That this House has considered the Community Ownership Fund and the former bingo hall in Kettering.

It is a pleasure to see you in the Chair, Mr Dowd. I thank Mr Speaker for his special permission to hold the debate, and I welcome the Minister to his place to hear the remarks I will make on behalf of my local constituents in Kettering. It is a huge privilege to be the Member of Parliament for Kettering, and the subject I wish to raise today is among the most important I have ever had the opportunity to raise in front of a Government Minister. That is because I speak on behalf of my local residents, who are all behind the bid being made by Beccy Hurrell and Lindsey Atkins of the Beccy Hurrell Voice & Arts Axis Hub Community Interest Company. I fully support, 100%, their excellent community ownership fund bid for £2 million, to revive for community use the former Gala Bingo hall building, which is located right at the heart of Kettering town centre. If the bid is successful, it would be transformative for the heart of Kettering.

The 25,000-square-foot building on Kettering High Street opened in 1936 and was once the home of a 2,000-seat theatre and cinema, orchestra pit and restaurant. It has been empty and, sadly, unloved for more than five years. In 2018, when it closed, Tony Smith, the well-known Kettering historian, said the closure of the Gala Bingo hall would

“end another chapter in the history of this unique High Street building. It began as the Regal Cinema, built on the site of Goosey & Sons’ drapery store and officially opened by Earl Spencer on Boxing Day, 1936. The £70,000 super-cinema had 2,000 luxury seats, its frontage dominated by a central tower with a neon halo visible for miles”

on its art deco frontage. He went on:

“Sunday night stage shows in the 1940s featured the legendary Flanagan & Alan, the Crazy Gang, and Vera Lynn. In 1948”

—after the war—

“the Regal was taken over by Granada Theatres and in the 1960s The Who and The Rolling Stones were among the top bands to perform there. The Gala bingo club took over the building after the Granada closed in 1974.”

It ran it until the bingo hall itself closed in 2018.

Sadly, since then, in June 2019, local police found 2,000 cannabis plants inside the empty building, potentially worth almost £3 million—£1 million more than we are asking from the Government to help redevelop the site. The Kettering Town Centre Partnership then had it listed as an asset of community value, giving local groups the chance to put together a bid if it ever went on the market. Earlier this year, its owners notified the council of their intention to sell it, and the BHVA Axis Hub CIC applied to trigger the moratorium. The company is hoping to buy the former bingo hall through the separate CIC structure and then lock it in as an asset for the local community.

Beccy Hurrell and Lindsey Atkins are quite simply remarkable individuals; I am not sure I have ever come across people with more enthusiasm, entrepreneurial spirit or dedication to a cause. Their laudable ambition is to transform the site into a safe, affordable and dynamic space for the local community—for local businesses, aspiring musicians, students, start-ups and families. They want to create a community hub packed with theatre space, performance spaces, a music studio, rehearsal rooms, hot desks, spaces for community groups, crafting areas and a café. Were Beccy and Lindsey’s bid to be successful, it would be simply transformative for Kettering town centre.

I said that Beccy and Lindsey are remarkable. Indeed, they have recently won a number of prestigious local awards. They were crowned the health and wellbeing business of the year at the North Northamptonshire Business Network business awards, recognising their dedication to promoting wellbeing through the arts. They were also named small business of the year at the Northamptonshire business awards, so they are extremely good at what they do.

There is huge local support for this initiative. Beccy and Lindsey engaged with local media to get the message out about their plans for the site, and there was an article in the Northamptonshire Evening Telegraph in February this year. Following that, the newspaper emailed Beccy and Lindsey back and said:

“Just wanted to let you know about the incredible reaction from people yesterday to the story about your plans for the bingo hall. I know you’ve seen a lot of the comments but just wanted to put into context how popular the plans have been! The Facebook post itself reached 116,000 people, it got 1,000 likes and to date 13,000 people have read the story online, with that figure still rising.”

That reaction was in the first 24 hours after the article was published. The newspaper went on to say:

“That’s pretty unprecedented for a story like this—usually those sorts of figures we only see on negative stories/court cases. I hope you’ve also received lots of feedback/comments from people. We quite often do stories about things where people go ‘oh that’s a nice idea’ but then don’t support it, but there’s a genuine buzz about this.”

