The hon. Lady is entirely right. We must focus ever more on mental health. That is why we are putting another £2.3 billion into supporting mental health, which includes suicide prevention and the many wonderful charities that help people with their conditions. All I can say is that it would be a good thing if, across the Floor of this House, we had support for the spending that we are putting in.

Q12. The conflict in Ukraine and the consequent disruption of the supply chain in wheat have highlighted the need for the United Kingdom to become more self-sufficient in food. The Genetic Technology (Precision Breeding) Bill, which has its Second Reading this afternoon, will help create the conditions to enable English farmers to produce more food of higher quality. Does my right hon. Friend agree that the drive to self-sufficiency requires a UK-wide effort? Will he urge the devolved Administrations to adopt the provisions of the Bill, so that farmers across Britain can produce the food that the country needs?

My right hon. Friend is completely right that, currently, the Bill only applies to England. But, in a loving and sharing way, we are going to work with the devolved Administrations so that the whole of the UK can enjoy the benefits.

I thank the police officers in the west midlands, and I thank the hon. Lady for drawing attention to what we are doing to increase the number of police officers—[Interruption.] No, we are on track: of the 20,000 that I pledged on the steps of Downing Street two and a half years ago, we have already recruited another 11,000. I am proud to say that our police officer workforce is more representative of the whole of this country, with more women and more people from ethnic minorities, than ever before.

Q9. Last week, the Chief Minister of Gibraltar, the hon. Fabian Picardo, appeared before the European Scrutiny Committee and gave evidence about the continuing negotiations between Gibraltar and the European Union on their future relationship. The Chief Minister made it clear in his evidence that his ambition was that Gibraltar’s future should be “British, British, British”. Will my right hon. Friend say what the Government are doing to support the Chief Minister to achieve that aim and, in particular, to exclude any role for the European Court of Justice?

Frankly, I cannot really improve on the verdict of my friend Fabian Picardo, the Chief Minister of Gibraltar: Gibraltar is British, British, British and will remain so. By the way, I see no future role for the European Court of Justice.

Q8. Does my right hon. Friend agree that while the recent extension of the grace periods for the movement of goods between Great Britain and Northern Ireland is welcome, it does not yet amount to a permanent fix of the Northern Ireland protocol, which Lord Trimble suggests is inimical to the Belfast agreement? Will my right hon. Friend confirm that, in the continuing negotiations, the Government will draw the attention of the EU to the positive advantages of mutual enforcement, as advocated in the recent excellent paper by the Centre for Brexit Policy?

Yes, and I thank both my right hon. Friend and the Centre for Brexit Policy for their analysis. It is good that the interim period has been extended, because clearly, the protocol, as it is being applied by our friends in the EU, is not, in my view, protecting the Belfast/Good Friday agreement as it should in all its aspects. We must sort it out.

Time and again, Labour Members have stood up and said that there is a better way to do this, without offering a single idea. A plan beats no plan.

Can my right hon. Friend confirm that the sums passed to Wales under his proposals will not only be ring-fenced for health and social care, but that the Welsh Government will be required to apply the same £86,000 cap as will be applied in England? It would be grossly unfair if care users in one part of the country were to be worse off than those in another.

I am aware of the issue that the hon. Lady has raised. To the best of my knowledge, we are making that change, but I will write to her as soon as I have that information.

While the extension of the grace period for the supply of chilled meat from Great Britain to Northern Ireland is welcome, Lord Frost is entirely right to say that it amounts in truth to no more than a temporary “sticking plaster”, so can my right hon. Friend please confirm that, unless the European Union adopts a more proportionate approach to the application of the Northern Ireland protocol, this country will do whatever is necessary, legislative or otherwise, to fix the problem permanently?

My right hon. Friend is, sadly, completely right in his analysis. There remain very serious problems in what I believe is the misapplication—the excessively legally purist application—of that protocol. What we are hoping for is some progress from the European Commission—some repairs that I think that they should make to the way this is working—but to echo what he has said, we certainly rule nothing out in our approach.

According to newspaper reports, the European Union is unhappy with the negotiating style of the right hon. Lord Frost. Does my right hon. Friend agree that in fact Lord Frost is doing a superb job negotiating in the national interest? Does he further agree with Lord Frost’s assessment that the Northern Ireland protocol, as currently applied, is unsustainable and that matters would be considerably easier if the European Union were to adopt a more pragmatic approach rather than the purist approach it is adopting at the moment?

I thank my right hon. Friend and I agree with him completely, because I think that David Frost—Lord Frost—is doing an outstanding job. I venture to say that he is the greatest Frost since the Great Frost of 1709 or whenever it was.

The best thing the SNP can do, as I have said, for the rights of the child in Scotland is to improve their shameful record on education and to tackle the issues that matter to the people of Scotland: to tackle the tax regime they have put in place; and to do better on fighting crime and drug addiction in Scotland. They should be looking at the issues that really matter to the people of Scotland, but instead they are going into the elections next month yet again on a campaign to break up this country. That is all they can think of: break up this country—destroy our country—and call a referendum, in a way that I think is completely irresponsible at a very difficult time when we want to bounce back stronger together.

The A55 expressway is of huge importance to north Wales, linking the region to the main motorway network. It is also, as was noted in the recent interim report on the Union connectivity review, the principal freight artery for the port of Holyhead. The road is in desperate need of improvement, and has been for many years, so will my right hon. Friend confirm that the Government will make it a priority to use their powers under the United Kingdom Internal Market Act 2020 to upgrade the road for the benefit of the people of north Wales?

