The hon. Lady will understand that, when such publications are issued, a range of cross-Government “write-rounds” is required. We are constantly talking to colleagues across Government, not just in the Treasury, so that we can land the energy strategy as quickly as possible.

Getting on top of energy issues, particularly those relating to renewable energy, is the most difficult challenge in rural areas such as mine. How will the Secretary of State’s strategy—to be launched soon—enable the renewable energy sector to grow from the grassroots up, so that people in fuel-poor homes, who may not have the money to buy the necessary equipment at the outset, have an opportunity to install solar panels and battery storage which will help them to deal with the rising cost of energy?

We have just cut VAT on many of those products. I have already visited my hon. Friend in his constituency, and I am happy to have further discussions about what more we can do to drive the take-up of these important technologies.

I welcome the Minister’s statement and the strategy itself, which says that 80% of fossil-fuel-heated off-grid homes could accommodate a low-temperature heating system. The potential to develop the most fuel-poor homes, many of which are in my constituency, is enormous. The Minister is right to mention the development and affordability of heating units themselves as things progress, but to fit such a unit, a person needs to insulate their home well and increase the size of their radiators. They may even need to increase the supply of energy to their home, as I found out in my own case. Will the Minister give careful thought to the up-front cost of fitting such a unit for a fuel-poor home, and all the other costs that make a home the home that people deserve?

My hon. Friend makes some excellent points. I spent part of my childhood in Cornwall and I thought that where I lived then was pretty far from here, but his constituency is yet further, so I know some of the challenges that face his St Ives constituents. We want to keep the scheme as simple, straightforward, transparent and easy-to-understand as possible, but my hon. Friend’s points about insulation and energy efficiency in homes are well met. I will continue to talk with him and other Cornish MPs, and with MPs from other parts of the country, as we move forward.

The hon. Gentleman raised three issues. The hydrogen strategy should be coming out in the summer. It is a twin-track strategy, as I described it as Energy Minister. We are committed to the production of both green, electrolyser-produced hydrogen and blue hydrogen, which comes from carbon capture.

That leads me to the hon. Gentleman’s second point. He will know that there are a number of attractive sites for carbon capture here in the UK. We have set out our road map for two clusters by 2025 and two more by 2030, and we are in the process of deciding how to proceed on that. He can rest assured that Acorn is a very attractive project; it is something that I have looked at, and I am sure we will have some more information on that.

On offshore transmission charges, the hon. Gentleman knows that this has been an issue for a long time. I committed to looking at it as Energy Minister, and we will have a consultation on that. He must also appreciate that the Minister for Business, Energy and Clean Growth, my right hon. Friend the Member for Berwick-upon-Tweed (Anne-Marie Trevelyan), is absolutely right: this is ultimately a matter for Ofgem, which, as he knows, is an independent regulator.

I thank the Secretary of State for his statement, and I too particularly look forward to the publication of the transport decarbonisation plan. In west Cornwall, we are working up a plan to bring the towns of St Ives, Penzance and Hayle together in a low-carbon transport plan, bringing together the railway, the roads and multi-use off-road tracks. Will the Secretary of State look at how he can help us to achieve that? Also, if it so happens that he is down in my neck of the woods in a month’s time for the summit, maybe he could meet us to hear about our ambitious plans to provide low-carbon transport for all people living in west Cornwall.

I congratulate the hon. Member for Cambridge (Daniel Zeichner) on securing this essential and timely debate. He rightly referred to the renewed awareness of how critical properly funded research and development is, and how it saves lives.

There is a need to provide adequate public research funding for brain tumours. We have developed the covid vaccine through proper funding and a reduction in logistics and bulky infrastructure. Brain tumours predate covid and their lethal threat will remain when the vaccine has reduced covid mortality rates.