I hope that the campaign to restore and keep the bingo hall will be successful. I am mindful that the hon. Gentleman has laid out the history. Are there are any famous people from Kettering who could be called upon to be philanthropic and give money to help him and others achieve the goal?

That is a very constructive suggestion. I hope that from media coverage generated by this debate, such individuals might well come forward. One of the main ideas about the £2 million funding bid is that it will get the initiative under way and then attract other investment, whether from individuals or the private sector. It is seedcorn capital to get the project up and running. The idea is for it to be self-financing quite quickly so that it is not a further drain on local or national taxpayers, but the £2 million is needed to get the building up and running again. Hopefully, it will start things off. I thank the hon. Gentleman for that constructive suggestion.

As the Minister will know, the aims of the community ownership fund are to support community groups so that they can take ownership of important local assets at risk of being lost, empower their improvement and run them sustainably for the long-term benefit of the community. Beccy and Lindsey’s bid meets all those aims: I doubt whether the Minister will have received many bids of a higher quality. Indeed, Beccy and Lindsey have submitted a 196-page business plan to the Department. I have never seen a higher-quality bid for anything.

Kettering is a priority 1 candidate for levelling-up interventions. A successful community ownership fund award for this bid would deliver not just one but all five of the Government’s ambitions for community ownership fund schemes. Those five aims are to: increase feelings of pride in, and improve perceptions of, the local area as a place to live—tick; improve social trust, cohesion, and a sense of belonging—tick; increase local participation in community life, arts, culture, or sport—tick; improve local economic outcomes, including creating jobs, volunteering opportunities, and improving employability and skills levels in the local community—tick; and, lastly, improve social and wellbeing outcomes, including having a positive impact on the physical and mental health of local people, and reducing loneliness and social isolation—tick. I know that in his new role the Minister will be paying close and diligent personal attention to all the bids before him. I hope that the strength of the application will convince him that it is fully worthy of Government support through the community ownership fund.

The mission of the BHVA Axis Hub is to be the nexus where creativity, enterprise and community all intersect. Importantly, the site is right in the middle of Kettering town centre. Recently, the town centre was blighted by having an asylum hotel at the Royal Hotel, just a few doors away from the Gala Bingo site. Fortunately, that has now been closed down. The hub would be transformative for Kettering town centre and fulfil the Government’s levelling-up objectives were the £2 million to be allocated.

The mission of the BHVA Axis Hub is, first, about unified collaboration—to bridge the gap between creative minds, businesses, third-sector organisations, Government agencies and local communities, ensuring that everyone finds their sanctuary. Secondly, it is about health and wellbeing—to facilitate easier and anonymous access to services, reducing the daunting thresholds that many face. Alongside that, it will foster an environment where health services are more community-centric, eliminating the need for distant health visits. Kettering General Hospital has shown an interest in outsourcing space in the new venue.

Thirdly, the hub is about professional support. It would be a haven for those working remotely, start-ups, established local businesses and other third-sector organisations to connect, collaborate and innovate. Fourthly, it is about educational outreach. It would provide comprehensive programmes for young people not in education, employment or training, facilitating their transition into education or employment. There would be partnerships with local schools and education institutions to provide apprenticeships and vocational training.

Finally, the hub is about artistic empowerment. There is a huge local creative arts scene in Kettering. Beccy and Lindsey hope to establish a state-of-the-art gig venue/theatre that not only showcases local talent but educates budding artists on the intricacies of gig management, theatre production, stage management, lighting and sound. It would be the launchpad for grassroots musicians and theatre artists to realise their dreams.

As I said in response to the hon. Member for Strangford, Beccy and Lindsey are looking for seedcorn capital to get this innovative venture under way. Their aim is to achieve self-sustainability within two years of operation, ensuring that the hub is financially stable. On the back of the Government’s investment, they would be able to secure funding and partnerships from local businesses, other Government agencies and third-sector organisations to provide resources and services to the community from this central town-centre site. They would be able to diversify revenue streams, tapping into rentals, events, gigs, local productions, workshops and collaborative projects. The social objectives of this bid are also impressive. They aim to increase access to services by 30% in the first year of operation, with a focus on bringing services closer to the heart of the community.

