Yes, I absolutely agree. Our school rebuilding programme is much more efficient and much cheaper. It comes complete with classroom walls, and it is definitely much quicker to build as well.

How many of the schools affected are academy schools? Are any of them free schools or stand-alone academies? For those schools that are not directly accountable to the Department for Education, what support are the Government giving to local authorities and diocesan authorities? In cases such as that of the school affected in my constituency, it is the Church of England that is on the frontline, so it needs extra help as well.

The Church of England is the responsible body for some of the schools as well. The schools affected were built between 1950 and the mid-90s—it is only schools built during that period—and we will work with all the responsible bodies.

We are reforming technical education to support progression and meet employer needs. Our initial figures show that nearly 5,500 new students started T-levels in September last year, more than four times the number who started in 2020. We do not routinely publish take-up data on individual qualifications such as Pearson BTECs, but we will publish in June the number of students who were studying for applied general qualifications at the end of 2021.

More than a quarter of a million students are studying BTECs, but the Government are rushing ahead with a set of changes about which parents and schools and colleges are very concerned, especially as BTECs are taken up disproportionately by the most disadvantaged families in the most disadvantaged communities. One of the issues that have been raised with me is the limited number of opportunities and qualifications that will be available under T-levels, in comparison with BTECs. Can the Minister explain how a levelling-up agenda is being advanced by a reduction in the range of opportunities available to such students?

It was a central finding of the Sainsbury review, led by a Labour peer, that the vocational qualifications system should be simplified. What we are doing is creating world-class gold-standard qualifications that will give students meaningful work placements that will enable them to acquire qualifications designed by employers to give them the skills that the economy needs.

On 8 April we announced that we are working with 16 colleges in some of the worst conditions, and we expect to announce the outcome of the first FE capital transformation fund bidding round in October. The condition improvement fund 2021-22 application round for schools closed on 14 January, and outcomes will be announced later in the spring.

Further education colleges are central to the roll-out of the Government’s skills agenda, yet in London the teaching grant for further education colleges has been cut by 13.7%, which is equivalent to a loss of £64 million. Will the Minister explain why the levelling-up agenda has meant levelling-down for further education in London?

I thank my right hon. Friend for highlighting something that he and I care so passionately about: ensuring that children from the most disadvantaged backgrounds are not left behind. That is why the national tutoring programme and the covid catch-up fund are so vital, not only for his constituents but for my constituents and all our constituents from those most disadvantaged communities. We recognise that this pandemic has impacted every community up and down the country. It is vital that we do everything we can to get them back on their feet, learning and closing that gap once more.

If I may continue on the theme of resources for home-based learning, we know that it is less satisfactory than children being at school but infinitely better than nothing. Unfortunately, nine months into the pandemic, only 700 laptops have been distributed in my borough, despite there being 5,000 children on free school meals. Will the Secretary of State explain why it has taken so long to make sure there is adequate access to laptops? Will he also advise everybody how many children in each constituency are deemed to be in need of capacity for home-based learning, so that we are able to assess just how effective the distribution of laptops has been?

I will certainly happily provide the latest information on the distribution of laptops in the hon. Member’s constituency. The reason we announced the uplift to the distribution of 1 million laptops is that we recognise that the challenges of the pandemic require more digital provision. That is why we took the move to increase it from 500,000 to 1 million.

We have also announced supplementary funding of up to £23 million for maintained nursery schools, which often care for higher numbers of disadvantaged pupils, and will continue to work with local authorities to monitor the sector.

I thank the Minister for that answer, but last week research was published by the TUC showing that four out of 10 working mothers either did not have or could not rely on childcare to enable them to return to work. Of those, a quarter could not rely on having a nursery place. Given that there is already a £660 million gap in early years funding, what is the Minister doing to make sure that we do not see a further loss of early years providers in the coming months?

