch, and an online survey in the town of Hyndburn. We have also recently lost our Barclays branch in Accrington.

The results were informative. First, I had a 20% response rate, which many Members will know is a huge return on any survey. This confirmed that this was a real issue that people felt very strongly about. Secondly, and perhaps unsurprisingly, there was an age difference; 80% of respondents who did not have easy access to an ATM were of the older generation—aged 56 or above. In general, the older the respondent, the more they found access to cash was limited. Similarly, 46% of respondents to my survey did not use online banking, and more than three quarters of that group were aged 66 and over. Most interestingly given the context of the debate, an overwhelmingly large proportion of respondents said the biggest improvement to banking services that they would like to see in the area was not only access to cash, but access to ATMs that did not charge. This is an important point to remember.

Is my hon. Friend aware of the research by NatWest showing that many people who use paid-for ATMs are go further to use them than they would if they used free-to-use ATMs? Does she agree that more research is needed as to why people are heading for paid-for ATMs when they do not need to?

I agree with my hon. Friend, who knows about this issue across Lancashire and in constituencies such as mine; I was not aware of the research conducted but agree that more is needed. It is not enough to simply map where the nearest ATM is; we need to ensure that everyone has access to free-to-use ATMs that do not disadvantage those who cannot afford to pay a fee.

If I may ask for the patience of my colleagues, I would like to drill down into the numbers and look at how people responded to the survey. I asked, “Do you have easy access to an ATM near your home?” About 60% of people said no, or “only somewhat.” When asked to explain, the majority of those who said “only somewhat” had access only to fee-charging ATMs. If I were to take this survey further and drill down into much tighter geographic areas, I would bet that the more rural an area, the less able to access cash people are. In some ways the conclusion is obvious: the fewer the people, the fewer the cash machines. If, over the ATM map, we layer a map of fee-charging cash machines, it becomes obvious that the more rural an area, the more likely that people will not only struggle to access cash, but will have to pay for it as well.

I also met with Cardtronics, and will briefly mention what it suggests. It states that the Government must protect ATMs:

“ATMs are the only sustainable national infrastructure that can maintain free access to cash 24/7 and must be protected through independent calculation of the interchange fee paid to ATM providers.”

It also says that the Government must protect key schemes:

“Membership of LINK and the Post Office banking framework should be made mandatory for banks to ensure these schemes are protected to ensure access to cash”.

It says that the Government must protect cash acceptance. There is a huge opportunity to work with local post offices, which would go a long way towards solving this problem and ensuring that all our constituents have easy access to cash.

It is a pleasure to serve under your chairmanship, Mr Gray. The Government’s big promises to level up the north and build back better have been warmly welcomed by my constituents. It is not surprising that the north has been widely ignored over the past decades; the Government have the opportunity to bring towns and cities in the north of England into the future, and to develop our hospitals, schools, railways and much more.

In my maiden speech, I promised that places such as Hyndburn and Haslingden would not be forgotten anymore. We have the amazing towns of Haslingden, Huncoat, Great Harwood and Rishton, and villages such as Belthorn, and they have been forgotten. My constituency is at the heart of Lancashire—on the right side of the Pennines, if I do say so myself—but we need investment, which is why I too look forward to listening to the Chancellor today.

Alongside my hon. Friend the Member for Burnley (Antony Higginbotham), I support a new swathe of enterprise zones across the country, especially in east Lancashire. They would be places where businesses could invest in new machinery to help them diversify, while receiving capital relief; where the Government supported the infrastructure that was needed; and where job creation was clearly incentivised.

Since becoming an MP, I have fought to reopen the Skipton to Colne railway line. We need the Government’s support to make that a reality. I am pleased to work with the local group, the Skipton-East Lancashire Rail Action Partnership, which has worked tirelessly and invested thousands to prove the viability of the redevelopment of the railway line, but we need to move forward with the engineering study. That railway line would connect east Lancashire to West Yorkshire in a new way, giving my constituents quick access to Leeds and other cities across the north, and opening up new job opportunities across the region. I want to highlight the economic advantages that would be gained by investing in that railway line, alongside the proposal for a freight terminal in Huncoat, which would support businesses and attract new ones to my constituency. That builds on what my right hon. Friend the Member for Elmet and Rothwell (Alec Shelbrooke) said.

I graduated from university only last year, and I used to have to travel to Manchester. What should have been a 23-mile journey, taking about 40 minutes, used to take me two hours every morning and evening. To level up the north, we really need to improve our roads and railways.

My time is short, and I want to finish by talking about town centres. I was elected on the promise that I would push for investment in town centres such as Haslingden and Accrington, which were once a hub for my community but are a shadow of their former selves. Town centres are vital. There is not the same lure for businesses to set up in the town centre, but I believe that with strategic investment, we can make town centres such as mine a centrepiece of business and social life.

I ask that the Government continue to take the pledges to level up the north seriously by making large investments in towns such as mine. That would create a legacy for Hyndburn and Haslingden, and it would truly make sure that the forgotten towns in the north were forgotten no more.