Beccy and Lindsey would launch a comprehensive programme for local young people not in education, employment or training, and for socially isolated individuals. It would target at least 200 participants in the first year, and aims for a 70% success rate in transitioning them into education or employment. Beccy and Lindsey aim to create a vibrant community of at least 100 regular remote workers within the first year; this would foster collaboration and reduce isolation. They wish to establish partnerships with a minimum of 10 local businesses and third-sector organisations in the first year, to provide resources, support and services. They aim to launch the gig venue, which would have the capacity to host a minimum of 20 grassroots events in the first year, and to establish training workshops on gig and theatre management, targeting up to 100 participants.

The social outcomes from these endeavours would be impressive: a reduction in the number of individuals feeling isolated or disconnected in the local community; enhanced accessibility of vital services; improved overall community wellbeing; and the creation of employment, educational and volunteering opportunities, leading to personal and community growth. The initiative would also amplify the voices of local grassroots musicians and creative artists, enriching the already rich cultural tapestry of the Kettering community.

I hope the Minister will agree that the bid is impressive. In year one, 2024-25, Beccy and Lindsey aim to secure the Gala Bingo hall site; initiate immediate remedial works, including the removal of the remaining asbestos; and engage with community stakeholders on the final designs, to ensure they meet the diverse needs of the local community and, importantly, protect the delightful art deco frontage. In year two, 2025-26, they would want to celebrate the successful launch of the building’s front section, which would be fully equipped to serve as Kettering’s premier co-working and event destination, with expanded staffing and operational capabilities, so that it can integrate community-centric events and initiatives. In year three, 2026-27, they wish to commence and expedite the rebuild of the back of this massive building in the heart of Kettering, keeping sustainability, accessibility and community needs at the forefront of design and execution. They would aim to launch pilot programmes, tailored towards education, skills training and community health, and strengthen ties with key local businesses, educational institutions and civic bodies.

In year four, 2027-28, with a significant portion of the building revamped, Beccy and Lindsey would aim to streamline operational processes, ensuring a seamless blend of co-working spaces, event areas and community-focused sections. In year five, 2028-29, they would realise the full potential of the site. The entire building will be humming with activity, following the completion of the refit and rebuild.

The site would become north Northamptonshire’s premier hub for work, creativity, collaboration and culture, and that would deepen the societal impact of the project. Programmes would be expanded, and partnerships improved, for maximum community outreach and enrichment. I do not know of any local organisation that is not supporting this bid, but one of the most important, from the perspective of the Department for Levelling Up, Housing and Communities, is North Northamptonshire Council, which is fully behind this project. NNC fully endorses and supports the vision of creating a hub on the former Gala Bingo hall site. The vision, values and priorities of the council align very closely with what the initiative submitted by Beccy and Lindsey looks to achieve. Importantly, from a growth and regeneration perspective, it would lead the drive for regeneration of Kettering High Street, and would reach out much more widely to the broader North Northamptonshire community.

There are key local wards that DLUHC has identified for levelling up in its “Levelling Up the United Kingdom” White Paper. NNC’s vision is of a place where everyone has the best opportunities and quality of life, and the hub initiative clearly demonstrates an opportunity and displays the characteristics to help achieve the council’s aims and objective. The council’s six key commitments are: “Active, fulfilled lives” for local people, as well as:

“Better, brighter futures…Safe and thriving places…Green, sustainable environment… Connected communities…Modern public services.”

All six of those aims would be delivered by these axis hub proposals.

Importantly, another central Government initiative is family hubs. NNC is one of 75 councils that have been given funding to put family hubs into practice. The one in Wellingborough is already open, but in the Kettering area, NNC is looking to open up another one in the next period of time. The venue we are discussing would be ideal for such a family hub investment.

Also, the hub would help with other council and Government programmes for children’s centres, community wellbeing forums and local area partnerships. It would help the local business community, help with the relocation of NHS services to the heart of Kettering town centre, which would improve access for those who find it difficult to get to their GP surgery or to the hospital, and foment better Workplace-style projects.

I hope that I have given a flavour of how important the bid is to people in Kettering, how important it is to me, and how much it would benefit not only Kettering High Street but the town of Kettering as a whole, and indeed wider North Northamptonshire. I genuinely struggle to imagine that the Minister could have seen any bid among all those submitted to him in recent months that is of higher quality than the one that Beccy and Lindsey have prepared. I urge him, and plead with him; £2 million is not a huge amount of money, compared with the billions that the Government spend every year, but putting £2 million into the old Gala Bingo hall site in Kettering would be transformative for the area.

