I can only agree about the need for that information. I drive around an industrial estate in Aycliffe that has 10,000 jobs and lots of boxes in it. Behind each one of those boxes, there are so many different careers and opportunities. Getting visibility of that is absolutely crucial.

I am pleased to say that a north-east mayoralty has been created, covering the area from Newton Aycliffe, in my Sedgefield constituency, all the way through Northumberland to the Scottish border. The area has been allocated one of the investment zones, and I hope it will position itself as an arc from Sedgefield to Blyth, recognising innovation and science throughout the north-east. Attracting the right prime to support that should be a critical part of the role of the new metro Mayor, when they are appointed. That prime could then be a key platform for building career paths and educational pathways for the north-east’s students.

Students need to know about how such pathways can lead to great careers. When it comes to communicating opportunity, role models are a great tool. One of the best role models I have come across is our new chancellor of Durham University, Dr Fiona Hill. With her story, from the back streets of Bishop Auckland to Washington DC, or, as she calls it,

“from the coal house to the White House,”

Fiona is committed to supporting social mobility and I could not be more supportive of what she is trying to achieve.

While highlighting extraordinary stories like Fiona’s, we need the breadth of opportunities to be visible too. We need to shine a light on and support the extraordinary businesses and research in our area, because that will inspire people to apply. It is through personal application that opportunities arise. In my youth, there was a golfer called Gary Player, who said:

“The harder I work, the luckier I get.”

We need to inspire our young people to work hard and get lucky.

I conclude, as most Members have done, by thanking you, Mr Deputy Speaker, and the members of Mr Speaker’s team for their service, and I thank the people around this great place for everything they have done to make our lives easier. I thank my team—David, Maggie, Doug, Hannah and Jonathan—and, as always, my family and friends. My wife is in the Gallery; the biggest thanks go up there. As a Tees Valley MP, I am pleased to speak in this debate that is so relevant to many of my constituents. I have to admit that I am baffled by the Opposition’s choice of motion for the debate. If I were them, the last thing that I would want to do is spend hours discussing the lack of investment in the north-east by a previous Labour Government. It is only under a Conservative Government that we have started levelling up. The Opposition’s demand for the National Audit Office to investigate is also surprising, given their resounding silence when my right hon. Friend the Member for Newark (Robert Jenrick) ordered an inquiry into Liverpool, where actual corruption was taking place.

Labour has 17 Opposition days, which are meant to be used to discuss important issues, yet it has chosen to use today to throw mud at a successful levelling-up story. Labour could have used today to address the country’s priorities, which the Prime Minister set out in his five pledges. It could have talked about halving inflation, which has started to fall. It could have talked about economic growth, as recession is likely to be avoided: the OECD predicts growth of 0.3% this year and 1% next year. It could have talked about falling national debt, with borrowing forecast to fall every year according to the Office for Budget Responsibility. It could have talked about reducing waiting lists. The figure for patients waiting over 18 months peaked in September 2021 at 125,000; in March this year, it was 10,737. Labour could have talked about stopping small boats. Compared with last year, crossings are down by 20%.

Has Labour chosen any of those subjects or talked about any of its own plans? No. Could that be because the news from the shadow Chancellor is that she wants to avoid unfunded spending commitments? Well, that would mean that Labour Members would have nothing to say. Could it be that even their supportive unions call their policies naive and say that they lack intellectual rigour and thinking? Where does that leave Labour? Back to the mudslinging and talking down places like the north-east.

I am sorry, but I am proud of the Conservative-led transition of the Tees Valley. Teesworks is an excellent example of an industrial area that was neglected until a Conservative politician, Ben Houchen, came along and decided to do something about it. I remind the Chamber that doing nothing with the steelworks would not have been a neutral act, either. Even standing idle, it cost the taxpayer hundreds of thousands of pounds every week, while in 2015 unions warned that clearing the site to repurpose it for housing or industrial developments would cost as much as £1 billion.

