I have regular discussions with Cabinet colleagues regarding UK Government support for households in Wales, so I was absolutely delighted that in the autumn statement the Chancellor announced a 9.8% rise in the national living wage, providing an extra £1,800 to the annual earnings of full-time workers.

Thank you, Madam Deputy Speaker. The number of emergency food parcels distributed by Trussell Trust food banks in Newport West is on the rise. In 2018, the number of parcels distributed was 1,971. In the same period this year, over 3,000 were distributed to families. There was nothing in the autumn statement that would make that situation better. Why not?

With respect, I disagree with the hon. Lady. The fact that inflation has been halved will be of benefit to anyone receiving food parcels. The fact that there has been a cut in national insurance will be beneficial for people. The fact that there has been an increase in the living wage will be beneficial for people. The fact that pensions and benefits are going up in line with inflation is going to be beneficial for people in her constituency. What is not going to be beneficial for her constituents is the Welsh Labour Government wanting to spend over £100 million creating extra Senedd Members.

Yes, Carmarthen West.

As I was saying, I stood in for my right hon. Friend the Member for Carmarthen West and South Pembrokeshire (Simon Hart) many times in Cobra meetings and I know how hard he was working. Incidentally, on the matter of Cobra—I know this issue came up earlier; it may have been the hon. Member for Newport West who mentioned it—it is not normal for the Prime Minister to attend all Cobra meetings, any more than it is normal for the First Minister to attend all Cobra meetings. I attended a number of them during the covid crisis, when—quite rightly—the Welsh Government were represented by the Health Minister, or sometimes by another Minister from the Welsh Government. That is normal, because the principle of Cabinet Government is that Cabinet Ministers, whether they are in the Welsh Government or the UK Government, are there to take decisions. Therefore, quite correctly, we did not always expect to see either the First Minister or the Prime Minister at Cobra meetings. Sometimes they were there; sometimes they were able to allow other Ministers to take their place.

Although I understand the point that the Minister just made, the last two Cobra meetings have been all about the climate emergency, which is happening now. I am surprised that the Prime Minister should not be in his place at these Cobra meetings and I suspect the whole country is surprised, too.

I do not know whether the First Minister was at those meetings, but I imagine that somebody from the Welsh Government was. Does the hon. Lady know whether the First Minister was there, or did the First Minister send a representative? I do not know, but it would be interesting to find out, because the point is valid: the First Minister of Wales should have enough confidence in his Cabinet Ministers to know that they can go along and represent the Welsh Government at Cobra meetings, just as the UK Prime Minister does. Anyway, let us not go down that—

I agree with both of those excellent points. We have already seen that the Thames freeport has suggested that there will be 21,000 jobs directly and indirectly created, so we know that the Welsh freeport will deliver jobs. I also agree that it is going to be good for the Union and good for Wales to have vessels of all kinds coming from all over the world, bringing their jobs and investment with them, including perhaps from across the Union—we may even look forward to seeing a few ferries from Scotland, if the SNP Government can actually get around to building them.

My ministerial colleagues and I fully acknowledge that there is a cost of living challenge, which has been caused by a combination of the covid-19 pandemic and the war in Ukraine. That is why we are providing £22 billion for households across the UK to try to get through this crisis.

The people of Newport West are facing the harsh effects of this Government’s failure to tackle the cost of living crisis. My constituent Hettie contacted my office because she is a single mum of two and must choose between food and heating. Both her cooker and her hot water are gas, so as the prices rise so do her bills. She works, in her words, “Every hour possible”. She is scared for her and her children’s future, and she is not alone. Local people need to see real action. If Tory Ministers will not take any fiscal steps, will the Minister do what many people in Newport West want and back a windfall tax on oil and gas companies?

Taxes are a matter for the Chancellor, but what I can say is that I absolutely acknowledge that there is a challenge at the moment, which has been brought about by the international situation. That is why the Government are putting £22 billion aside. It is why they have changed universal credit to help people such as the hon. Lady’s constituent who are out working, and why we have increased the minimum wage. It is why national insurance contributions are going to fall, we have extended the warm home discount and put in place a whole package of other measures. While we are spending money helping people get through the cost of living challenge, the Welsh Government are spending money buying up farms in mid-Wales and increasing the number of Senedd Members.

The UK Government have shown their commitment to devolution on numerous occasions and are always willing to work with the Welsh, Scottish and Northern Irish Administrations, but at the end of the day the Bill is about ensuring that highly qualified professionals in the hon. Lady’s constituency are able to work anywhere in the UK, and I would have thought that that is something she would support.

I recently had the pleasure of visiting the Morlais tidal energy and Pembroke dock marine initiatives, both of which are part of the growth deals. Later this year, we will bring forward a net zero strategy and hold an auction for up to 12 GW of renewable energy funding.