Difficult decisions were taken in the years after 2010 precisely because Labour failed to make those decisions in the years before 2010. One of the reasons why we have made available additional funding for local government in this financial year is to demonstrate that we understand the challenges local authorities face. Ultimately, however, as I said to the hon. Member for Bury South (Christian Wakeford), this sort of issue requires hard choices and trade-offs—something the Labour party continues to fail to demonstrate it understands.

As inflation impacts on local authority budgets, planning departments are becoming especially squeezed. Councils are meant to approve big planning applications within 13 weeks, but over the last year only 19% have been approved in that timeframe, down from 57% ten years ago. What can the Minister do to improve funding for local council planning departments?

My hon. Friend highlights an important place where further progress is needed. We recognise that there are challenges in this area, and I know that the Minister of State, Department for Levelling Up, Housing and Communities, my hon. Friend the Member for Redditch (Rachel Maclean), who is the Housing Minister, and the Secretary of State are well aware of these challenges and seeking to address them. My portfolio includes nationally significant infrastructure programmes, and we have brought forward the NSIP action plan, demonstrating our commitment to speed up projects and decisions within them as much as we can.

I thank my hon. Friend for that very valid point. It is one that many of us have been making for years. Definitions are incredibly important. What is affordable to one person is unaffordable to another. That is why a laser-like focus, on social housing in particular, is incredibly important; many people cannot afford to get into the private rented sector, let alone buy their own home. I fully agree with my hon. Friend.

The Government must act urgently. If they cannot, perhaps they should step aside for those of us who want to, and can, deliver the transformative changes needed to guarantee that home ownership once again becomes a reality for all generations.

I will not detain colleagues to that extent, but I am grateful for the confirmation that I can continue. The hon. Member for Greenwich and Woolwich (Matthew Pennycook) is keen to make a comparison. The fundamental thing that we are trying to do at the moment is weigh up a series of very challenging economic circumstances, recognising the context of housing supply, which has been a challenge for the entirety of my life. We recognise that we have to make progress for the very reasons that right hon. and hon. Members have outlined over the course of the debate. It is so important to do so, given that housing supply affects and impacts the lives of real people.

Let me comment on individual contributions. The hon. Member for Slough, opening the debate, emphasised the importance of the property-owning democracy, which I wholeheartedly agree with. I hope we can make progress on that and also address some points made by other hon. Members. He also said that there should be greater clarity on the affordable housing programme going forward. Although I am not able to give that in today’s debate, we have said that we will come back in the spring with further clarity about what is happening; there is not a huge amount of spring left, so I hope it will not be too much longer before my housing colleagues in the Department will do so. I anticipate the Department being able to provide further information to the hon. Member and others in the coming weeks.

The hon. Member for Coventry North West (Taiwo Owatemi) raised a number of points about the inherent challenges in the housing market and of trade-off. During my brief tenure as the Housing Minister back in the autumn, we had a debate in this very place about some of the issues, and she spoke then with regard to Coventry specifically. I cannot talk about Coventry individually, but I will put on record, if hon. Members allow me, the progress that has been made in the past 13 years. I realise that many colleagues will not necessarily want to point to that, but it is important for balance that we do.

Two million homes have been built in this country since 2010, and almost 1 million people—over 800,000—have been helped into ownership through schemes such as help to buy. Some 630,000 new affordable homes have been built. Last year, the registered supply of new homes increased over the previous year by approximately 10%, and I believe that the last five years have seen some of the highest rates of property building for 30 years.

A number of colleagues raised home ownership. Crucially, after a pretty linear fall from the mid-2000s under Governments of all parties, home ownership has started to increase again for the first time in a number of years. The increase is incremental—the rate is up from 62.5% in 2016-17 to 64.3% in 2021-22—but it is a movement back in the direction of empowering people to own their own properties and obtain all the consequent benefits.

I do not have the exact statistics to hand, but, as I said in my remarks, we are working on updating building regulations and standards. Putting energy efficiency at the heart of those standards is an important priority. This is something that my ministerial colleague in the Department leads on, but I will ensure that the hon. Member’s views are fed back to him and taken into account in our discussions.

We all realise that the challenges identified by the APPG are real, and they are priorities that the Government will address. I am keen to continue to work with the hon. Gentleman, his colleagues in the APPG and others across the House to address those challenges. Even if I am not in this role in a few weeks’ time, I am sure that my successor would be delighted to continue working with them. These are real challenges that are recognised across Government; I know that myself and my current ministerial colleagues are very keen to see them addressed.