The site required so much work to become usable again that its value was in the negative hundreds of millions. Until recently, the joint venture appeared to have a level of cross-party support among local politicians. For example, the Labour leader of Stockton Council voted for it, and the independent leaders of Hartlepool, Middlesbrough and Redcar and Cleveland all approved it. A wide range of people and organisations in both the private and public sectors have been involved in the development of Teesworks, which is another reason why I find it difficult to believe that there could be some alleged secret tie-up to swindle taxpayers, as seems to be suggested.

It remains a clear and obvious fact that although the hon. Member for Middlesbrough (Andy McDonald) alleges industrial-scale corruption when he is in this place and enjoying the protection of parliamentary privilege, despite many requests he has declined to repeat those allegations where he would have to defend them. Can I also remind him that another great success story in the Tees Valley is the resurgence of Teesside airport, driven again by the Tees Valley Mayor, after its almost total demise under the control of Labour-led councils prior to his election? The airport is now enjoying further growth in both passenger numbers and as part of the Tees Valley freeport, delivering economic growth and employment.

We have already seen remarkable progress as a result of the joint venture partnership, including the demolition plan that is two years ahead of schedule. Less than £250 million of public money has been invested in the site, yet it has already secured over £2 billion-worth of private sector investment. I must also mention in passing the 2,750 long-term jobs that are being created through this project. Job creation is always appreciated, but it is all the more important in this case, where 1,700 jobs were lost with the closure of the steelworks. Now that the site is doing well, Labour has decided to use it as another opportunity to talk down the north. Considering this was the first mayoral development corporation outside London, I think the record is pretty good.

The motion is about accountability and scrutiny of Teesworks, so we ought to note that Teesworks is double audited by Mazars and Azets, whose audit is then further audited by Mazars. Surely, if corrupt or illegal decisions had been taken, they would have been spotted by at least one of the accountancy firms, rather than going unnoticed? The Mayor, as has been said, requested that the National Audit Office become involved as a result of the accusations, but the Secretary of State decided that a more appropriate step would be to commission an independent review to consider the specific allegations.

As an aside, facts are always facts. The hon. Member for Stockton North (Alex Cunningham) alleged that—[Interruption]—Martin Corney’s son, sorry, had benefited. That is just incorrect. If the hon. Gentleman would like to intervene and correct the record, that is a choice for him to make. Silence.

The Secretary of State’s determination was that it would be inappropriate for the NAO to examine individual local government bodies. The fact that the Mayor requested NAO engagement would strongly support his contention that there is genuinely no corruption, wrongdoing or illegality.

I am disappointed that the Labour motion wastes parliamentary time and once again attempts to talk down progress in the north-east. It reminds me of the Leader of the Opposition, when it was announced that the Treasury was coming to Darlington, stating that it was not levelling up, it was giving up. With the success of Teesworks, Teesside airport, the Darlington Economic Campus and so on and so on, I for one am proud of what the Conservatives are doing to level up the Tees Valley. I hope that when we get a north-east mayor for the LA7, they will also be a Conservative and deliver in the same way that Ben Houchen has delivered, meaning that all my Sedgefield constituents can be as well served as that portion who reside in the Tees Valley.

My apologies. On the particular reference to the Prime Minister getting her severance and being in the job short-term, she was a Minister for many, many years, which drives the severance.

Going back to my final point, I have every confidence that the Chancellor and Prime Minister will do the right thing on Thursday. I look forward to the autumn statement.

That is probably why I have a couple of minutes more.

The £1.4 billion is the next instalment. That is on top of the previous sums poured into education, including £400 million into remote education. They total more than £3 billion. Given the large figures that have been flying around for the past year in the wake of the crisis, we need to remember that £3 billion is a lot of money. It is a huge amount of money that will fund huge improvements, and I am sure that the Treasury will find more funding, should it be convinced that the plans are fully understood and costed.

