I disagree with the hon. Gentleman. First, the high-speed trains were not going to get to Manchester until 2041 anyway. Secondly, as the facts have changed, it has become clear that we will receive better returns on taxpayers’ hard-earned money by cancelling the second phase of HS2 and reinvesting every penny in alternative rail projects in the north, the midlands and elsewhere. We have set out the detail of that plan. I know that not everybody will agree with it—that is okay—but those who do not like what we have proposed instead have to be honest with people and say that campaigning to build the second phase of HS2 will mean that those other things cannot be done. The choice had to be made. We have made the right choice, which is to invest that money in things that will give a better return, sooner and for more people in more parts of the country. That is the right choice for the country, and a long-term decision for a better future.

I am a member of the High Speed Rail (Crewe - Manchester) Bill Select Committee. We have been sitting for nine months and have listened carefully to a lot of petitioners. My view is that HS2 has had a massive impact on many of those people’s lives. How can the Secretary of State ensure that the people who have already lost businesses and properties to make way for a railway line that will not be built have the option to get them back for a fair price?

One thing that we will do, as we work through the consequences of the decision, is set out the details exactly. I will not do so now because there are important legal consequences for such things, but we will set out the details exactly for people whose properties were subject to compulsory purchase orders—my hon. Friend will know, there are rules detailing what happens when such properties are no longer needed for the purpose for which they were purchased—to protect the constituents who were affected. We will set out details of how that will work in due course, and will keep her informed.

I beg to move,

That this House has considered railway ticket offices.

It is a pleasure to serve under your chairmanship, Mr Davies. We know that the future of railway ticket offices is important; the level of attendance here today and the fact that the Transport Committee is, in parallel, currently receiving evidence about this matter confirms it. It feels like the old days, when I was a member of the union having a union meeting, to see so many friends and colleagues from across the House here, and I warmly welcome them all to take part in the debate.

I am here today on a mission. That mission is to ensure that the staffed hours at West Dorset railway stations are protected and definitely not slashed by more than 50%, as is currently proposed by South Western Railway in its station change consultation.

My hon. Friend is making a fantastic speech. Scunthorpe is another station that will see a huge reduction in hours under the proposals. I know the Minister will address this, but does my hon. Friend share my worry that staff clearly cannot get out from behind the ticket office and do any work around the station if their hours are cut, because they simply will not be there?

I wholly agree with my hon. Friend that there is a lack of understanding about this issue, and I shall look to expose that later in my speech.

I refer the House to my entry in the Register of Members’ Financial Interests, but not because I have been bankrolled by a trade union and feel obliged to speak; I know that some Opposition Members present are in that position and that union cash—[Interruption.] Union cash has gone into the back pocket of some Members who are here, to the value of tens of thousands of pounds. That is not why I am speaking. I am speaking because before I was elected I worked for the railway for 20 years, and that career started as a station assistant—the very role that is affected by these proposals, and in my case the proposals from South Western Railway.

The trade unions and particularly the RMT—the National Union of Rail, Maritime and Transport Workers—have for many years blocked meaningful reform of station staff’s conditions of service, even though those reforms may have been beneficial to staff. That has meant that when ticket offices are quiet and no customer is there, staff have in many cases not checked the car park, cleaned the station or helped those in need on the platform, often because they were instructed by their union not to undertake any other responsibilities or, indeed, not to fully undertake the responsibilities they have. That is nothing new, but I am very proud to say that it is not an issue at the stations in West Dorset.

No one can say that I do not believe staff are important. They are, and much more so than some train operators and others have given them credit for. For the record, I would like to thank those members of staff, many of whom are former colleagues of mine, who continue today to diligently and carefully look after the many thousands of passengers who pass through their stations. To Judith and Winifred at Dorchester South, to Colin and Bob, who both retired from Sherborne a few years ago, and of course to Anne, who has worked at Sherborne station since I was a little boy, I would like to tell you all today that as your MP I shall stand up to protect not just your employment but the cherished service that you give, which is so welcomed by the hundreds and hundreds of local people you help every single day.

I am grateful to have the opportunity to raise the proposed closure of the ticket office at Scunthorpe train station. I waited for an Adjournment debate for several weeks, and two have come along at once. I feel fortunate today.

I thank the Minister for his time today. I know he will be having a busy day, so I am grateful we have the opportunity to talk about this issue. Earlier this month, many Members, including me, received an email from TransPennine Express to tell us that, in conjunction with train operators across the country, it will be consulting on closing a number of ticket offices that it is responsible for staffing and reducing the number of hours that staff are present in stations.

The proposals as they stand are for the entire closure of the ticket office in Scunthorpe station and to change the number of hours that staff will be present in the station. Currently, it is staffed from 5.15 am to 8.15 pm, Monday to Saturday. That will change to 7 am to 2 pm. On Sundays, the current hours of 8.30 am to 8.30 pm will change to 9 am to 4 pm. That is ridiculous. It is a halving of the hours that staff will be there. To be clear, that is completely and entirely unacceptable.

