The Prime Minister
I thank my hon. Friend for raising this important local issue. Any application for a toll revision will be considered by the Transport Secretary at the right opportunity when it has been received, but I am told that there are plans in place to create a new locally led focal group of key stakeholders to ensure that there is a real opportunity for them to make their views about crossings heard, and I know that she will play an active role in that group.

Yesterday saw the Northern Ireland Assembly for the first time in its history exercise its new veto powers to prevent the application of new EU law that would harm our ability to trade with the rest of the United Kingdom. That is something that the DUP campaigned to achieve when others were calling for rigorous implementation of the protocol. To his credit, the Prime Minister was able to work with us to deliver the real changes to the protocol that will help to restore Northern Ireland’s place within the United Kingdom and its internal market.
Will the Prime Minister now assure me that the Government will continue to faithfully implement the measures outlined in the Command Paper, “Safeguarding the Union”, including fully restoring our place within the United Kingdom and its internal market and ending the unnecessary checks on goods moving from Great Britain to Northern Ireland?

I want to congratulate my right hon. Friend again on his leadership of Unionism. I agree that it has been an encouraging few weeks, and I salute the work of the First Minister and Deputy First Minister in representing the future of Northern Ireland. I assure him that we will implement our commitments at pace, including further regulations to be laid before this House in the coming days to take power to deliver those commitments on UK internal trade. We are also hosting the first meeting of the UK East-West Council and establishing Intertrade UK, but it comes down to this fundamental point, and I know that he will agree: Northern Ireland’s place is stronger in the Union, with locally elected politicians in place representing the needs of all parts of the community.

Further to the question from my hon. Friend the Member for Strangford (Jim Shannon), will the Secretary of State join me in welcoming the fact that the new UK East-West Council will have its first meeting next month in Belfast? One of its key objectives is to encourage greater educational co-operation across the United Kingdom, as well as binding Northern Ireland more closely into the wider economy and the UK internal market.

I am happy to join the right hon. Gentleman in welcoming the new East-West Council and its situation, and I also look forward to seeing the North South Ministerial Council functioning. The UK East-West Council will bring together a wealth of experience and knowledge from representatives of the United Kingdom Government, the devolved Administrations, business and the culture sector, and educational leaders. We are committed to getting it working in March and doing good things.

The Secretary of State referred earlier to the financial package that the Treasury has put in place to support our public services in Northern Ireland, but our commitments on public sector pay mean that there remains a significant gap in the next two financial years. Will he work with us to seek further support from the Treasury, so that we can ensure that the Executive lives within its budget and that we can pay our public sector workers a decent wage for the vital work they do?

When it comes to illegal migrants, we need to have a system whereby, if someone comes here illegally, they should not be able to stay. My right hon. Friend the Home Secretary has asked for more information about the extent to which migrants converting to Christianity is playing a role in our asylum system. More generally, under our Illegal Migration Act 2023, anybody entering the UK illegally will not be granted asylum here. That is why we need to have somewhere to send them and why our Rwanda scheme is so important. The Labour party has blocked these measures every single step of the way, because it does not have a plan and it will not keep Britain safe.

I thank the Prime Minister for his dedication and leadership in helping us to restore our place in the United Kingdom and its internal market and to revive our political institutions at Stormont. The Union is more secure as a result of our combined endeavours and, together, we have greatly enhanced the potential to build a strong and prosperous economy that will help to cement our peace in Northern Ireland.
Securing peace in an unstable world is vital for all of us, so will the Prime Minister examine the findings of a recent report by Policy Exchange that calls for Northern Ireland to play an even greater role in the defence of our nation?

May I start by thanking and paying tribute to my right hon. Friend for his own leadership over the past few months? He and I agree that the Union is stronger for the return of devolution and the work that we have done. I would be delighted to examine the findings of the report, and I have seen, with my own visits, the vital role that Northern Ireland is playing through the location of firms such as Thales and Harland & Wolff. However, as he will know, I was delighted that, in last week’s Command Paper, we specifically committed to examining how we can further bolster Northern Ireland’s share of the UK defence sector, because it is another essential pillar of our precious economic Union.

The Prime Minister
My hon. Friend and the headteacher of Alston Moor Federation, Gill Jackson, have done a fantastic job in securing more funding. I wish her well for what I believe is her upcoming retirement.
As my hon. Friend knows, our school travel policy ensures that no child is prevented from accessing education by a lack of transport. Not only do we have home-to-school travel policies, but the 16 to 19 bursary fund can be used to support young people with transport costs, and, more generally, we are taking action to keep bus fares capped at £2. However, I will happily ensure that my hon. Friend secures a meeting with the relevant Minister to discuss his proposals further.

The Prime Minister will be aware of Unionist concerns about the need to remove the Irish sea border created by the protocol, which disrupts the UK’s internal market. Will he bring forward legislation to amend the United Kingdom Internal Market Act 2020, and both guarantee and future-proof Northern Ireland’s unfettered access to the UK’s internal market in all scenarios?

