We are helping to get young girls and women into STEM sectors in three key ways: first, by increasing the number of young girls taking up courses. We have seen a 50% increase in the number of undergraduate STEM courses taken up by young women. Secondly, this week is National Apprenticeship Week, and 70% of jobs are now accessed through an apprenticeship, which is helping young women get into STEM careers. Thirdly, we are helping women with experience of working in STEM who have left the profession to return to the workplace with our STEM returners project.

University technical colleges are a good place for young women to start in STEM. I welcome the new UTC in Southampton, which will provide the extra places that Portsmouth UTC is unable to offer. Some 6,000 girls attend UTCs around the country, of whom 82% go on to apprenticeships, university or straight into employment—mostly into STEM careers. Does my hon. Friend agree that UTCs provide a great start to a career in STEM, and that the proposal for UTC sleeves in secondary schools will help more girls into STEM careers?

I absolutely agree. University technical colleges provide an excellent experience for young people, not just academically but in providing technical skills. They have excellent links with industry, which provides great work experience for those pupils. I am pleased that the young people in my hon. Friend’s constituency have such great options for UTC provision.

I am pleased to say that all our intelligence suggests that there were no civilian casualties from the strikes that we conducted last week, and that will of course have been our intention this time. We are very careful to take the time to pick the targets and minimise any civilian casualties and impacts. As I have said, we believe that there were none last time, and we have no evidence to suggest that there were any this time, but of course that is just an initial assessment.

I thank the Prime Minister for the update and the continued humanitarian aid to Yemen. I totally agree with the action that he has taken to protect shipping. However, can he tell me what truth there is in the rumours that the Houthis may become a proscribed terrorist organisation, as that would have a major impact on any humanitarian aid sent to Houthi-controlled territories, which includes about 70% of the population?

As my hon. Friend will know, we do not comment on proscription processes or decisions on any group, so she will appreciate that there is not much that I can say on that. Just to clarify, it is worth pointing out that the United States has designated the Houthi group as “a specially designated terrorist group”, which is different from full proscription.

I do have hope. As we and others take action to degrade and disrupt the capability of those who are malign actors in the region, that will give the space for positive voices to build the peace that we all want to see and to allow everyone to live side by side with dignity, security and opportunity.

The right hon. Gentleman pointed out some of the humanitarian strife that people are suffering. We should be proud of our record in this House. We have committed over £1 billion of aid to Yemen since the conflict began in 2014. We are currently providing food to at least 100,000 people every month, as well as life-saving healthcare to 400 facilities. Yemen is entirely reliant for food on imports, largely by sea. The Houthi attacks serve to prolong the humanitarian suffering of the Yemeni people and disrupt the very supply of the food that the right hon. Gentleman, I and everyone in the House wants to see delivered to those people.

Yemen has been close to my heart, as it has been for the right hon. Member for Walsall South (Valerie Vaz), because we were both born there. I thank the Prime Minister for all the humanitarian aid that is going there. What discussions has he had with the Yemeni Presidential Leadership Council? What impact does he think the strikes will have on the fragile peace process?

I pay tribute to my hon. Friend for her work in the region. As a UN Security Council penholder on Yemen, the UK is continuing to use our diplomatic and political influence to support UN efforts to bring lasting peace to Yemen through an inclusive political settlement. We support the Saudi-Houthi negotiations and, indeed, the deal that was announced in December last year by the UN special envoy for Yemen, whom my hon. Friend will know. Ministers continue to be in dialogue, particularly with our Saudi partners, so that we can try to bring to the Yemeni people the peace and stability that they deserve.

As I outlined, we have provided considerable support for particularly vulnerable families this year and through this winter. We are also investing record sums in improving the energy efficiency and insulation of vulnerable homes through our home upgrade scheme and the warm home discount, which on average can save people hundreds of pounds on their energy bills when they receive that support. We are expanding those programmes across the country, including in the north-east.