The proposals from Sir Kevan included huge sums to increase the school day. Sir Kevan’s job was to advise what would help children to catch up, and he did, by suggesting that they literally make up the hours lost. Having met brilliant local schools, such as Ferryhill, Woodham, Bishopton and Wellfield, I absolutely confirm that schools have been working full throttle in the past year.

In fact, to go back to Wellfield School for a second, I had the pleasure of going there last week. It is a school that has turned around over the past 10 years, from completely failing with no intake—an intake of 78, instead of 180—to now being oversubscribed. That is just a shout out to an incredible school that has done some incredible work over the past few years.

The school bell ringing at 3 pm does not equate to a teacher’s day, or the school day, finishing. Teachers take home marking, lesson plans and extra tutoring. The rest of the school staff are dealing with the many complications of a covid world throughout this pandemic. They have regularly needed to enable teaching and learning simultaneously in the classroom and online. Schools and teachers need our thanks and engagement, not the imposition of more work under a misguided assumption that they have anything left in their tank. At the very least, if we are to consider extending the school day, surely a consultation is imperative.

With a little more time than I anticipated, I also make a shout out for some certainty, please, on the school sport premium funding, which I saw at first hand at Walworth and Sedgefield primary schools recently. We also need to ensure that teachers are working more effectively, rather than longer and harder. We simply cannot afford teacher burnout. That is largely where the Government’s plan focuses.

Teacher training with £153 million will provide the opportunity for evidence-based professional development for early-years practitioners, while a further £253 million will expand existing teacher training and development and give 500,000 schoolteachers the opportunity to access world-leading training. Having access to such training, teachers will be able to ensure that their teaching time is even more effective and efficient, and strikes the balance between providing excellent education and not overstretching our teachers.

We need to trust that, having been given that training, teachers are the most qualified and best placed experts to teach children and to get their education back on track. That is the job that they have spent years of their life readying themselves for.

Getting funding approved for those methods that are widely agreed to be most effective, such as teacher training, while looking to consult on the effectiveness of less conventional areas, such as extending the day, reflect on a Government whose own methodology is to get on with it and not to sit on the fence. At times like this, we need to deliver the obvious and not let perfection frustrate progress. Should robust evidence be presented in favour of less-obvious educational methods, I have no doubt that the Treasury will take another look at them.

To conclude, I reiterate my thanks for the school and all the staff who have worked tirelessly and selflessly this past year. I will continue to support the Government’s initiative to have them working smarter, not harder, and I hope that they manage to have a break over what I hope will be a lovely, covid-free summer.

Better Jobs and a Fair Deal at Work

Jobs, in a constituency such as Sedgefield, are the key to the equalisation of opportunity that the Prime Minister has promised. Jobs are the foundation from which we can deliver opportunity, opportunity stimulates aspiration, and giving people aspiration is the key to them supporting the whole build back better and levelling up agendas. We have to remember that jobs deliver not only a source of income for people, but are also the key to giving them the self-worth that enables them to feel they are contributing to society, as opposed to just taking from it.

That means that we need to consider jobs in as holistic a context as possible. We need to facilitate the creation of high-level, well-paid technical jobs as well as roles in support and voluntary organisations, with the opportunity to deliver these through the green agenda. The community infrastructure fund is a step in the right direction, but I would like further consideration to be given to support for local social infrastructure, as proposed by the all-party group for “left behind” neighbourhoods, which I co-chair, and the desire to see a community wealth fund delivered to support the provision of capital resource that enables voluntary organisations to deliver both volunteers and support staff, rather than just spending time sourcing grants to enable them to survive.

The development of the economic hub in Darlington, which neighbours my Sedgefield constituency, is a critical platform to deliver more high-value jobs in an area ready for this stimulus. This is levelling up, not giving up, by any agenda. The key rail infrastructure project I support, the reinstatement of Ferryhill station, is a perfect example of how we deliver opportunity. It will connect people in Ferryhill and the surrounding villages through this rail link to the freeport and all the other outstanding employment initiatives being delivered by the Tees Valley Mayor in Teesside.