As the hon. Lady will appreciate, we are in a period of economic challenge across the world and interest rates have been rising for some time. On her question about affordable rents and affordable housing, she will know that housing is largely devolved, but the UK Government have brought forward hundreds of thousands of new affordable properties in recent years and will continue to do so in the years ahead.

As of 31 July 2022, the proportion of estimated eligible households to have received the £150 council tax rebate in north Northamptonshire was 87%, with the figure for England being 86%. However, I am sure that my hon. Friend will be pleased to see the progress his local authority and others have made when the most recent figures are released shortly.

Putting £150 into the pockets of eligible households has provided valuable help to tackle rising energy bills, but 13% of people have still not claimed this money. As the Government now look for more targeted help for people with their energy bills after April 2023, if this scheme is revised and reintroduced, what improvements will be made?

It is always a struggle to get the money out as quickly as possible, especially to those who are not paying by direct debit. Over the summer, I have been working with my officials and have directly spoken to a number of councils that have been a little slower than expected. We have issued guidance on the variety of payment methods and given short extensions to the deadline dates where councils have requested that, including in respect of any uncashed voucher-based payments with the Post Office until 30 November. We will always look to improve, to make sure that the money goes as quickly as possible to those who need it.

I beg to move,

That this House has considered funding of local authorities on Merseyside.

It is a pleasure to serve under your chairmanship, Mr Hollobone. I begin by thanking Mr Speaker for granting this debate, and I also thank Members from across Merseyside for attending today. I look forward to hearing their contributions.

According to analysis by the National Audit Office on selected main revenue income sources for local authorities, in 2010 Government funding for local authorities in England was just over £34 billion. Over the course of the next decade it decreased steadily, and by 2020 Government funding to local authorities in England was just over £8 billion. The cut of funding from £34 billion to £8 billion is staggering, and goes a long way to explain why we have seen the widespread erosion of public services. It represents a cut of around 76.5%. In other words, local authorities are being expected to continue to provide public services when they are receiving a fraction of the money they used to receive from central Government. No wonder our communities are feeling it.

If we look at Merseyside in the context of those National Audit Office figures, we see that the Government funding cuts that its local authorities have suffered are even higher than the England average. In my own local authority of Wirral, in 2010 the council received just over £266 million in Government funding, but by 2020 that figure was down to just over £40 million—a reduction of around 85%. Colleagues will be only too aware that it is a similar story elsewhere in Merseyside, and I am sure that we will be hearing details of the impact of those cuts.

I ask the Minister to listen closely to the figures that I am about to share. In Knowsley, the same National Audit Office figures show that in 2010 the local authority received more than £243 million in Government funding; that figure was down to just over £35.6 million in 2020—a reduction of around 85.3%. In Liverpool, in 2010 the local authority received more than £560 million from the Government, but by 2020 that figure was down to just over £75 million—a reduction of around 86.6%. In St Helens, in 2010 the local authority received more than £151 million, but in 2020 it received just over £16 million—a reduction of around 89.4%. In Sefton, in 2010 the local authority received more than £203 million, but 2020 saw it receive just over £16.7 million. That is a drop of around 91.8%.

Although local authorities have generally kept 50% of business rates revenues raised locally since 2013—and there is a pilot scheme to keep 100% of them in Wirral—that is nowhere near to making up the shortfall created by Conservative Government cuts. For example, Wirral Council received over £110 million less in annual income in 2020 than it did in 2010. Similarly, Knowsley received £116 million less, Liverpool over £209 million less, St Helens over £60 million less, and Sefton over £94 million less. Those staggering and brutal cuts by central Government are really punishing our communities. Political decisions taken by Conservative Governments since 2010 have had the effect of running down and forcing the closure of local public services.

Let us remind ourselves what it is that local authorities deliver. They provide and look after our libraries and leisure centres. They maintain our roads, streets, parks, and our open spaces where people relax, exercise, walk their dogs and where children play. They license taxis, the sale of alcohol and the movement of animals. They provide support to local businesses and chambers of commerce, stimulating the local economy. They manage planning processes, are responsible for public health, bin collection and waste disposal, free school meals, welfare support and advice and adult learning. They are responsible for trading standards and ensuring the safety and standards of the products that we buy. They are responsible for social services, safeguarding children and ensuring that vulnerable adults, including people with dementia, are cared for and protected, whether in their own home or a care home.