My right hon. Friend is completely right. Sir Peter Hendy has rightly identified the potential of the A55, and the best thing the people of Wales can do to guarantee these vital upgrades is elect a Welsh Conservative Government on 6 May.

I thank my hon. Friend for what he is doing to campaign for vaccines in Broadland and to scale up at speed across the country. I have said the pace of roll-out that I want to see. That is already, as I think the Health Secretary would confirm, extremely challenging for our GPs and our hospitals. It is a big, big target—it is a big, big ask of the country. As my hon. Friend will know, because he will have heard me say this several times already today, this Government have been going faster than any other country in Europe, and we intend to remain out in front.

In March last year, the Government and the devolved Administrations laudably adopted a united response to the pandemic, with a clear, jointly agreed message that was easy to communicate. But since then, they have pursued different approaches with different terminology and different messaging, which can and, I believe, does lead to confusion. Could my right hon. Friend work with the leaders of the devolved Administrations by following the example of the four chief medical officers, who have worked closely together, and returning to the consistency and clarity of messaging that prevailed last March?

My right hon. Friend makes a very important point about the occasional dissonances between the UK Government and some of the devolved authorities, although actually, if we look beneath the political surface and some of the argy-bargy that goes on, the fundamental message is the same. It was very telling that the three devolved Administrations and the UK Government came together to enact fundamentally the same package of measures at the same time yesterday and today.

I have already mentioned that we have done a great deal to target measures to protect those in frontline jobs, including many from black and minority ethnic groups. I thank and pay tribute to those public servants, many of whom have done such a fantastic job throughout this crisis at great personal risk. I really thank them for what they are doing, and we are doing everything we can to protect them. Where there are vulnerable communities that need to understand the guidance about coronavirus, we are doing everything we can to get the messages home. Those are just some of the things that the Government are doing.

Could my right hon. Friend say to what extent the measures he has announced today are being co-ordinated with the devolved Administrations? I raise the issue because in Wales different arrangements have sometimes been the cause of confusion, not least because most Welsh residents take their news from the London-based media.

Actually, over the last few weeks and months, there has been an exceptionally high degree of collaboration between the UK Government and all the devolved Administrations. Yesterday, I had good conversations with Mark Drakeford about what he is doing, and it bears an uncanny resemblance to what the rest of the UK is doing.

May I say to the right hon. and learned Gentleman that it is absolutely typical of him that he should frame it in that way? Of course I am very happy to meet the families and the bereaved and I sympathise deeply with all those who have lost loved ones throughout this pandemic; we all feel their pain and their grief. But it turns out that this particular group he refers to are currently in litigation against the Government, and I will certainly meet them once that litigation is concluded. I say to him that it would be a better thing if, rather than trying to score points in that way, he joined together with this Government and said not only that school is safe to go back to—[Interruption.] By the way, that is the first time in four months that he has said it, so I am delighted to have extracted it from him over this Dispatch Box—[Interruption.] He has never said it to me in the House of Commons. I hope he will also say that it is safe for the workforce of this country to go back to work in a covid-secure way.

We want to take this country forward. Not only are we getting the pandemic under control, with deaths down and hospital admissions way, way down, but we will continue to tackle it, with local lockdowns and with our superlative test and trace system, which, before Opposition Members sneer and mock it, has now conducted more tests than any other country in Europe. The right hon. and learned Gentleman might hail that, rather than sneering at this country’s achievements.

Discussions in the Joint Committee established under the withdrawal agreement will have the most crucial bearing on the future of trade, not only between the UK and the EU but within the UK itself. Unless otherwise agreed in that Committee, goods passing from Great Britain to Northern Ireland will be subject to the full rigour of the European customs code and to the imposition of tariffs. That would be quite unacceptable, so will my right hon. Friend commit to do whatever it takes to ensure that it does not happen?

My right hon. Friend is absolutely right to raise the concern that he does. We must, of course—and will—deliver on what the protocol says, which is that there shall be unfettered access between GB and NI, and NI and GB, and there shall be no tariffs. We will legislate in the course of the next months to guarantee that.

I am grateful to the hon. Lady, but I must repeat what I have said to the House several times now. We will of course be putting the argumentation about the change in the 2-metre rule—the 1-metre-plus rule—in the Libraries of both Houses. I must say, I am not at one with her on her view of NHS Test and Trace. I think it is a massive achievement by this country. It is starting to work better and better, and it will be indispensable to our future success.

The operators of pubs, hotels and restaurants in England will be feeling considerably relieved by the Prime Minister’s statement, but that relief will not be shared in Wales, where hospitality is an enormously important part of the economy and yet the Welsh Government have yet to make a statement of their own. That is, of course, legally the consequence of devolution, but the practical consequence is despair and frustration. Will my right hon. Friend say what work the Government are doing with the devolved Administrations to try to secure a more uniform approach as we depart from the lockdown restrictions?

I say to my right hon. Friend—I should have said this to the right hon. Member for Dwyfor Meirionnydd (Liz Saville Roberts)—that we are in very regular contact with all the devolved Administrations. We are much more in lockstep than might be thought. On the particular matter of hospitality in Wales, I hear him loud and clear, and I think that point will be heard loud and clear in Cardiff. We look forward to hearing further announcements.