I thank my right hon. Friend. I recognise the need to do more in this area, and I can confirm to him that the Government do stand ready to legislate to protect Northern Ireland’s integral place in the United Kingdom and the UK internal market, alongside an agreement to restore the Executive. We can do this apace, and I know that my right hon. Friend and his colleagues are working hard to achieve that. Our NHS, our police officers and the most vulnerable in Northern Ireland need devolved government urgently, and I think it is incumbent on all of us to work to work day and night to help to achieve that.

My right hon. Friend knows that we have to take action to address the unacceptable cost of housing migrants in hotels. I thank him for the constructive approach he has taken to RAF Scampton playing a role in respect of that. Of course, Home Office Ministers will have heard his broader representations, and I am sure they will respond to him.

May I, on behalf of my colleagues, extend our deep appreciation to all those past and present who continue to be dedicated to our NHS, including our staff in the health and social care system in Northern Ireland?
In Northern Ireland, GPs, nurses, doctors and carers are adversely constrained by a lack of sufficient funding for our health service. The Northern Ireland Fiscal Council has highlighted that our allocation falls beneath need, which compounds the difficulty year on year. Will the Deputy Prime Minister assure me of the Government’s willingness to engage on this issue and ensure that public services get what they need to continue delivering for the people of Northern Ireland?

The Deputy Prime Minister
My hon. Friend is absolutely right. After years of neglect under Labour, it is now the Conservatives—thanks in no small part to my hon. Friend—who have been levelling up in Stoke-on-Trent, with £11 million from the shared prosperity fund, £12 million from the levelling-up fund and £4 million from the regional growth fund, supporting over 500 jobs, along with £28 million of private investment. That is the difference for the people of Stoke under a Conservative Government.

Yesterday, the Secretary of State for Northern Ireland told us that the Security Service, MI5, had increased the terrorism threat level in Northern Ireland to “severe”. Responsibility for dealing with terrorism and national security rests with the Government of the United Kingdom, including in Northern Ireland. Will the Deputy Prime Minister assure me and the people of Northern Ireland that the Government will provide the Police Service of Northern Ireland and the Security Service with the resources that they need to counter this serious terrorist threat?

The right hon. Gentleman is absolutely right. Of course the threat level is kept under constant review and we take into account a range of factors—he will be very familiar with them. It is disappointing that the threat level has gone up, but I think it is worth saying that it has been in significant decline, in terms of the number of Northern Ireland-related terrorist attacks and attempted attacks, since the peak of the violence in 2009 and 2010. None the less, we will of course make sure that all the resource is available to the PSNI. The public are reminded to remain vigilant and report any suspicious behaviour or activity.

I am delighted to confirm to my hon. Friend that residents of Northern Ireland will be able to enjoy the sausages produced by the great businesses in his constituency. The framework ends the ban on chilled meats, such as sausages and seasoned lamb joints, meaning that supermarket shelves in Northern Ireland will be able to stock the products that customers want and have bought for years.

But the reality for my constituents, and businesses such as McCartney’s delicatessen in Moira, is that although they can bring in sausages from Yorkshire or any other part of the UK that are made to British standards, the sausages they make in Northern Ireland, part of the UK, have to be made to EU standards, because EU law applies to all manufactured goods in Northern Ireland. So why is it right to bring sausages from Great Britain to Northern Ireland and sell them in Northern Ireland, but it is not right to sell British sausages made in Northern Ireland in Northern Ireland?

I understand the force and passion with which the right hon. Gentleman makes this point, but he knows that what we have done is reduce the extent of EU law in Northern Ireland to the absolute minimum consistent with keeping open an infrastructure-free border with the Republic of Ireland. I appreciate that this is a compromise that for many people will go too far, but I believe it is the right decision in these circumstances.

Thank you, Mr Speaker. The reality is that Northern Ireland’s place within the UK internal market has not been fully restored by the Windsor framework, because EU law applies to all manufactured goods in Northern Ireland, despite the fact that of £77 billion-worth of goods manufactured in Northern Ireland £65 billion are sold in the UK. All of those goods must comply with EU law, regardless of where they are sold. Can we not get back to the proposals in the Northern Ireland Protocol Bill, which mean that UK law applies unless a business wants to trade with the EU, in which case it must follow EU law?

On the proposal for dual regulation, that was not what constituent businesses in Northern Ireland wanted. At some point, even unrelenting figures such as myself do need to compromise and give the voters what they want. I recognise that compromise is extremely difficult. We are in a position where we have an opportunity to move forward together. The right hon. Gentleman knows, as I do, that the manufacturing of most of the kinds of goods to which he is referring is done to international standards. So given all the circumstances, this is a reasonable compromise for Northern Ireland.