When I saw this debate scheduled, I looked at the dictionary definition of “infrastructure”, and it said:

“The basic physical and organisational structure and facilities needed for the operation of a society or enterprise.”

Infrastructure therefore goes beyond roads, and this or that bypass; it is a much wider concept, as my hon. Friends have said. When it comes to investing in facilities in individual constituencies, I agree completely with my hon. Friend the Member for Sedgefield (Paul Howell) that the role and input of MPs can be crucial and can have a huge impact on local communities.

People who have listened to my various contributions in the House will know that I try to mention Bury football club in every speech I give, no matter what it is about—even if it is on foreign policy. The point about the demise of that club is that its site, Gigg Lane in my constituency, is hugely important and strategic, but it has lain untouched for 12 months. Jobs and economic activity have been lost. So much could be done with a site like that. After my election, I managed to persuade Bury Council to look at investing in it, with a vision of creating jobs and enterprise, which is what is needed from infrastructure. Those positive steps would transform my community, as I think my hon. Friend the Member for Bury South (Christian Wakeford) would completely agree, and the passion of people in the town. That is what I think infrastructure is about. My town does not need a bypass; any bypass would have to go up in the air. We are not connected to any rail; we are on the tram system. If I were to talk about transport infrastructure, it would have to be about buses.

Let us take a creative view of infrastructure. Let us invest in those facilities, and in local politicians’ vision for transforming their areas through the creation of jobs and enterprise, which will basically improve the lot of thousands of their citizens.

On buses, we had a great campaign to save a vital bus service that ran through my constituency and that of my hon. Friend the Member for Bury North (James Daly). Does he agree that services such as the X41 are vital to our communities, and that it was a great effort to save that bus route ?

I do. The campaign’s success was completely down to my hon. Friend, so I am glad to be able to acknowledge her input. I benefited by associating myself with her efforts.

The simple point I wish to make in conclusion is this: infrastructure is facilities. It is the way to improve people’s lives. Let us take a creative view of investing in local areas in the north.

I am afraid that I will not, as time is short. I ask the Minister to tell me when the northern regional economy will be taken more seriously. When will the Government deliver investment in projects in line with other regions of the UK?

When it comes to delivering projects, the Prime Minister’s portfolio is one of failure. The failed London garden bridge project cost the taxpayer £53 million. The Olympic orbit tower, which was forecast to make a profit of £1.2 million in its business plan, has produced a debt of £13 million, which grows by £700,000 every year. We have seen a theme of failed projects played out in the regions of the UK. In the west midlands, people are still waiting for the Midland Metropolitan University Hospital, which will eventually open four years too late and cost taxpayers £700 million. The Royal Liverpool Hospital is more than five years late and projected costs are now expected to reach £1.063 billion after the collapse of outsourcing giant Carillion, and the taxpayer is still on the hook for £739 million of the overall figure.

I sincerely hope that, for people living in the north of England, the Government’s pledge to level up is successful, but I believe it would be much more fruitful to focus on ongoing projects, a point that has been made by other hon. Members in this debate. That would enable the Government to draw on the great research and infrastructure that is already available in the north and to consult with people living in the region on what they need to see from the Government, rather than announcing a new shopping list of proposals that are unlikely to come to fruition and that will not benefit those who are most in need.

I am afraid that I am unable to.

We know that people living in the north of England have suffered the worst impact on their mental wellbeing, are more likely to have lost their jobs due to covid and have had much higher rates of covid-19 fatalities. The north needs social, economic and health recovery from covid-19 that will address the immediate issues. Labour has consistently called for support for mental wellbeing, including a schools recovery curriculum. We have called for investment in local authorities so that they can provide services that locals are proud of. We need to see the return of youth clubs, libraries open seven days a week, access to leisure facilities and community hubs.

With regard to creating sustainable, high-quality jobs, we have already done the work for the Government and set out to create 400,000 clean, green jobs across the country over the next 18 months. The plan requires three simple steps. If the Government knuckle down and agree to work with MPs across the House, businesses big and small and members of the public, we will be able to create not only a sustainable economy, but a sustainable future for our planet.

We need to recover jobs, with investment and co-ordination to secure up to 400,000 additional good green jobs. We need to retrain workers—something I think we all agree on—and equip them with the skills needed to deploy the green technologies of the future. We also need to rebuild businesses, with a stronger social contract between Government and businesses to tackle the climate crisis and ecological deterioration, while promoting prosperity and employment. I urge the Minister to recommend this plan to the Chancellor and to ensure that yet more money is not thrown at projects that are unlikely ever to be completed.

The attitude that I have just seen in this Chamber is what turned many of my residents against the Labour party. It is unacceptable.

Areas such as Hyndburn and Haslingden have faced more restrictions than many other parts of the country. Since the beginning of this pandemic, I have been on regular calls with members of the Government, local leaders, local public health officials and the chief medical officer. All have had serious concerns about the rise in covid cases, particularly in recent weeks. We have worked proactively with the Government to come to an early agreement on the financial package of support, which will be a lifeline for businesses and people, while doing everything to stop the rise in transmissions, stop our hospitals being overwhelmed and not leave businesses in limbo.