I thank the hon. Lady for her question. Childcare is vital for working parents, which is why this Government introduced the 30-hour entitlement and why we are investing £3.6 billion in early years this year. Breakfast and after-school clubs are also able to open and schools should be working to resume this provision from the start of this term. We have updated our guidance for providers. Any parent who may be struggling to find early years provision should contact their local authority, but I hope the hon. Lady will join me in welcoming the funding for maintained nursery schools, including three in her constituency.

We are, of course, absolutely committed to helping everybody who may find themselves looking for a job during this period through no fault of their own, to have access to training at any age, at any stage. That is why the Chancellor set out his plan for jobs to give businesses confidence to retain, hire and get careers back on track. That includes £1.6 billion of scale-up employment training support and apprenticeships. We are investing in high-quality careers provision, incentivising employers to hire new apprentices, tripling the number of sector-based work academy placements and doubling the number of work coaches. We are also investing £2.5 billion, which will be available in April 2021. I am sure the colleges will be very much looking forward to that. We are working to make sure that everyone has access to training. I am, of course, very happy to meet colleges and will be very happy to do so with the hon. Lady.

Thank you, Ms Buck. I was addressing the concern raised at the start that there are not enough high-quality school places, whereas we have been focused on creating more good school places, because that is a key part of our education reforms. However, I will adhere to your strictures, Ms Buck, and address the statutory duty to provide enough school places, which sits with local government. The Government provide basic need funding for every place that is needed based on the statistics supplied by the local authority. The local council of the hon. Member for Edmonton, the London Borough of Enfield, has been allocated £122.7 million to provide new school places between 2011 and 2021.

We have an effective admissions system to ensure that schools and parents are supported when school places are allocated. All mainstream state-funded schools, including academy schools, are required to comply with the school admissions code, which is designed to ensure that the practices and criteria used to decide the allocation of school places are clear, fair and objective. The code is clear that admissions authorities must ensure that their arrangements will not unfairly disadvantage, either directly or indirectly, a child from a particular social or racial group, or a child with a disability or special educational needs. It is for a school’s admission authority to set its own admission arrangements, provided that they are lawful. For community and voluntary control schools, the admission authority is the local authority; for foundation and voluntary-aided schools, it is the governing body; and for academies, it is the academy trust.

For normal admissions rounds, parents can apply to the local authority in which they live for places at their preferred schools. Parents can express a preference for at least three schools. If a school is undersubscribed, any parent who applies must be offered a place. When oversubscribed, a school’s admissions authority must rank applications in order against its published over-subscription criteria. Parents then receive a single offer of a place at the highest preference school that is able to offer their child a place. If a local authority is unable to offer a place at any of the parents’ preferred schools, it will offer a place at a suitable school. The latest report from the offers of the schools adjudicator, published on Monday, states that we do have an admissions system that works effectively in those normal rounds, as I have said earlier.

The latest preference data confirms that the admissions system is working well for most families. In 2019, 97.5% of applicants were offered one of their top three preferred primary schools and 93% of applicants were offered one of their top three preferred secondary schools. In the London Borough of Enfield, the hon. Lady’s local authority, 95.8% of applicants were offered one of their top three preferred primary schools and 85.5% were offered one of their top three preferred secondary schools in 2019.

We understand that where demand is high, parents cannot always secure a place at their preferred choice of school, but parents refused a place at a school for which they have applied have a right of appeal to an independent appeal panel. The schools admission authority is responsible for establishing that appeal panel, but the panel itself is an independent body. The admission authority has no control over its decisions. The appeal panel must come to its own conclusions.

I am grateful to the hon. Member for Edmonton for introducing the debate. It is timely, because next Monday will be national offer day, when thousands of parents up and down the country will hear what school their child will go to in September. We want all children to have fair access to a good school place, regardless of their background. Academies and free schools create a healthy choice for parents, while raising standards in education. The school admissions system, underpinned by the statutory school admissions code, supports the system effectively, providing the tools that schools need to allocate places in a fair and objective way.
