Ministers in the Department for Business, Energy and Industrial Strategy have not held meetings with representatives of fossil fuel producers on the Energy Charter Treaty in the last 12 months.

Officials at the Department have held meetings with a range of relevant stakeholders on the Energy Charter Treaty. This has included representatives across UK energy sectors, including fossil fuel and renewable sectors, as well as academics and non-Governmental environmental organisations.

To ask the Secretary of State for Business, Energy and Industrial Strategy, when his Department plans to release further information on how individuals living on houseboats can access the Government's energy support scheme.

As announced on 29 July, the EBSS Alternative Funding will be available to provide equivalent support of £400 for energy bills for the households who will not be reached through the EBSS. This includes those who do not have a domestic electricity meter or a direct relationship with an energy supplier.

The Government is working with a range of organisations, such as local authorities, as well as Devolved Administrations and across UK Government, to finalise the details of the Alternative Funding and have the process up and running for applications this winter.

The UK approach to the Treaty's modernisation has been to ensure compatibility between the ECT and modern international agreements, including the Paris Agreement.

Modernised provisions extend the scope of the Treaty to protect investment in green technologies required for the global energy transition, such as carbon capture, utilisation and storage, and low carbon hydrogen. New provisions allow ECT Contracting Parties to phase-out their investment protection for fossils fuels in line with their own decarbonisation targets. The modernised treaty also reaffirms and strengthens Contracting Parties' right to introduce measures for legitimate policy objectives, including to mitigate climate change.