I am particularly concerned about the impact the cuts could have on elderly residents in my constituency. The closure of the ticket office will force people to use the machines or their phones, or to pay for tickets at home using their computer. My understanding is that older travellers are less likely to be digitally connected and to have the know-how to use the machines. I accept that for some it will be fine, but for many it will not. In the absence of a ticket office, they may find themselves stuck. They are also more likely to be dependent on cash. One in five older people relies on cash for payments, according to Age UK, and under these proposals it may not always be possible for people to go into a station and buy a ticket using cash. That cannot be right.

The Minister will know that I have expressed concerns about the proposed ticket office closure at Darlington. With £139 million of intervention in Darlington station, it seems short-sighted to lose that facility. Does my hon. Friend agree that the needs of disabled people, including those with visual impairment and wheelchair users who cannot reach the screens of ticket machines, will be severely impacted?

My hon. Friend is spot on in his observation. I am also concerned about the impact that the closures could have on disabled people, and that issue has been raised with me by disabled members of my community in Scunthorpe.

According to the UK consumer digital index from Lloyds bank, people with a disability are 35% less likely to have digital skills for life, meaning that in the absence of a ticket office they may be left at a disadvantage. It is just not acceptable that we would make it harder for disabled people to travel around the country.

On top of the difficulty in accessing tickets, the reduction in staffing time is of huge concern. In relation to disabled members of the community and passengers who need extra help, customers with hearing impairments, for example, may find it difficult to obtain information if staffing hours are reduced, particularly if they rely on lip reading. The screens that have the information up for the trains do not always work.

I can give my hon. Friend a practical example. I used Scunthorpe station last Thursday after attending an event just outside the town. The ticket office was closed. I checked train times before, and everything was running. I got on to the platform, the information board was not working and no train turned up at the due time. People were left scratching their heads, trying to find out the information from their phones. The information has to be readily available for all people, including blind people and the disabled, and I fully support my hon. Friend in her efforts to keep the ticket office open.

I thank my hon. Friend for that intervention, which we did not even set up.

Ticket machines are, of course, not infallible. They can break, and can take a while to be replaced or repaired. It will simply be more difficult for some passengers to get the best deal possible without having a person there to speak to. I am also concerned about having waiting rooms open without staff supervision, which may make them a magnet for antisocial behaviour—something that we work really hard in Scunthorpe to tackle. We do not want to invite that.

I am not alone in making these objections; they are shared widely by residents in Scunthorpe. Ahead of the debate, and immediately after the proposals were announced, I reached out to my constituents on this issue. We are not backward in coming forward in Scunthorpe, and my constituents have been very clear what their views are. Of the respondents to the survey, an overwhelming 95%—these are broadly people who use the station; we have recorded that information—did not support the closure of the ticket office and the changes to staffing hours.

One of the key issues that respondents highlighted was the importance of recognising the impact that the sole use of ticket machines or online purchase would have on elderly or disabled people. Respondents pointed out that some people might not be able to use the ticket machines or purchase online without assistance, with 37% highlighting customer service. Many stated quite simply that they prefer a face-to-face service and the ability to ask for advice on the quickest routes and make other general inquiries, regardless of what time they are at the station.

Does my hon. Friend agree that many of our residents understand that getting people out from behind the screen and on to the platforms would be helpful, but when hours are reduced nobody is there to help residents understand when the trains are coming? In Accrington, we see a lot of delays at our train station, and if nobody is at the ticket office we do not know what will happen next. Does she agree that the reduction in hours is key in this process?

My hon. Friend is absolutely right. I was quite prepared to be pragmatic about this issue if the reality was that the staff member would be able to help for the exact same number of hours, but that is simply not the case.

Another issue raised by my constituents was safety and security. They said that they were very concerned about solo and elderly travellers, and people travelling late into the evening. Recently, I picked up a family member a couple of times who had been away to do a course and was using the train service to do that. I would not like to think that at 8 o’clock on a winter’s night there would be no member of staff at the station.

On its website, TransPennine Express stated:

“This more modern approach to customer service will mean the traditional ticket office is no longer required as our staff will be able to help customers purchase tickets on the concourse”.

In its impact assessment specifically for Scunthorpe, it said that

“customers will experience a more visible staff presence at stations”.

I struggle to understand how that can be the case when the staff will be there for only half the amount of time they are there at the moment. To me, that just sounds like nonsense. They are warm words from TransPennine Express, but you have to get up a little earlier in the morning to sneak something like that past the residents of Scunthorpe.