I am grateful for the opportunity to explain why research and development of brain tumour treatment and diagnosis is so critical. I chair the APPG on brain tumours and we mark the month of March each year by raising awareness and finance for brain tumours and their treatment. In fact, more than 100,000 people have signed a brain tumour research petition calling on the Government to level up research and development funding for brain tumours to similar levels as that for other devastating cancers.

Public funding for research is critical if we are to offer hope to brain tumour sufferers. Brain tumour research supports discovery science and early-stage translational research. The major output from discovery science—also known as basic research—is new knowledge. Few organisations are willing to take on such early-stage, high-risk research. Therefore charities such as Brain Tumour Research play a critical role at the early discovery stage. As well as the governmental support offered by the NIHR, the UK Government can also support discovery science through UK Research and Innovation and the Medical Research Council.

However, only 14% of UK spend on brain tumour research is from the Government. The remaining 86% is from the charity sector. Without new discovery science, the outlook for patients with brain tumours is very bleak. While it is high risk, when discovery science is successful it can lead to significant progress, new ways of thinking and new treatment strategies. It is this investment in discovery science that can, in time, deliver huge improvements in patient survival.

The 2016 House of Commons Petitions Committee report “Funding for research into brain tumours” declared that successive Governments have failed brain tumour patients and their families for decades. Somewhere between the NIHR, UKRI and the MRC lies a funding solution for brain tumour research, but responsibility must not be shuffled and passed on between those departments. If it is, we will continue to fail those diagnosed with this devastating condition.

It is worth pointing out that if early-stage research is not funded, there will be nothing coming out at the other end of the pipeline, and currently we are not allocating available money effectively. Just 25% of the NIHR £40 million, which was announced following the sad passing of Dame Tessa Jowell, has so far been committed to brain tumour research. Brain tumour sufferers just do not have the luxury of time. Even after significant attention has been given to the brain tumour and brain cancer space, it is still the case that brain tumours kill more children and people under 40 than any other cancers.

The potential for significant improvement to survival rates is very real. New methods of treating brain tumours are being developed, but it is a very difficult and tricky pathway. Proper Government focus and targeted funding into brain tumour research will accelerate the discovery of effective treatment. Not only would that give thousands of families real hope and reduce mortality rates, but it will also support UK plc as a world leader in this, as will the other areas of research and development raised during the debate.

It is critical in this month of March and as we go forward to make sure that adequate funding is going into research so that we can find the correct way to treat and cure those who have a brain tumour diagnosis.

To date, the UK Government have committed up to £3.08 billion for city region and growth deals throughout Scotland, Wales and Northern Ireland. Since 2012, the British Business Bank has issued more than 4,200 start-up loans in Scotland, worth more than £32 million in total. That is actual action for businesses.

I thank the Minister for his commitment to small business. Small businesses in Cornwall, and especially on the Isles of Scilly, face an unprecedented challenge on 1 January as a result of the proposed immigration Bill. Will the Minister work with the Home Office to make sure that small businesses that do not have a workforce in the local area sitting around looking to and able to fill posts are able to carry on doing business next year?

A Green Industrial Revolution

It is a great honour speak in this debate and to follow the maiden speech of my hon. Friend the Member for Bolsover (Mark Fletcher), but I do have to take issue with what he said about where to visit. There is no dispute in this place about the fact that Cornwall, including the west of Cornwall and the Isles of Scilly, is the most attractive and the most beautiful place to visit, but I am very happy to spend the next four or five years in this Parliament in that contest. None the less, his speech was fantastic. It is great to have colleagues in the House who share so many of the same values.

I have risen to speak in support of the green industrial revolution. I looked up the word “revolution”, and it might not be what the Government intend, as the definition in the dictionary is “to overthrow the Government”, which would not help us to achieve the green industrial revolution. We certainly need a definite and fundamental change, and I believe there is an appetite for that in Government. I have been an MP for four and a half years, and a number of times I have discussed with colleagues and members of the Cabinet how we achieve a more decarbonised and greener economy. I have no doubt that there is the will, appetite and determination, as well as the talent and expertise, to deliver that.