The newly re-elected Welsh Labour Government have wasted no time in getting to work and have committed to building greener homes, hospitals and schools, which will develop new green jobs in a radical transition to a zero-carbon Wales. So will the Minister join me and the people of Newport West in welcoming these Welsh Labour Government commitments to build on their investment in Wales? What lessons does he think the Westminster Government can learn from these green, ecologically sound plans?

Of course I welcome Welsh Government commitments to support green energy and green jobs. I assure the hon. Lady that the Secretary of State and I will want to work with the Welsh Government to further that aim. These are issues we can agree on, which is why we have demonstrated that commitment through the £21.5 million going to the south Wales industrial cluster and the £15.9 million going to Meritor—or Lucas Girling as she and I would remember it—for electric powertrain integration. That will help many members of her constituency.

We have already made it very clear and demonstrated that the amount of money that is going to be spent in Wales when the SPF comes in will be identical to or higher than the amount of money that was spent in Wales that came from the European Union. There has been absolutely no secrecy about that. The way in which the fund will be managed is subject to discussions at this very moment, and I would expect full details to be publicised over the next few months.

Many of my constituents are very sorry to see the hundreds of millions of pounds of EU funding that Wales received in recent years come to an end. Our departure from the EU made this inevitable, and of course I accept this, but they also believe that the Welsh Government should have full autonomy over their part of the shared prosperity fund, and I agree, so can the Minister provide some evidence that this working together is taking place?

I am sure that the hon. Lady’s constituents will be delighted to know that hundreds of millions of pounds will continue to be spent in Wales, and continue to be spent where it is most needed. I am sure that her constituents would be rather disappointed that we already know from the Audit Wales report that some of the money that has gone into, for example, pillar 2 agricultural funding has not been well spent. I urge her to recommend to her constituents that they look at the dossier presented by my hon. Friend the Member for Montgomeryshire (Craig Williams), which demonstrates that millions of pounds of European Union money that was handled by the Welsh Government was misspent. When that money becomes British taxpayers’ money, all partners in British Government, including the Welsh Government and local authorities with growth deals, will want to make sure that it is properly spent, and I am sure that her constituents will agree.

We have heard a lot from the Minister about the shared prosperity fund this morning, but I am still none the wiser on the details. What guarantees can the Minister provide that the long-awaited shared prosperity fund will provide no reduction in moneys received by the Welsh Government compared with current structural funding? What guarantees can the Minister provide that it will be the Welsh Government who decide how the money is allocated in Wales?

We have already made the commitment that the amount of money will match everything that came from Europe. Previously, the European Union held the strings and controlled how the money was spent; now, it will be the UK Government working in partnership with local authorities and the Welsh Government to ensure that the money is spent wisely.

I have to remind the hon. Lady once again that SNP Members had the opportunity to vote for the whole of the United Kingdom to remain in a semi-permanent customs union until a deal had been struck. They decided to vote against it, taking a gamble that they could destroy Brexit completely. They lost the gamble, and it is far too late now for them to ask for their stake back. We are leaving the European Union at the end of this year, as we promised to do in our manifesto.

Over the years, the Erasmus scheme has benefited many young people in Newport West. The Welsh Labour Government have repeatedly requested that Wales should be able to participate in programmes such as Erasmus, even if the Conservatives in England stop England doing so. Can the Minister confirm whether this important request from a devolved Government has been relayed by the UK negotiators, and if not, why not?

I have to declare a slight personal interest, because my wife was on an Erasmus scheme when I met her as a student some 20 or so years ago. Of course, at that time she was a citizen of a country that was not then in the European Union. So I can absolutely assure the hon. Lady that, whatever the future of Erasmus, I and my colleagues are determined to enable young people to be able to travel and study not just in the European Union, but outside the European Union.

It is heartening that the Welsh Government have adopted a number of UK-wide programmes, such as the UK-wide coronavirus testing portal. A UK-wide, Union approach is key as we move to the next phase, and it is disappointing that sometimes the Welsh Government have taken a little time to come on board with UK-wide schemes. On testing, England has tested around two and a half times per head more people than Wales. I look forward to closer co-operation in future.

I am thinking in particular, as we move into the next phase of the covid-19 crisis, about the steel industry, especially in south Wales. Of course we know how vital it is for jobs and livelihoods across the UK, but especially in Newport West, in places such as Island Steel. What discussions has the Secretary of State had with his Cabinet colleagues about the steps that the UK Government plan to take to protect the UK steel industry?

The hon. Lady makes a very important point; the steel industry is vital to the UK and to Wales, and the Secretary of State and I have had discussions with the sector. We have, as she is aware, already put in place a range of schemes, which companies such as Tata and Celsa are taking advantage of—the coronavirus large business interruption loan scheme, the VAT deferral, the covid corporate financing facility and so on—but we will be very happy to have further discussions about specific proposals that could help that industry.