Scunthorpe ticket office is not unused: nearly 32,000 tickets were sold there last year, and an awful lot of residents rely on its services to buy their train tickets. I know that the decision has been taken by the current TransPennine Express management, but the Government are not fully removed from influence over it. I feel that it is my duty as a constituency MP to represent my constituents’ views on this matter, and push the Government to ensure that ticket offices remain open. Closure would undermine the efforts that the Government have made to improve customer service on our railways. This comes after a period when we have received a substandard level of service in Scunthorpe. Closing the ticket office would be an obvious backward step.

I hope that the Minister has taken on board the views of my constituents, and will do all that he can to ensure that we keep ticket offices open. I thank the staff who work at Scunthorpe ticket office. This must be a very worrying and difficult time for them. They do a fantastic job, and my complaints are no reflection on them. They do a wonderful job, and I express my sympathies to them at this time.

I congratulate my hon. Friend the Member for Scunthorpe (Holly Mumby-Croft) on securing this debate on the proposals regarding the Scunthorpe station ticket office. Scunthorpe station, as she stated, is managed by TransPennine trains, which I understand proposes to close all ticket office windows at Scunthorpe station and move staff to other station areas where they are better placed to help passengers buy tickets, to provide advice and to give assistance.

There has been a huge shift in the way passengers purchase tickets. Nearly half of all ticket sales in rail are made online. Around one in every 10 transactions took place at a ticket office in 2022-23, down from one in three a decade earlier, equal to 13% of rail revenue. I understand from TransPennine trains that statistics for Scunthorpe station reflect this position, with 11% of transactions from Scunthorpe station being made from the ticket office. The figures that have been supplied to me show that is equivalent to 59 transactions per day from the ticket office.

It is important that industry takes steps to modernise the passenger experience, by moving staff out from ticket offices to be more visible and accessible around the station. These reforms will bring our stations in tune with what customers expect from other modern and responsive services, including supermarkets and banks, where customer assistants help with information and support, and help make digital transactions on the shop floor.

I welcome the fact that the rail industry has started this process by launching consultations on the future of ticket offices, under the ticketing and settlement agreement process. That process sets out a well-established mechanism that train operators must follow when proposing major changes to ticket office opening hours, including closures.

Does my hon. Friend agree that a member of staff can be more visible only if they are physically in the station? It is impossible for a member of staff to assist a passenger buying a ticket from a ticket machine if they are not there.

The aim is a redeployment aim, as I understand it from the train operator, but I take the point with regard to hours. My hon. Friend will be aware that I just set out the process. This is a consultation process. Ultimately, it falls back to the passenger groups, who represent passengers, to discuss these proposals with each train operator. If they are not satisfied that, for example, the accessibility requirements will be met, which has to be legally met, they will rescope those changes. If they are not agreed by the train operator and the passenger group feels it needs to be taken further, it will be for the Secretary of State to determine. Her point is well made; I will just leave it there, given this is a live consultation.

Train operators began the passenger consultations on 5 July. This is an industry-led process, with each train operator managing its own station-by-station consultation. I understand my hon. Friend is particularly concerned about the impact of the changes on elderly and disabled passengers. Indeed, my hon. Friend the Member for Darlington (Peter Gibson) made the same point. As part of the ticketing and settlement agreement process, train operators must set out the improvements or alternatives they propose to put in place to support the needs of passengers, and include that in the notice sent to the other operators and the passenger bodies, to which I just referred.

Each operator’s approach must take into consideration the potential impact on individuals with accessibility needs. I recognise that not everyone has access to a smart phone or the internet, and that some passengers will prefer to use cash or to speak to a member of staff. This week, I met with accessibility groups again, to hear their views directly and to encourage them to work with the train operators to help shape these ideas. I also met with the train operators this week, and reiterated the need to ensure proposals worked for every passenger.

It is certainly the case that a number of stations are not part of the proposed closures. Just over 70 ticket offices will remain open. Another example is Manchester, where the ticket office at Manchester Piccadilly will not remain open, if these proposals are followed through, but Victoria and Oxford Road ticket offices will remain open. Given that the hon. Member is also the SNP shadow transport spokesperson, I will do him the honour of writing to him so I can set out in more detail exactly why one station has been chosen over another and the methodology. Indeed, perhaps I can put that in the Library for all to read.

As modern ticketing and payment methods are rolled out more widely, we will work with industry to ensure that everyone remains able to buy a ticket. Staff will be available to provide additional support to those who need and want it, including by helping passengers to use ticket machines and providing the type of assistance that my hon. Friend the Member for Cleethorpes (Martin Vickers) said occurs under the current system. In the event that suitable tickets cannot be purchased from the station of departure, passengers will not be expected to travel out of their way to buy a ticket, and will be able to buy en route or at their final destination.

For a lot of people there is a great deal of anxiety about the idea of getting on a train and going somewhere when they do not have a ticket in their hand or on their phone. I am probably bolshie enough to get on the train and hope I can sort it out somewhere along the journey, but many people will not be. If that change needs to go ahead, it needs to be widely publicised and people need to be given the confidence to be able to travel in that way.

