I thank the right hon. Gentleman. By the way, I think that much of the work he did on renewables when he was in office was prescient and valuable for this country, and it has put us in a stronger position to resist the Russian gas blackmail. As I told the House just now, only 3% of our gas supplies come from Russia, but he is right about the spike in prices, which is why we are working together with President Biden and other colleagues to see what we can do to increase the supply of gas both to Europe and of course to this country.

If Russia invades Ukraine, does my right hon. Friend see the potential, as I do, for it to lead to a flood of refugees crossing from Ukraine into the EU? Poland, Romania and Slovakia could see massive flows of displaced people. Indeed, it could be part of Putin’s thinking that the EU could be so distracted and full of infighting over refugees that it could not respond militarily. What does my right hon. Friend think the response from Brussels would be? Maybe the Poles should have a bus station at the border crossing ready to take people to Germany and France, especially as it is Berlin and Paris that have watered down any NATO response thus far. If this massive flow of refugees happens, it may well be the end of the EU.

My hon. Friend is making a valuable point, because we have seen only recently how refugees from Belarus have been used as tools of political warfare. We have to be conscious of the potential for the Kremlin to trigger exactly the kind of refugee crisis he describes.

I thank the hon. Lady very much for raising this with me, and I am very sorry to hear about the tragic circumstances of Freddie’s death. We want to free up B + E licensing time so that we can get more people qualified as HGV drivers, but that cannot compromise road safety, as she rightly says, so we will review the legislation and its consequences at regular intervals.

Q14. From 2 to 5 December, Lincoln will be hosting its world-famous Christmas market in the grounds of the historic Lincoln castle, and it would be remiss of me not to invite my right hon. Friend the Prime Minister and yourself, Mr Speaker, and all other colleagues, even those on the Opposition Front Bench, to come and enjoy the marvellous long weekend of festivities. However, what is less than marvellous for my constituents is the levelling down of Lincolnshire’s highway maintenance grant by 25% on 2019-20 levels. Can my right hon. Friend use his influence to cause the Treasury and the Department for Transport to revisit that unfortunate decision? Restoring the grant to 2019-20 levels is imperative to the safety of my constituents, whether in vehicles, cycling or walking, as I would hope my right hon. Friend agrees.

I am sorry—she defied the Labour Whip. Forgive me, Mr Speaker. She defied the injunction to dither from the ditherer-in-chief. She did not obey his instruction to dither. I would take her more seriously if her party leader would vote for measures that would open up the economy while protecting lives across the UK.

I would like to thank my right hon. Friend and his Cabinet colleagues for last week granting my request to fund the North Hykeham relief road, the final part of the eastern bypass around my constituency of Lincoln. I look forward to seeing internal combustion engine vehicles gliding over its smooth tarmac surface for many decades to come. As the Prime Minister will know, my constituents have made their views clear to me on the recent decisions on lockdown and the new tier system, as they normally and refreshingly do. Lincolnshire is a very big space, so although my county colleagues succumbed to the wily charms of the Secretary of State for Health last night, will my right hon. Friend seriously consider allowing local decision makers the chance to set the tier systems locally? After all, local decision makers know their patches far better than any Whitehall official. Local businesses in Lincoln, including some ExcludedUK members who have yet to receive any support, are desperate to get back to work and to fire up our UK economy.

I am grateful to my hon. Friend, and I repeat what I said to the House several times yesterday afternoon. Of course we want to reflect local conditions as closely and accurately as we can in taking our decisions about tiering, but we must look at the entire national picture. On his point about internal combustion engines, I would just remind him that a hydrogen engine can also be an internal combustion engine.

All Government contracts are of course going to be published in the due way and they are already being published. Again, I must say that it is extraordinary that the right hon. Gentleman now attacks the Government for securing personal protective equipment in huge quantities. I want to thank again all the people who were involved in that effort: Lord Deighton and literally thousands of others who built up a mountain of PPE against any further crisis.

The right hon. and learned Gentleman talks about transparency and moving too fast to secure contracts. He should know that the shadow Chancellor of the Duchy of Lancaster, the hon. Member for Leeds West (Rachel Reeves), wrote to the Government, attacking us for failing to approach various companies, including a football agent who was apparently offering to supply ventilators and a historical clothing manufacturing company that offered to make 175 gowns per week and whose current range includes 16th century silk bodices. Again, at the time, he bashed the Government for not moving fast enough. It is absolutely absurd that Captain Hindsight is now once again trying to score political points by attacking us for moving too fast. I am proud of what we did to secure huge quantities of PPE during a pandemic. Any Government would do the same.

I feel like a positive rose between two negative thorns today. I am sure that my right hon. Friend is aware of recent successes that Lincoln City Football Club, the pride of my constituency, have enjoyed. Unfortunately, covid-19 has hit football hard, especially those clubs dependent on ticket sales. Will he urge his Cabinet colleagues to review grant funding for football clubs and perhaps outline how we can return fans to matches at all levels of the game, as I have requested in previous correspondence? As it has been a while since the Prime Minister visited Lincoln, would he care to join me at an Imps match when we can return in person as fans of the beautiful game?

I can tell my hon. Friend that we do not want any football team to go out of business as a result of this pandemic and that we are doing everything we can. I understand the frustration of fans, and we want to get crowds back into the ground as soon as possible. As for his invitation to come and watch the Imps, I will do whatever I can to oblige as soon as possible. I will bear his invitation in mind.

The hon. Lady is right to draw attention to the issue. In addition to the £600 million care home action plan that we announced earlier this year, we will put further funding into care homes in the short term, but also making sure that we have long-term reform of that sector. As I said to the right hon. and learned Member for Holborn and St Pancras (Keir Starmer) earlier, we will bring out specific guidance to enable people to visit loved ones in the way that they should and they must.

My right hon. Friend and I share similar libertarian views, and I guess that some of the decisions he has taken for the country’s common good were contrary to his personal creed and feelings. While those of us with higher political morals than Captain Hindsight on the Opposition Front Bench have sought to do our collective best during recent times, what does my right hon. Friend believe are the views regarding antisemitism, following the recent Equality and Human Rights Commission report, that the current Leader of the Opposition—a knight of the realm, no less—holds now? Does my right hon. Friend believe that they are any different from those the right hon. and learned Gentleman displayed when serving the right hon. Member for Islington North (Jeremy Corbyn)?

The only comment I would make on all that was that I was genuinely amazed that the leader of the Unite union should make a remark of the kind that he did, and that the Labour party should remain in receipt of funding from Unite and take no steps to dissociate itself from that union after that remark. I did find that absolutely astonishing.