The prosecutor of the International Criminal Court, Karim Khan KC, has concluded his first visit to Israel and Palestine, and has said:

“We must show that the law is there, on the front lines, and that it is capable of protecting all”.

What support will Britain offer the International Criminal Court to enable it to conduct investigations of the conduct of all parties in Israel, Gaza and the west bank before and since 7 October?

As is well known, we are a strong and long-standing supporter of the International Criminal Court. When it comes to the situation in Gaza, we have been consistent in saying that international humanitarian law has to be respected. All parties must take every possible step to avoid harming civilians, and I can say that I stressed that point specifically just yesterday to Prime Minister Netanyahu.

I refer Members to my entry in the Register of Members’ Financial Interests relating to my visit to Israel and Palestine in May this year. The median age of a Palestinian in Gaza is 18 years. In the west bank, the median age is 21 years, and in Israel it is 29. If we do not sort out this long-term conflict quickly and permanently, we will have generations of young people affected in both Palestine and Israel, more radicalisation, and more tragedy for families living in those countries. Can my right hon. Friend elaborate further on his comments about a peace process that will have a lasting impact, and on a two-state solution?

It is precisely because Hamas have tried to kill off that notion of a peaceful settlement for the middle east—peace, stability and security for both the Palestinian and Israeli communities—that we must redouble our efforts to bring it about. That has very much been the subject of the conversations that I have had and will continue to have with leaders from around the region. If we can contribute to that in any way, we will.

Q9. We are all concerned about the 81,000 children who are not on the school register, but are under the term “home-educated”. No one—neither local authorities, nor schools—can honestly answer the question of how many children are not in school. Therefore, how can we know that every child is safe and suitably educated? These children are out of sight and out of mind. The Secretary of State for Education has said that this is one of her priorities, as has the Education Committee. Can I ask my right hon. Friend to expedite my ten-minute rule Bill to place a duty on local authorities to maintain a register of children who are not in school, so that we can ensure that every child is visible, safe, suitably educated and receiving the support to enable them to thrive?

We want to ensure that all children are safe and have access to an excellent education. Of course, local authorities must seek to identify children missing in their area and ensure that they are safe. The Department for Education continues to undertake work to support swifter identification and greater support of children missing in education.

I thank my hon. Friend for her work in this area. It is crucial that we get more women starting up their own businesses. We anticipate that that would bring in £250 billion to the UK economy. The taskforce that we asked Anne Boden to lead will make recommendations to Government in the new year. We know that venture capital is a huge problem stopping women starting a new business: for every pound of venture capital given to a new business, only a penny goes to women, whereas 89p goes to men.

We are supporting almost 2 million children with free school meals. We also, last year, invested hundreds of millions of pounds in the new holiday activities and food programme, which is broadening that support through the holidays for those kids who need it, on top of our work to roll out breakfast clubs across the country.

Q13.   The pandemic has played havoc with school attendance and the Children’s Commissioner says that almost 115,000 children are now being home-educated, which is 34% higher than before the pandemic, with little if any monitoring of their educational welfare. Even worse, nine in 10 local authorities believe that they have not been able to identify home-educated children. Will my right hon. Friend bring forward the register of home-schooled children so that they are identified and we can ensure that their needs are looked after and they are not falling through the net?

We support the right of parents to home-educate their children and we know that many do well. However, that is not the case for all, which is why local authorities must seek to identify those children missing education. We have published guidance on the arrangements that they should be following and, indeed, ensured that they have oversight of elective home education.

Thank you, Mr Deputy Speaker, for this opportunity to pay tribute, on my behalf and on behalf of my constituents in Meon Valley, to Her Majesty Queen Elizabeth, and to pass on our condolences to the King, the Queen Consort and all the royal family.

This is one of the saddest times this country has faced. We have lost our guide, and we feel a strange sensation of being adrift; that something is not quite right in the world; that our anchor has been swept away. It is an unease that will fade as life goes on, and I know that Her Majesty would want it that way. She was a woman without pretension, solely dedicated to her country and the Commonwealth through her unstinting service up to her final days, as we saw. How we will miss her smile and her continuity. We knew this time would come, but it was a shock none the less.