My hon. Friend makes a very good point. It is certainly uppermost in my mind that there will need to be additional training. Forty-three per cent of all stations currently do not have a ticket office, and it is perfectly possible for passengers from those stations to travel, as they do now. Sometimes ticket machines are not operating; at that particular juncture, the staff on the train will be aware of the situation and will act accordingly. On the trains I use, I am used to people getting on board and saying, “I’ve been unable to purchase a ticket. Can I purchase one?” and in all my years I have never experienced any response but, “Yes, that’s absolutely fine,” rather than going down the penalty fare route. My hon. Friend makes a good point, though, and I will make sure it is followed up.

There will of course be some members of staff who will not wish to make that journey, as their job changes to being multi-skilled and multifaceted within the station as opposed to solely working behind the ticket office. In such cases, where there are a number of ticket office staff available, perhaps one may come out and do that multifaceted role, but the other two may not wish to go on that journey. That may be an issue for them and the station. I recognise, though, that Members have highlighted the challenge of situations in which only one staff member is present and perhaps the hours are not exactly the same. I refer again to the live consultation: that should be fed back. People will be aware of the appeals process because I have just detailed it, and we will of course see what occurs at the end of the process.

I hope I am not repeating myself when I say that passengers will remain able to secure staff assistance and will continue to have access to station facilities such as waiting rooms and toilets as currently provided.

Is the Minister concerned about the possible risk of antisocial behaviour if we move from having staffed stations to unstaffed periods of time in the evenings, which is what is proposed in Scunthorpe?

The London underground moved from having ticket-office staff to the type of model I am describing, and I do not believe there was any impact vis-à-vis antisocial behaviour. Again, I encourage my hon. Friend to put forward such points. There will of course be engagement and there is a requirement to meet thresholds to ensure that groups with characteristics are looked after and that we do not increase antisocial behaviour. I encourage her to follow up on those points, which I assure her I have raised myself.

My hon. Friend referred to station safety following the reform. The UK’s rail network is one of the safest in Europe and we will never compromise the safety of passengers on our railways. As the industry takes forward vital reforms, safety remains a top priority for all, and certainly for me. It is expected that moving staff out of ticket offices will make them more visible to passengers, and I hope that it will enhance safety when members of staff are on the platform.

I do not mean to be flippant, but I should point out that although moving staff out from ticket offices may make them more visible, moving them entirely out of the station, so that they are not there, certainly will not. I am particularly worried about periods of time when there will no longer be staff at the station.

I hear my hon. Friend’s point. I refer, of course, to the fact that there is a consultation. I hope she appreciates the argument I am making that while the staff are there, if they are away from the ticket office and on the frontline, they are accessible, can give information and can make people more secure. She made the point that, if there is a reduction in hours, there will not be a member of staff there. I refer again to the feedback to the consultation, but I absolutely take that point. I do not want to pre-empt anything in respect of the outcome, but her voice is heard in the Chamber and her points are on the record.

Mr Deputy Speaker no doubt wants me to wrap up, so I should get to the end of my speech. I encourage my hon. Friend, all right hon. and hon. Members, and all constituents to respond to the consultation, and I will encourage TransPennine trains and all other operators to take those responses into account as they finalise their approaches. The consultations provide the opportunity to scrutinise the train operating company proposals to ensure that they will work for passengers. Passengers will be able to find out more about the proposals at their local station or online. If passengers want to raise views, they can contact the relevant passenger body, London TravelWatch or Transport Focus. The passenger bodies will consider any feedback from the public on the ticket office proposals. I will meet them shortly to ensure that they have the resources to fulfil their important role.

I believe that the industry’s proposed reforms should enable staff to provide a more flexible, agile and personal service. I reiterate that my hon. Friend should encourage her constituents to engage in the consultation process for Scunthorpe station ticket office, as that is the best way to ensure that their views are considered. Once again, I thank my hon. Friend for securing this important debate on station ticket offices. I wish you, Mr Deputy Speaker, a wonderful summer, and thank all the staff in this great place, including the police who keep us secure. I wish everyone—all the officials who work across Whitehall as well as all our great people inside this building—a wonderful summer. I will be spending three weeks on the railway, following in the footsteps of Michael Portillo, although without the dress sense. I will be looking at what our wonderful railway does and all the people who work on it. I look forward to spending my August with the great railway community.

First, the hon. Lady’s point about the timing is straightforward. The TPE contract expires on 28 May, and I noticed this morning that the hon. Lady, in another flip-flopping of Labour’s policy, knows that the contract expiry is a sensible point at which to take decisions because that is point at which she is going to nationalise rail services—she will wait for the contracts to expire. So that is a faux complaint.