I thank the Father of the House for his support and his observations. He is right about the agreement that we have struck. It resolves the problems that we know about, but it also puts in place structures and mechanisms to resolve anything else that might come down the line, because it is important that there is close dialogue not just with the European Union but with communities and businesses in Northern Ireland. That is something that they have asked for, and as a result of this agreement, they will have new engagement and new ways to make their voices heard, so that we can continue to make sure that we do the best for them and their communities in Northern Ireland.

On behalf of the Democratic Unionist party, I should like to add our voice in tribute to the late Betty Boothroyd, who was my first Speaker and a wonderful woman who brought so much to this House. I also want to add our sympathy to the family of DCI Caldwell. He continues to be in our prayers. I was pleased to stand with the other leaders and with the Chief Constable in Belfast on Friday and to be clear that the people who perpetrated this evil have no place in the future of Northern Ireland.
I believe that our judgment and principled position in opposing the protocol in Parliament and at Stormont have been vindicated. Undoubtedly, it is now recognised that the protocol does not work. When others said that there could be no renegotiation and no change, it was our determination that proved what could be achieved. I would like to thank the Prime Minister and his predecessors for their work and engagement to date on this issue. In broad terms, it is clear that significant progress has been secured across a number of areas, but we also recognise that there remain key issues of concern. For example, there can be no disguising the fact that in some sectors of our economy in Northern Ireland, EU law remains applicable in our part of the United Kingdom.
My party will want to study the detail of what has been published today as well as examining the legal text, the political declaration and the Government’s Command Paper. Where necessary, we stand ready to engage with the Government in order to seek further clarification, reworking or change as required. My party will now assess all the proposed outcomes and arrangements against our seven tests, outlined in our 2022 Assembly election manifesto, to determine whether what has been published meets those tests and whether it respects and restores Northern Ireland’s place within the United Kingdom.
In this regard, I agree with the Prime Minister that the issue of sovereignty is crucial. Article 6 of the Act of Union—the very basis of the Union itself, the economic union of the United Kingdom—was seriously undermined by the Northern Ireland protocol and its implementation, and that needs to be resolved. Some £65 billion of the £77 billion of goods manufactured in Northern Ireland are sold within the United Kingdom: we sell the overwhelming majority of what we produce within our own internal market. I want an assurance from the Prime Minister that not just now but in the future the Government of the United Kingdom will protect Northern Ireland’s place within that internal market and not allow the application of EU law to put barriers in the way of our ability to trade with the rest of our own country.

As the hon. Gentleman highlights, the NHS right across our Union is facing pressure because of some of the challenges of flu and covid in particular causing high bed occupancy this winter. We are focused on delivering on the people’s priorities and bringing down the backlog. We have currently already eliminated waits of over two years and, as the hon. Gentleman says, there is more to go. That is why our investment this week into mental health treatment will ensure that we can ease the pressure further in A&E, and I continue to deliver that across the country.

I echo the comments of the Prime Minister in relation to Holocaust Memorial Day, and as we think of the situation in Ukraine, we also extend our best wishes to President Zelensky on his birthday.
Freedom of religion or belief is important in this country. Isabel Vaughan-Spruce was praying silently outside an abortion clinic in Birmingham when she was arrested and questioned by the police, not about her written or spoken words, but about her thoughts. We value freedom of religion or belief in this country. Will the Prime Minister commit himself to examining the laws of the United Kingdom to ensure that this country remains a beacon for freedom of religion or belief across the world?

Of course we believe in freedom of religious expression and belief in this country, but we are also balancing that with the rights of women to seek legal and safe abortions. That is currently being discussed in this Parliament. These are always matters of a free vote, and I know that Members will treat them with the sensitivity they deserve.

I thank my hon. Friend for her campaigning on this. Yes, we will of course continue to monitor the condition of Belper Mills and the planning applications. The best I can say is that we strongly encourage all the local bodies—whether it is the council or the applicant—to continue to work together because, above all, her constituents will want to continue to celebrate the proud and rich tradition represented by Belper.

I am sure that the Deputy Prime Minister will join me in welcoming the comments made yesterday by the Foreign Secretary to the European Scrutiny Committee—that securing Northern Ireland’s place within the Union will be the priority of the Government in the negotiations with the European Union on the Northern Ireland Protocol. One of the benefits of the Union is the support that the Government of the United Kingdom are providing to households and businesses across the entire country to tackle the cost of living crisis. Will the Deputy Prime Minister assure me that the £400 energy support payment that is due to be made to households in Northern Ireland will be announced as soon as possible?

I thank the right hon. Gentleman. What he said about securing Northern Ireland’s place within the constitutional and economic integrity of the UK is absolutely vital. The Prime Minister has been very clear on that, as has the Foreign Secretary. Of course, the Chancellor will say more tomorrow on the economic measures and, in particular, on the fiscal measures that the right hon. Gentleman referred to.