A decade of cuts to local government has resulted in £8 billion being lost from adult social care budgets, and many vulnerable people have been left without the support that they need. Some 400,000 older and disabled people are on council waiting lists for care, and there are more than 100,000 staff vacancies across the sector. That is a truly damning indictment of this Conservative Government. In short, local authorities, the services they deliver and the public realm they maintain are fundamental to our society and the way we live. If we want our councils to deliver good-quality universal public services, they need to be funded properly.

The Conservative party presents itself as the party of tradition, but it is anything but. The cuts it has imposed on local authorities since 2010 undermine our way of life and our traditions, and are pulling away the foundations of our communities. I am sure that we will hear from colleagues across Merseyside about what these cuts mean to their constituencies.

I want now to talk specifically about Wirral, where, as I outlined earlier, the local authority saw an 85% reduction in Government funding between 2010 and 2020, and received around £110 million less in overall income in 2020 than in 2010. The authority has been told that it must find savings of £20 million in its budget for 2022-23. Not doing so could lead to Government intervention. As a result, the council has been forced to make proposals to meet these financial constraints. The proposals are wide ranging and, if implemented, would have serious implications for communities in Wirral. The proposals include the permanent closure and demolition of Woodchurch leisure centre and swimming pool.

Thank you, Mr Hollobone. That 7.7% increase is above the average cash increase across England of 7.4%. It is a cash increase of 7.7% for Sefton, 7.9% for the Wirral, 8.1% for Liverpool city, 8.4% for St Helens and 8.5% for Knowsley.

However, as every Member here will know, we vowed to build back better from the pandemic, and that is not only about local authority spending. We plan to do that through a cross-government mission to level up the country. We will increase our support for local councils, such as those in Merseyside, taking control of their destiny and stimulating their own growth.

Last week saw the long-awaited publication of our levelling-up White Paper, which Members referred to. It set out our plans. Part of it is about helping people directly; that is why we have changed the universal credit taper rate, making the average full-time worker £1,000 better off. Part of it is about employment support and the extra £1 billion we are spending on helping sick and disabled people into work, so that they have a chance to earn more money. It is also about directly increasing wages through our record increase to the national living wage, which again will make people about £1,000 better off.

On the one hand, we are helping people in Merseyside directly, and on the other we are devolving unprecedented powers to Liverpool and Merseyside. When we came to power, the only part of England that had any devolved powers was London, the capital and the richest part of England. That settlement was obviously unbalanced—good for London, but not necessarily good for the rest of the country. As Members mentioned, the Secretary of State for Levelling Up, Housing and Communities is speaking at the Spine in Liverpool today, alongside council leaders and metro Mayors—a post that did not exist when we came to power—from across the north of England.

However, we know that our ambitions for Merseyside will not be delivered without proper investment, so our ambitions are backed up with funding. Since Steve Rotheram’s election as Liverpool city region Mayor in May 2017, the Government have provided the city region with £172 million through the transforming cities fund and £332 million through the local growth fund, and will provide it with £710 million over the next five years to transform local transport networks. Across the Liverpool city region, four areas have also seen substantial cash injections through the towns deal programme, which is designed to rejuvenate high streets. That includes £37 million for Southport; that is one of the biggest town deal investments to date. Through that kind of funding, we can help restore people’s civic pride in the place they call home in the years ahead. I also draw Members’ attention to the launch last year of the dedicated freeport in Liverpool, which estimates suggest could add £850 million to the local economy and create 14,000 new jobs.

To answer a question raised by Opposition Members, Members should look forward to further details on the UK shared prosperity fund, which we will set out shortly. That fund is worth £2.6 billion and will back the sort of projects that help people access opportunities in places of need. To respond directly to one of the questions asked, that will be an allocative process, not a competition. We are responding to the desire of places to have certainty about their funding. A number of Members raised questions about the commissioners. None of us wanted commissioners to have to go in. According to the independent Liverpool City Council commissioners report last year,

“The Council is emerging from a difficult, somewhat toxic period that has led to police investigations.”

I do not want to delve further into that. However, none of us wanted those commissioners to have to be there. We hope that their work will be complete soon.