Let me turn to the hon. Lady’s more substantive points. I will set out my position on industrial action very clearly. When I took this job, I changed the tone of the debate: I met the rail union leaders and ensured that the employers were facilitated to make fair and reasonable offers. On Network Rail, a fair and reasonable offer was made of pay and reform—importantly reform, which is how these offers are being funded. That was put to the RMT members who work for Network Rail and they voted overwhelmingly to accept. Those are not my words; they are the RMT’s own words—there was a 90% turnout and 76% were in favour. Fair and reasonable offers have been made by the train operating companies, under their umbrella group, the Rail Delivery Group, to RMT members working for the train operating companies: broadly comparable offers in value, also with reform. The RMT, for reasons I really do not understand, has refused to put those offers to its members. So offers are on the table and are waiting to be put to members, and the unions will not put those offers to their members. ASLEF has an offer on the table which would take the average salary of a train driver from around £60,000 a year to £65,000. So I have been doing my job. Offers are on the table; they need to be put to the members of those unions so that they can make a decision.

The focus from the hon. Lady is not surprising, however, because the rail unions have donated a total of just over £1 million to the Labour party or Labour office holders over the last five years. The general secretary of ASLEF is chair of Labour Unions, the group of unions affiliated to the Labour party, and sits on Labour’s national executive, and the hon. Lady said that she would be working hand in glove with ASLEF. She should suggest to ASLEF that it uses this opportunity to do rest day working—[Interruption.] I have made those points to the unions, but if the hon. Lady is working hand in glove with them, she should say that and tell them to call off their strike at the weekend. She should tell them to stop focusing on damaging the Eurovision contest that we are hosting for Ukraine and work in hand in glove with them on that. If she fails to do so, people will see she is all talk and no action.

My right hon. Friend will know that the TPE level of service has caused absolute havoc for my constituents—I have had people struggling to get to college or to work—so I congratulate him on his leadership and on this decision. I am really glad he has taken this step, and I know my mum will be as well as she was stranded by TPE a few months ago. I understand that this is not a silver bullet: it will take time, and of course he will have my support, but can he say a little more about when he expects the service to reach the levels my constituents in Scunthorpe deserve?

I am grateful to my hon. Friend who has over a long period raised these issues on behalf of her constituents, and I thank her for doing so. As I said in my statement, we are not going to see overnight change. This is an important decision to reset those relationships; how quickly we can improve services will depend on the response of others to those reset relationships and how the new management of the company uses that. I hope we will see early results, but I have been clear to the House, both when I made my previous statement on Avanti and today, that there is not a magic wand, but I hope this is an opportunity to reset those relationships and get things moving in the right direction.

I am thankful for the opportunity to hold this debate and to talk about the Driver and Vehicle Standards Agency’s decision to close Scunthorpe’s theory test centre. This decision affects both my constituency and that of my constituency neighbour, my hon. Friend the Member for Brigg and Goole (Andrew Percy). We work together when issues affect our areas and we are as one on this important issue. I thank him for his work, along with the many constituents and businesses that have contacted us both over recent weeks.

Before I start, I declare an interest: like very many others, I have a family member who is about to take their theory test.

Ever since theory tests were made mandatory in 1996, we have had a test centre on Doncaster Road in Scunthorpe, near Berkeley Circle. It has served residents and supported driving instructors and driving schools in Scunthorpe for generations. The staff there have worked incredibly hard to cater for the high demand that we have seen this year in particular. I did my own theory test there almost 20 years ago.

Over the summer, the news that the test centre was closing left residents frankly none too chuffed, and I am in agreement with them. It is absolute nonsense. As my hon. Friend the Minister knows, the service is run by the DVSA, so initially we approached its chief executive. My hon. Friend the Member for Brigg and Goole and I were both told that the closure was the result of a contractual change following a review of the allocation of centres nationally. I understand that this is an effort to create a more even distribution throughout the country, which is fine in theory, but it turns out not to be that good in practice for people who live in the Scunthorpe constituency.

We were told that the decision was based on the use of sophisticated population-mapping software, and that throughout the UK people will be able to travel to theory test centres within 40 miles if they live in a rural area and within 40 minutes if they live in an urban area. I am sure the Minister will comment further on that when she responds. To put it simply, it seems to me, reading between the lines, that a computer has had a crack at working it out and come up with the idea that my constituents can go to Grimsby, Doncaster or Hull for tests. I have even heard York suggested, which is particularly crackers.

Given that we are talking about residents who are not yet able to drive themselves, travelling to places other than Scunthorpe presents obvious problems. For example, a resident travelling from Scawby would need to take a 38-minute journey on the No. 4 bus into Scunthorpe town centre, then walk for seven minutes to Scunthorpe station, take a 39-minute train journey to Grimsby Town, and then walk for nine minutes to the theory test centre. When waiting times are taken into account, it is a journey of roughly two hours and 20 minutes each way. This means that one of my constituents might have to travel for up to four hours and 40 minutes to get their test—and it takes me only three and a half hours to drive from Scunthorpe all the way to Parliament.