I thank Her Majesty for her 70 years of service. She will remain an example for everyone—in particular, she is an example for those in public service of how we should serve. Hers was a leadership that so many of us would like to emulate. The tributes from across the world show what an inspiration she has been, and they must be a comfort to her family and to the country as we come to terms with our collective loss.

I was born 10 years after the Queen came to the throne; like many here, I have known only one monarch. The monarchy has been part of our island’s fabric for more than 1,000 years. It has been left in good shape and with an able successor at its helm. I will be proud to serve His Majesty King Charles III as a Member of Parliament and as a British subject. God save the King.

It is an honour to speak in support of this Humble Address to Her Majesty the Queen on behalf of my constituents in Meon Valley. I was delighted yesterday to discuss Her Majesty’s long service with some children from Denmead Junior School in my constituency, who were here on a visit with the wonderful Parliament Education Centre. They were in the Monarch room. I met a group of school councillors, and we discussed how their work as representatives of their classes mirrors the work we do here in Parliament representing our constituents. I mentioned that I would be speaking today in this debate, and I asked them what messages they thought they might like to send to Her Majesty. The first response was that they would like to say thank you to her for being a “really nice monarch”. Another response was that Her Majesty

“has been amazing and helped our country”.

One remark, which I thought showed a precocious understanding of our constitution, said that Her Majesty “uses her powers wisely”. Sir Walter Bagehot would approve.

With Her Majesty’s expertise in our nation’s affairs stretching from Sir Winston Churchill to the present day, covering 14 Prime Ministers, I am sure she has always given wise counsel to those who carry on the business of Government in her name. I was also asked to pass on the children’s thanks for all Her Majesty’s patience and hard work. Everyone recognises how hard she has worked throughout her life, but I was struck by the word “patience”. She has remained patient and dignified, despite some vicious commentary at times in the media about her and her family, with which I think all hon. Members can empathise. I was pleased that the children recognised that there are bound to be times when being our sovereign is not easy or without complications, yet she has remained dignified and resolute.

Lastly, the council thanked Her Majesty for helping lots of different countries. She began her life as the daughter of a King Emperor and, during her reign, has seen the lives of millions of people transformed by the creation of democratic self-governing societies. Most of them have retained their links to us and to each other through the Commonwealth, and in many cases those links have been strengthened through migration. As head of the Commonwealth, she has been the most respected figure in world affairs throughout her reign, and I know that the jubilee will be marked around the world as an expression of love for our sovereign.

My life began in Aden, which was a British protectorate, and I spent most of my childhood in Commonwealth countries in the middle east while my father served Her Majesty for 46 years. In every country, she is recognised as a symbol of stability and continuity. Many millions of people have served in her name, as my father did, and she is a veteran herself, as she served in the Auxiliary Territorial Service during world war two. In the armed forces, she and other women of her generation were trailblazers in roles that were previously not open to them. Over the years, her successors have been able to break into more and more careers that were previously reserved for men. In the armed forces in particular, I am pleased that we are finally doing away with the last anachronisms of ranks that reflect an assumption that they are held by men.

I end by reflecting again on how pleased I was by the response of the children I met at Denmead Junior School yesterday. It gives me confidence that Her Majesty is an example of the values that we should all aspire to and hope that our children adopt, and that continue to resonate with people whose lives will stretch well beyond ours. Long may she reign.

Estonia, Latvia, Lithuania and Poland triggered article 4 of the north Atlantic treaty today, and I heard that we will be joining those discussions. Can my right hon. Friend assure our NATO allies in eastern Europe, particularly the Baltic states that have significant Russian populations, that we stand firmly with them?

My hon. Friend is completely right. It is why one of the first things we did was to strengthen our presence in Estonia in the way I described, and why our Canadian friends are strengthening their presence in Latvia. We will make sure that we give the Baltic states, which seceded from the Soviet Union to become free and independent in that amazing moment, all the security they deserve.
