To ask the Secretary of State for Business and Trade, if she will make an assessment of the compatibility of the Retained EU Law (Revocation and Reform) Bill with the Windsor Framework.

The Windsor Framework protects the economic rights of the people of Northern Ireland and provides us with the basis to move forward together as one united country. The Retained EU Law Bill does not impact the Framework.

Furthermore, the Government has always been clear that we are committed to taking the necessary steps to uphold the UK’s international obligations after the sunset date, including those obligations in the Withdrawal Agreement and now in the Windsor Framework.

To ask the Secretary of State for Business and Trade, whether she has made an estimate of the number of subpostmasters who received compensation following the settlement of the civil court case on the Post Office's Horizon IT system who have sought tax advice on that compensation; and if she will make an assessment with her Cabinet colleagues of the potential financial loss that may be sustained by affected people who have not sought such advice.

The Government is working with Post Office to ensure all victims of the Horizon IT scandal are returned to the financial position they should have been in had the wrongs not occurred.

Both Post Office and the Government want to see fair compensation for all victims and are looking at the tax issues raised so that if any unfairness is identified in individual cases, this can be addressed.

To ask the Chancellor of the Exchequer, what recent assessment he has made of the adequacy of Post Office banking deposit limits for business customers.

The government recognises that cash continues to be used by millions of people across the UK and that access to deposit facilities is an important factor in supporting the continued acceptance of cash.

In 2020, the National Risk Assessment of Money Laundering and Terrorist Financing noted an increase in the abuse of cash-related services, such as cash deposit services, in Post Offices.

The Financial Conduct Authority (FCA) and banking sector have since been working to address these vulnerabilities. As part of this, banks are implementing a range of enhanced financial crime controls for cash deposits made at the Post Office.

Throughout, the FCA has discussed with banks the importance of considering the impact of the changes they are making on customers. The rollout of these financial controls is still at an early stage and the FCA is continuing to work with the Post Office and the banking sector to ensure that the financial controls strike an appropriate balance between dynamically combating illicit finance, and helping to maintain appropriate access to cash deposit services for legitimate customers.