I welcome the intention behind the green industrial revolution and the £22 billion that will be spent each year on green technologies for efficient homes, renewable energy, clean heating and electric vehicles. It will come as no surprise to anyone who has heard me speak on this subject before that I will discuss two areas: transport and housing.

First, I will talk about Flybe. I am a Cornish MP, and Flybe serves the Newquay to London route. Many people appreciate and value that, and it is good for our local economy, but I stress that for every pound we use to support this business and the connectivity that we absolutely should support and sustain between the regions and across the UK, I want an equivalent sum—maybe more—to be spent on our rail infrastructure, on the electrification of the rail line, and on reducing ticket prices. It is ludicrous that, as we look to support and save an operator such as Flybe, it is so much cheaper to fly than to get the train. I really hope that this Government, over this Parliament, will do something to give real choice to consumers, commuters and passengers, so that they can afford to choose a cleaner way to travel. People want choice, and I believe that is one way for us to show a real commitment to the subject. I am delighted that the Transport Secretary, who is a friend of mine, is here; I am sure he is keen to speak and to shed some light on the intention.

The green industrial revolution needs to be about accelerating and embracing the use of new technology and working practices. The two areas where we can achieve quite dramatic reductions in our carbon footprint are the built environment and transport. Both contribute a significant amount of carbon emissions to our environment, and if we get this right, we can reduce carbon footprints quite quickly. House building, however, has not really changed much since I did my apprenticeship, which I started in 1987. We still dig huge holes in the ground, pour in tonnes of concrete, and build on top of it with materials that have a massive carbon footprint. Cement is said to account for 7% of the world’s carbon emissions—an enormous figure. Unless we change the way we build, we will not be able to reduce it quickly.

The Government have a really good ambition to build homes, which is absolutely the right thing to do: we must build the homes that families need. New building practices are available, enabling us to cut the amount of carbon generated by building, as well as by the homes themselves once they are lived in. In a surgery on Friday, I met a gentleman who is building part of his house on ground screws. A ground screw is not a particularly modern invention, but it really should be used much more. There is no need for deep foundations or to dig up the ground and disperse the carbon once again; the ground screws go into the ground and the whole structure is built on the ground screws. There is no reason why, where it can be done, that should not be the default method of house building.

In Cornwall and many parts of the country, the ground is exceptionally hard. This builder is also insulating his floor with recycled glass, and the floor itself is made of limecrete, which does not have cement in it, so it addresses the carbon footprint issue. It is possible to cut the carbon footprint of building the homes that we must build—and we must build many more. It is really important that the Government find ways of ensuring that the industry embraces every possible tool available to avoid that carbon footprint.

A lot has been said in this debate that I could mention, but I just want to touch on electric vehicles. There is an appetite in my constituency and around the country to get hold of an electric vehicle. Despite what has been said by Opposition Members, we are seeing a real growth in the number of charging points, and in the ways in which cars can be charged conveniently. But I suggest that the Government look carefully at the idea of a scrappage scheme for diesel-guzzling cars for low-income families. Such a scheme would immediately provide a real boost to UK car manufacturing and the development of electric vehicles, and would obviously improve air quality. It would also mean quieter roads, and people all around the country would love to live near quieter roads. It would reduce running costs for low-income families, and it is the right thing to do. I worked on the idea with Cornwall Council last year, and would love to see a real appetite in Government for a scrappage scheme that allowed electric vehicles to be within the reach of low-income families in my constituency and around the country. Cutting emissions is good business sense. This is not about making life much more difficult for people or even putting up their bills. If we get housing right and really ensure that electric vehicles are available, we can cut the cost of living for so many hard-working families.

In summary, the most effective way to achieve a greener, cleaner environment is to encourage innovation, create a can-do culture when it comes to reducing carbon, use taxpayers’ money only to support solutions and technologies that reduce our carbon emissions, and much more quickly embrace proven methods that we know can make our environment happier, healthier and greener for everybody.