A few hon. Members spoke about the wider context. The tax share of GDP is at a record high; there is increased corporation tax and capital gains tax, so the rich are paying more through that route; a crackdown on tax avoidance has raised £160 billion-plus; we got rid of the double Irish arrangement and various other tax dodges that flourished under the last Labour Government; and we introduced the first tax on private jets. We have done a number of things to ensure that those with the broadest shoulders are paying, and that is why we are able to produce the increases in spending power for local authorities that I outlined.

Provided that the local government settlement passes through the House tomorrow, we believe that Merseyside and the local authorities making up the region will be on a firm footing for the year ahead. We are moving to a multi-year settlement as soon as we can. It is important to get that right. I am confident that the hon. Member for Wirral West and all those who have contributed to today’s debate will share in my pride at the progress that has been made in Merseyside over the past decade. If I think back to when my brother and friends used to live there, there has been humungous progress across Merseyside.

In Liverpool’s heyday, when it dominated transatlantic trade, it was considered the New York of Europe. Today, the fusing together of the powerful role played by the Liverpool City Region Combined Authority and its Mayor with significant Government investment in the region has given the city region a new lease of life. The alchemy of science, health, technology, culture and education that we see in Merseyside in 2022 is testament to a truly great city region, and to its people looking not back but forwards with confidence. Although the city region is part way through its renaissance, there is a lot of potential still to be realised, and I look forward to further discussions with colleagues from across the House on how we can best support Merseyside.

That this House has considered the provision of grit bins.

It is a pleasure to serve under your chairmanship, Mr Hollobone. I appreciate that for many observers, especially those in places such as London and the south-east, the provision of grit bins may not sound like a major issue, but in my home in the High Peak, things are bit different. Buxton, for example, sits 1,000 feet above sea level. As a result, we get a lot of weather. On average, temperatures here are at least 3° cooler than in London, and we can get snowfall as late as April and May—known locally as lambing snows. In November, Storm Arwen struck, leaving many homes in the more remote rural areas of the High Peak cut off, many roads impassable and some homes without power for as many as five nights. Just over a week ago, I was door-knocking in Harpur Hill when I got caught out by Storm Malik, which again left many without power.

I very much welcome the Minister’s commitment to levelling up. I know he has put a huge amount of work into it. I also welcome the discussions that he has already started to have with Durham County Council on a county deal for our area. We have started to see Government offices moving out of London and into the regions, and I know Durham is keen to engage in that space. Will the Minister comment on any discussions he has had, and will he engage further on that possibility?

Mr Hollobone, you rightly point out that it would be wrong of me to stray too far from our key subject of grit bins. None the less, I am extremely enthusiastic to pick up on my hon. Friend’s point about the Places for Growth programme, with the Treasury move to Darlington, the Ministry of Justice move to Wrexham and my own Department’s moving of a significant number of people to Wolverhampton. Those are hugely important investments in regeneration.

Returning to the core issue of grit bins and public safety, at the end of his speech my hon. Friend the Member for High Peak made an important point about how all new-build developments should come with that type of infrastructure. We are thinking about how we take forward the idea of an infrastructure levy, which would be an improvement on the section 106 and community infrastructure levy processes, to ensure that we have more developer contributions and much more flexibility about how the money is spent so that we can really pick up on all the different types of neighbourhood and community needs that hon. Members have raised this morning.

To conclude, I thank my hon. Friend the Member for High Peak and all hon. Members who have contributed this morning. The underlying theme of our discussion is that for too long a lot of the decisions that impact on local communities in our constituencies have been taken from far too far away, whether they are decisions about transport that are made in Whitehall and could be made in each of our shires, or decisions about grit bins that could be provided at the neighbourhood level through empowered local communities. If we change the rules, we can create more opportunity for people at the parish and neighbourhood level to do things for themselves.

On the subject of grit bins, I am sure my hon. Friend the Secretary of State for Transport will be interested in our debate today as he considers how winter maintenance might be improved further. I conclude simply by saying that although the issue of grit bins is a narrow one, and while various hon. Members have had the opportunity to highlight deficiencies in local provision, the issue strikes at a wider issue of power and decision making in this country. That is what our levelling-up agenda is all about: transferring control over important decisions from Whitehall to the local level through powerful devolution deals in places such as County Durham, Derby and Derbyshire, and also to the neighbourhood level through our changes to parish and neighbourhood legislation.