On local industry, I look at companies such as Cleveland Bridge, Cromex, Filtronic, 3M and myriad small and medium-sized enterprises that need our focus on improved Government procurement processes, which will deliver greater resilience for our critical national supply needs and be a platform to encourage investment. A lot of the representations I get suggest that the best thing the Government can do to stimulate growth is utilise their purchasing power and place orders. An acceleration of Government procurement programmes can send key critical messages to sectors, encouraging private sector investment. The procurement Bill needs to deliver a programme that drives towards a more resilient and robust UK-based manufacturing platform, and ensures that public sector expenditure is strongly encouraged to support our UK business.

On stimulating jobs, there is no better place to start than with the entrepreneurs of this country, who have seen the stimulation of young employment through the kickstart scheme. I and my hon. Friend the Member for Stoke-on-Trent Central (Jo Gideon) have proposed an enterprise kickstart scheme, whereby instead of funding apprentices we fund entrepreneurs to allow them to kickstart a small business—

The people of Sedgefield respect the difficulties and challenges involved in how best to control the virus. We understand that we must look after our vulnerable, and we understand that the picture is complex. As hon. Members would anticipate, I have had representations ranging from, “We shouldn’t be allowing anyone to do anything until we have a vaccine” through to “We’re infringing human rights by impinging on civil liberties.” We understand that this is complex. We also understand that the simpler the message, the more clarity can be delivered and therefore the more likely it is to be acted on.

Unfortunately, there are also things that we do not understand. The north-east has been grouped as a region with an edge running through the south of my constituency and all the way up to the Scottish border—a distance of 136 miles and a geographic area of 3,344 square miles. Sedgefield as a constituency has only 140 of those square miles and a population of 85,000. Its population density of 600 per square mile reflects the County Durham figures. However, we are also linked to towns such as Newcastle, which has a density of 6,100 per square mile. That is 10 times as much, and poses a very different risk. Our concern is the agglomeration of this mass. Sedgefield sits in the middle of this. It does not have a city centre. It has many rural villages and a small town. The only reasons people are leaving their communities and travelling are for work and retail, and that is the same across all tiers.

Our hospitality is primarily village pubs and a few hotels. A number of those, such as Walworth Castle, Redworth Hall, and The County in Aycliffe Village, are among those that have made representations to me. They deal almost exclusively with food and meals, with limited accommodation demand other than from workers, and need whatever opportunity Christmas spend would bring. The risk of inter-community transmission from tier 2 restrictions here would be extremely low, but we are tier 3.

I welcome the extra support for hospitality, but we should recognise that these businesses are the lifeblood of these communities and desperately need help and to be allowed to open economically—and not just them, but their extended supply chains. I would like to see rural areas considered differently from cities when it comes to hospitality rules. I would like to see non-food venues evaluated by their risk profile, perhaps by local councils, so a wet pub or private club—be that a golf club or what was previously known as a working men’s club, such as the Big Club in Newton Aycliffe—that has been able to introduce covid compliance could open. Instead, we are grouped into a mass that includes city centres with significantly higher risk profiles, and an exit is difficult to see.

Hope and optimism are the key to getting us through these winter months. The Government should enable those that can provide controlled environments to do so. We need to communicate personal responsibility, in that the rules cover a broad church and we all have to look after our friends and relatives, particularly those that are vulnerable, and we should not max out on our options.

Regionally, numbers are trending well. I support the concept of tiers, but I find it very difficult to accept the size of the regions and the current application across diverse and separate geographies. Please can we see some light on our journey? Can we have some hope for our collapsing hospitality trade? Please reconsider the gravity and pressure of tier 3 on these low-risk enterprises and provide signals as early as possible of any opportunity to trade. It is no good telling them on 16 December, “You can open for Christmas.” No stock, no staff, no bookings—