From Howsham to a test centre, it is two hours and 18 minutes each way by bus and train; Cleatham residents will be set back three hours altogether; from Manton, it is a two-hour-and-40-minute journey to the Doncaster test centre; and from East Butterwick, it is 80 minutes via bus and train. I think most people would agree that those are ridiculous journeys for anyone to have to make to access a theory test—and nor is it practical when residents are given limited time slots in which to take their test at a busy test centre.

My constituency is a mix of rural and urban areas and, for us, being able to pass our driving test is a necessity, not a luxury. I have been contacted about this issue by instructors, disabled residents, young people and their parents, all of whom are concerned about the financial costs and wasted time resulting from the DVSA’s decision. In particular, a constituent has raised the worries of her partner. He has certain disabilities that she says would make him unable to make the journey to a test centre further away.

Even if residents are able to travel out of the county for a test, I have experimented multiple times trying to book one. You have to queue to get on the website and it repeatedly crashes. After you finally get past that stage, unsurprisingly, there is very little availability.

By taking away our test centre, the DVSA’s decision will slow down how quickly people can pass their tests and this will limit access to labour market opportunities. Even if residents are fortunate enough to have someone to drive them to their test appointment, it is not exactly smooth sailing.

One of my constituents got in touch with me just today to share her frustration at the current situation. Her daughter unfortunately failed her first theory test in Scunthorpe earlier in the summer and had to rebook to secure an appointment in Doncaster on 1 September. Having encountered traffic and parking issues on the journey, they ended up being 10 minutes late for the appointment, despite having set off an hour early. Her daughter was turned away, wasting time, fuel and a test slot—not to mention the time off work that mum had to take. Their next appointment—the first one they could get—is booked for the middle of October in Lincoln, 60 miles away. My constituent is planning a “test run” the weekend before to ensure that there is no repeat of the previous situation.

I thank my hon. Friend for giving way and for the speech that she is giving, which highlights a growing problem. Being in the neighbouring constituency, many of my residents in Barton-Upon-Humber and the surrounding area want to use the Scunthorpe centre as it is more convenient. Does she agree that, when the Minister replies, we hope to hear the positive outcome that the Scunthorpe centre will be retained?

I wholeheartedly agree. We very much hope to have a positive outcome to this, as it is a genuine problem for residents in my constituency and in my hon. Friend’s constituency.

I cannot believe that the system developed by the DVSA has considered these common issues. Even people who can get a lift need a local, reliable option. I hope that the Minister will be sympathetic—I am sure she will be. This Government have spent tens of millions of pounds on levelling up areas such as Scunthorpe. We have secured £21 million locally in our towns fund deal and £10 million via the future high streets fund. Work has already started on a £50 million improvement to our hospital and, alongside the Humber freeport plans, we have seen huge investment over the past 18 months. I am really proud of the work that is being done with regional and national partners to secure these opportunities for residents in areas such as Scunthorpe. I am sure the Minister will agree that it is important for all residents to have the opportunity to benefit equally from the levelling up that we are seeing in those areas.

The locally elected Conservative councillors in Scunthorpe are also keen to keep this vital local facility. They have not sat around whingeing about the situation; they have put forward a really good solution. The leader of North Lincolnshire Council, Rob Waltham, stepped in and offered to provide an alternative location in Scunthorpe Central Library. When that offer was rejected, he came back with another suggestion, committing council staff to invigilate the tests.

We are doers in North Lincolnshire. If we had the computers and were given the instructions, we would do it ourselves, but, unfortunately, all these sensible suggestions have fallen on deaf ears. Every attempt that we have made to fix this situation has been unsuccessful. There has been no real justification, no meaningful engagement and no effort to understand how this will impact on people’s lives. There is a clear local need. The test centre serves 100,000 people at a time of continued and increased demand. Quite frankly, there simply is not any excuse to take our test centre away.

I have always believed in the spirit of working together with colleagues to benefit Scunthorpe. I know that, in all circumstances, Ministers such as my hon. Friend want to do all they can to help. Therefore, after a long day, I thank the Minister for her time and leave her with three clear requests. Please will she look into why all our reasonable attempts to improve the situation have been fobbed off, including North Lincolnshire Council’s offer to provide support? Please will she commit her Department to ask the DVSA urgently to review this decision, and meet me and my hon. Friend the Member for Brigg and Goole to discuss the issue? Lastly, please can she ensure that future decision making on this level will be subject to meaningful consultation and review, and take into account its real-life impact on local people?

I thank my hon. Friend the Member for Scunthorpe (Holly Mumby-Croft) for securing this important debate. She is ably supported by my hon. Friend the Member for Brigg and Goole (Andrew Percy), who I understand has been very active on this issue. I also pay tribute to my hon. Friend the Member for Cleethorpes (Martin Vickers), who I am pleased to see in his place.