Children in Kettering deserve the very best start in life. First of all, that means a relentless focus on standards and discipline. It means ensuring that we have systematic synthetic phonics in primary school, and that children are fully literate, numerate and capable of going to secondary school by the time they reach the end of key stage 2. It means multi-academy trusts, which are delivering higher standards where existing schools have failed. It can also mean—I would be happy to discuss this with my hon. Friend—a new 16 to 19 sixth form like Brampton Manor or Harris Westminster, providing children from working-class backgrounds with the chance to go to the very best universities.

I am conscious of the issue raised by my hon. Friend. I will make a couple of points in response. First, he is absolutely right that we want a system that provides the school places and GP clinic places. That is why we want to change from the section 106 system to the infrastructure levy, which we believe will provide those sorts of bricks-and-mortar services more rapidly. He also knows that we are investing more in the NHS. I will not go into great detail on that; it is a matter for my colleagues in the Department of Health and Social Care. However, he knows that we are training up more doctors and nurses. That will take some time, but we want to invest more in the NHS.

My hon. Friend should also be aware that, as a result of the affordable homes programme, over £4 billion have been provided to the Greater London Authority and the Mayor of London to build properties in London for Londoners. I call on the Mayor to get on and build those properties, for which he has the funds, to take the pressure off places such as Kent. My hon. Friend also mentioned brownfield sites over greenfield. We are clear through the national planning policy framework that brownfield should be used first wherever possible. We have provided funds to that effect, which he will know about, either for big or small investments, which allow local authorities to focus on the redevelopment of brownfield sites.

I also tell my hon. Friend that as a result of the Environment Act 2021, which is now on the statute book, there is a requirement on developers to ensure a biodiversity net gain of at least 10% where developments take place. Again, that will ensure that where development happens, not only is bricks-and-mortar infrastructure provided, but environmental infrastructure is supported and enhanced. I am conscious, Mr Hollobone, that my hon. Friend will probably want to say a few remarks, so I will give him the opportunity.

Mr Hollobone, you honour me in allowing me further time to expostulate on the Government’s policies. We are conscious of the challenges that my hon. Friend raises. I am keen to ensure that the reform to the planning system that we have in mind will result in greater community engagement, the provision of infrastructure to give local communities the schools, school places and GP surgeries they need, an environmental support mechanism to enhance developments as they are brought forward, and more SMEs in the system to ensure new homes of different tenures, styles and types built in the places we need, so that we have a planning system which, while it will never be uncontroversial—there will always been controversies when it comes to individual developments—everybody understands, can buy into and can accept is fair, just and predictable. I look forward to further debates with my hon. Friend over the next several weeks and months, as we bring our proposals forward. I am grateful to you, Mr Hollobone, for your advice and guidance in the debate.

I am grateful to the Chair of the Committee. I would be happy to work with him should he require any further information or wish to discuss this matter further. If we go ahead with the proposal that I have made today, then the commissioners, once appointed, would report to me on a six-monthly basis and I would be happy to keep the House informed of the information they provide to me. We will ensure that there is an improvement plan in place for the city that is produced by the newly elected Mayor and their cabinet and supported by Liverpool City Council, but advised and guided by the commissioners. Then it will be absolutely essential that that plan is delivered. It will be for all of us in this House, and particularly for those Members of Parliament representing parts of Liverpool, to hold the council to account for the successful delivery of the plan. Our objective is to restore public confidence in the council as quickly as possible so that residents can have confidence that they have a well-functioning council in all respects, and so that all the legitimate businesses, developers and people wishing to contract with the council have complete confidence that Liverpool is a city open for business and they can work to drive up the city’s prosperity as we come out of the pandemic.

I praise both Max Caller, who is a superb inspector, and the Secretary of State’s decision to send in commissioners. Although the problems in Liverpool City Council are far worse, in 2018 Max Caller was sent into Northamptonshire to do a best value inspection, and subsequently the Government sent in commissioners. Since that point, under the leadership of Commissioner Tony McArdle and the new political leadership of Councillor Matt Golby, the situation in Northamptonshire County Council has been transformed and its performance has been raised beyond all expectations. Is it not the case that if councillors and officers in Liverpool City Council respond positively to the challenge set to them by the Government, public services in the city can be raised once again to the standards expected of them?