Lancashire came to an agreement and has received an additional £42 million since entering the very high alert level, taking the total to £157 million, including £12 million from the contained outbreak management fund, at a rate of £8 per head, and £30 million in additional business support. I will not allow the narrative to become that Lancashire leaders—across party lines—do not care about their residents as much as the Mayor of Greater Manchester. I am sorry but that is absolutely not the case. I know how hard we have all worked for our businesses and residents.

I understand that the Mayor of Greater Manchester received 92% of what he was asking for in the negotiations and walked away from the deal on the basis of around £5 million. Given all the support that they have received already, Manchester’s councils could very easily have solved the problem and used their reserves if it was really about supporting businesses. Reserves are there for a rainy day and if this is not a rainy day, I do not know what is. Even authorities such as Hyndburn Borough Council could have pulled out £5 million if it was to support businesses. That is a small local authority, but it would have done that to protect our local hospitals.

This has always been about saving lives and protecting the NHS. Lancashire put its residents and the NHS first, with staff on the wards, and made sure that there was support for businesses. Given that my local hospital has now stood up five covid wards for patients and the staff are reporting that they are exhausted, if needed I would use my reserves, take the offer on the table and then continue the negotiations. People seem to forget about the Government’s announcement of the extra £1 billion for local authorities, which will be un-ring-fenced funding so that local authorities can decide where they use the support. That approach is welcomed by my local councils and it is important to remember that.

I am sorry, but doctors and nurses would never forgive us for standing back and leaving it for a week given that the virus spreads rapidly. The offer made was fair and was acceptable to Liverpool and Lancashire. These are hard decisions, but at the end of the day Manchester’s lives are not worth a penny more than Lancashire’s lives, which is what the Mayor of Greater Manchester is currently saying. We do not agree in Lancashire and we will stand up for the people of Lancashire in this Chamber. We do not agree with what is going on.

That this House welcomes the Government’s package of support worth over £200 billion to help protect jobs and businesses through the coronavirus pandemic, including the eight-month long Coronavirus Job Retention Scheme, Self-Employment Income Support Scheme, £1,000 Job Retention Bonus, unprecedented loan schemes, business grants and tax cuts; further welcomes the pledge to protect, create and support jobs through measures in the £30 billion Plan for Jobs such as Eat Out to Help Out, VAT and stamp duty cuts and the £2 billion Kickstart Scheme; acknowledges the further support for jobs with increased cash grants and the expanded Job Support Scheme to support those businesses legally required to close due to national or local lockdowns; and further acknowledges that this is one of the most comprehensive and generous packages of support anywhere in the world.

On a point of order, Madam Deputy Speaker. This afternoon during Prime Minister’s Questions, the Leader of the Opposition, the right hon. and learned Member for Holborn and St Pancras (Keir Starmer), said:

“this morning, the council leaders in Greater Manchester that he just quoted, including the Mayor and the Conservative leader of Bolton Council, said in a press statement that they support a circuit break above tier 3 restrictions”.

The leader of Bolton Council has since clarified that he made no such remarks, nor was the press statement unanimous as the Leader of the Opposition suggested. The press statement also qualified support for a circuit break, which the Leader of the Opposition inadvertently failed to represent. Madam Deputy Speaker, could you advise me on how I can secure a correction from the Leader of the Opposition so that the record accurately reflects the statement made by council leaders in Greater Manchester?

Members in the Chamber, nor is it for me to adjudicate as to whether what has been said is or is not accurate—which is fortunate, because that would be a full-time job. However, the hon. I shall resist pursuing the panto theme, although I am not sure too many villains have allocated £1.57 billion to the industry in addition to the other package of support that the Chancellor has announced. The hon. Lady speaks of a real concern, which we are acutely aware of. The House has debated at length the issue of that subset of the self-employed who were beyond the date of the initial package and I do not think we need to rehearse that argument, but I recognise that it is an issue of ongoing concern. By international standards, the self-employed income support package that we have put in place is extremely generous, and my right hon. Friend the Chancellor extended it further in the winter plan.

Hyndburn and Haslingden have been in local restrictions since 31 July, and were only removed for a short period beforehand. My local authorities are playing a huge part in supporting my community, to support the most vulnerable people and keep vital services running. Will my right hon. Friend outline what steps the Government are taking to support them and what further support is being considered if further restrictions are imposed?

My hon. Friend is quite right to single out the huge amount of work being done by local authorities up and down the country to assist us in our response to the pandemic, and I am sure that I join many hon. Members in paying tribute to that work. She will be aware that my right hon Friend the Chancellor announced £3.7 billion of grant support for councils, an extra £1.1 billion of support for social care providers, and on top of that £300 million as part of our enhanced track and trace. In addition, £100 million was announced for the surge, in our response to local authorities. It is an important point; we work very closely with local authorities as part of our response.