My hon. Friend the Member for Scunthorpe is right to draw the attention of the House to the real-life impact of these issues, because we are aware that they affect young people,; and we all know how much young people have been affected by the dreadful pandemic that we have all been suffering through. She is also right to draw our attention to the Government’s levelling-up agenda and the benefits that it has brought to her constituency. Of course, we all wholeheartedly support that. I will try to answer my hon. Friend’s questions and set out some of the detail behind the decision. As she knows, these matters fall under the responsibilities of our noble Friend Baroness Vere, who has written to my hon. Friend, but she would of course be delighted to meet her further to give her yet more details about the issue.

The requirement to undertake a driving theory test before a practical driving test is set out in the Motor Vehicles (Driving Licences) Regulations 1999. It is important to assess the learner’s knowledge and understanding of the rules of the road. The DVSA’s priority remains to deliver a theory test that ensures that candidates have the correct knowledge and understanding to be able to drive safely on our busy modern roads.

As my hon. Friend is aware, what has led to the situation in her constituency is that the DVSA has launched a new driving theory test service for England, Scotland and Wales. This service applies to theory tests taken from 6 September 2021. As she highlighted, in order to remove the dependency on a single contract and supplier, under the new system third-party suppliers will deliver the actual test to the public, so the DVSA has created a new test centre network that is divided into three geographical areas: region A covers Scotland, Northern Ireland, the north-west, the north-east, Yorkshire and the Humber; region B covers Wales, the west midlands, the south-west and the south-east; and region C covers the east midlands, the east of England and London. Under the new system, changes were inevitably made to the theory test centre estate when the contracts were awarded, but the DVSA has ensured that 100% of the population of Great Britain can travel to a theory test centre within 40 minutes or 40 miles.

I was born in Scunthorpe, and I have lived either in Scunthorpe or very locally to it for all of my life, so I can tell my hon. Friend that it is simply not the case that people in some of the further out areas of my constituency are able to access a theory test centre in the times that are being quoted by the DVSA. The on-the-ground situation is simply not in accordance with what the agency is saying.

My hon. Friend is right to make reference to her local knowledge. I obviously do not represent Scunthorpe, so she is the expert on that. I assure her that the geographical criteria were calculated using industry-leading software—the same software that was used to determine the location of the Nightingale hospitals and vaccination centres to ensure that people had access to life-saving treatments.

I thank my hon. Friend for explaining the software. When software gives us information, but on a human level we can see that that information is not appropriate and the software has not worked, is there the possibility that a person could look at the details and perhaps overrule that decision?

I applaud my hon. Friend for her determination in putting forward her constituents’ concerns. For the record, we know that Grimsby is 37 minutes or 27.5 miles via the A180 from Scunthorpe, or 38 minutes by train. Doncaster is 38 minutes or 25.7 miles away via the M180 or the A636, or 30 minutes by train. There are appointments next week in both Grimsby and Doncaster.

Yesterday I myself attempted to book appointments. I made multiple attempts on the website. There was a queuing system to get in so we watched a little man run across the screen until we got into the website. When we did, it repeatedly crashed. I have also tried previously to book appointments and it was incredibly difficult to find them, because these theory test centres are swamped with people from places like Barton-upon-Humber and my surrounding villages in Scunthorpe who are trying to get those appointments.

Again, I absolutely commend my hon. Friend for raising the practical problems. I am of course sorry to hear that she has experienced that. We keep the whole system under review, because we want to have good availability for people to take these very important tests. If I may proceed with the rest of my remarks, perhaps that will help her to understand some of the context of the decisions.

It is right that we ensure that 100% of the population of Great Britain can travel to a theory test centre. That was the fundamental criterion. However, the contract has been awarded to more than one company, so the DVSA is able to increase accessibility to the theory test. That means that the number of theory test centres is increasing from 180 to 202 across Great Britain. That increased number of test centres has meant that there is a more even distribution of locations, which has made theory tests more accessible, especially to those in remote areas of the country.

However, as my hon. Friend highlighted, increasing a more even distribution made it inevitable that the location of some theory test centres would change. The DVSA appreciates that those who had a local theory test centre under the old arrangements would prefer, naturally, to have kept it under the new ones. However, the DVSA believes—as do I, of course, as a Minister—that the approach of ensuring that the ask is the same of all candidates across Great Britain is the fairest outcome. But I can assure her that as populations and road layouts change over time, the DVSA will continue to review the travel time and distance to understand whether any changes are needed to the test centre network.

My hon. Friend highlighted the test centre in her constituency that has closed. The nearest theory test centres for candidates in Scunthorpe are both within the performance measures. I appreciate that she has some concerns about that, but I set it out for the record. The travel distances to both those test centres are in line with those across Great Britain. There is strong availability for candidates, with over 1,000 test appointments at Grimsby and Doncaster in September, and there are plenty more slots available throughout October and November, so I do hope her constituents can book their tests. Most people only need to travel to the test centre once—hopefully they will pass—and other test centres available to service the area are located in Hull, York and Lincoln, which may suit some people but not all. Candidates can use the “Find a Theory Test Centre” service on gov.uk to locate an alternative centre.

I want to come on to the point that my hon. Friend made about the offer from her council. I very much appreciate that they are doers. I have seen that in all the work that she has done for the local area. She is a fantastic champion and she has got on and done so much already in the short time that she has been here. The council has put forward a suitable location in Scunthorpe. The DVSA appreciates this offer, but as it awarded three regional contracts for the conduct of the theory test some time ago, and testing has now begun under those contracts, it is not possible to change them. That means that the DVSA is unable to accept North Lincolnshire Council’s offer, as it could be challenged as changing the procurement rules under which the DVSA awarded the contracts. There could also be a risk of an allegation that the supplier in that region was effectively receiving state aid because it would potentially have reduced delivery costs—something not available to other suppliers.

I have listened to my hon. Friend’s concerns but I am confident that the new theory test arrangements give a good service for her constituents and a fairer service for everyone. I hope that with some of the engagement that have been able to give her today, and the offer of further engagement from my noble Friend, I have been able to offer some reassurance to address her concerns.

The Government have undertaken the biggest ever pothole-filling programme, with £500 million funding each year between 2021 and 2024-25 specifically to tackle potholes on our roads. Further funding for local road maintenance will be agreed as part of the spending review.

Absolutely. The Government are keenly aware that local authorities require certainty in funding to plan their highways asset management programme effectively. Any decision on multi-year funding settlements will be decided as part of the ongoing spending review.

The A15, leading to the A46, is a major strategic corridor for north Lincolnshire. Improved north-south connectivity via the A15 plays a vital function as a strategic economic corridor and is critical for facilitating the movement of goods in connection with heavy engineering and the food sector. It also provides an important economic role, linking the midlands and the south to the Humber ports, the refineries and one of the largest enterprise zones in the country on the south Humber bank. Does my hon. Friend agree that it is vital that such routes are improved as part of the levelling up process?

Absolutely. My hon. Friend is completely right that improving our road network is an essential part of our levelling-up network. That is why the Prime Minister has brought forward £100 million of funding for 29 shovel-ready projects. She will be pleased to know that £4.5 million of funding was awarded to North Lincolnshire unitary authority for such work on the A15.

I admire my hon. Friend’s innovative approach to championing infrastructure in her constituency. Does she agree that projects like this present an excellent opportunity for steelmaking constituencies like mine in Scunthorpe, where we make a number of world-class steel products, such as rail?

I thank my hon. Friend for her intervention. I could not agree more. Now is the time to champion British steel. She is not only a champion for British steel, but for the jobs that will bring in constituencies like hers. I would like to see that tie-up and opportunity.

We have a style of action now that has been adopted by the new Secretary of State for Transport and his colleague, the Minister of State, Department for Transport, my hon. Friend the Member for Daventry (Chris Heaton-Harris), who is replying to the debate, to invite proposals from a range of stakeholders to reverse the Beeching-era rail closures. Sadly, however, more than two years have now elapsed since the original invitation for promoters to bring forward ideas for a southern rail link to Heathrow.

Members across the House will appreciate that the machinery of Government has been disrupted by events since March 2018, but my key question for my hon. Friend the Minister is this: when will we see full throttle applied to this project? For in truth there is no conflict between this scheme potentially benefiting south-west London, Surrey, Hampshire and the wider south of England, and the Government’s levelling-up agenda for the nations and regions of the UK. Most of the infrastructure schemes envisaged for the north, the midlands and the south-west require significant amounts of public money, but the southern rail link to Heathrow does not. Private sector investors, backed by design and construction partners, are ready to get on and build this railway. I believe we should choose one of them to do just that.

From the perspective of my own constituency of Guildford, I have been grateful for information supplied to me by the directors of Heathrow Southern Railway Ltd, whose design proposal avoids the busy level crossings at Egham, which proved so tricky for Airtrack. They envisage frequent trains from Guildford reaching terminal 5 in just 29 minutes and then continuing on to Old Oak Common for interchange with HS2 and the long-awaited Elizabeth line, before terminating at Paddington. This will be transformative for my constituents and for the capacity of Guildford and other towns similarly served, such as Woking, Basingstoke and Farnborough, to attract investment. It is little wonder, therefore, that local authorities such as Surrey and Hampshire County Councils, as well as the Enterprise M3 local enterprise partnership, want to see urgent action taken by the Government.

In conclusion, may I say to my hon. Friend the Minister that the station is waiting at Heathrow? Let us lay down the tracks, enable the building of a southern rail link to Heathrow, and stoke the engine of prosperity in Guildford and beyond.
