I do not think that would be proportionate or appropriate. [Hon. Members: “Oh!”] No, I do not think it would be proportionate for all Ministers to publish their tax returns. In keeping with long-standing tradition, I voluntarily published my tax returns, as did the Chancellor. That is the right balance and I have been completely transparent about that as I have done it.

Last year, a number of us were on the first transatlantic flight powered by sustainable aviation fuel. This week, the International Airlines Group made its first major purchase of that fuel, but that fuel is coming from the United States and it is important that we have a SAF industry in this country. Will the Prime Minister tell the Treasury and the Department for Transport to accelerate the work that they are doing to put in place the right framework and the right support mechanisms to ensure that we have a SAF industry for our aviation sector for the future?

I thank my right hon. Friend for championing this cause, which is absolutely right, and reassure him that we are committed to ensuring that the SAF mandate is in place in 2025. That will require about 10% of jet fuel to be made from sustainable feedstock by 2030. I am pleased to tell him that, to get there, we have provided £135 million to 13 different UK sustainable aviation fuel projects to kickstart our domestic industry and, importantly, as he also knows, we have committed to introducing a revenue certainty mechanism to support SAF production in the UK as soon as practically possible.

With regard to Ukrainian culture in particular, it was a great pleasure for us to host Eurovision on Ukraine’s behalf, which was a fantastic success and was warmly welcomed by the Ukrainian Government and President Zelensky. I am happy to look into the matter that the hon. Member raises, but as she will understand, our overwhelming priority right now is to support Ukraine to ensure that its counter-offensive is successful. That will occupy the bulk of our attention.

Clearly, the move towards onshoring or nearshoring key strategic products is sensible—we saw why that is so necessary during the pandemic and with other issues—yet there seems to be a tendency across the developed world for the natural, logical, strategic need to nearshore key products to turn into protectionism. What discussions took place about that at the G7, and what can my right hon. Friend do to ensure that we do not revert to a protectionist world and abandon the benefits of free trade?

My right hon. Friend makes an excellent point, and he can rest assured that I raised exactly that point with my colleagues in Hiroshima. He will be pleased, as I was, that there is language in the G7 communiqué that commits all G7 countries not to act at each other’s expense, and not to do so in a way that amounts to zero-sum competition, but he is absolutely right to identify the risk. Other countries acknowledge it, which is why the G7 communiqué is strong on this point. Going forward, we will see much greater co-operation between allies, so that we do not engage in protectionism, which is not something that will drive prosperity and growth in any of our countries.

Our legislation will ensure that if someone comes to this country illegally, they will not have the right to stay here. It is a simple proposition; it is a fair proposition; and it is one that is supported by the vast majority of people across our country.

I warmly welcome my right hon. Friend’s statement. This is a huge step in the right direction. I am particularly encouraged by what he says about Albania and tighter guidance for those processing decisions. Will he extend that process of tightening guidance to other countries from which people arrive and too often simply get through the system? I am thinking particularly of countries such as Vietnam, which is a fast-growing, prosperous country, making the case for claiming asylum considerably weaker than in the past. Will he also strengthen guidance for such countries?

Yes is the simple answer. Section 94 of the Nationality, Immigration and Asylum Act 2002 already gives the Home Secretary the ability to designate safe countries. Many are already there, and we will continue to add to them as appropriate.

It started so well. We are committed to reducing people’s bills and to having more forms of renewable energy. Our track record on this is superb: the amount of renewable energy is four times more than in 2010 and zero carbon energy now accounts for half of our electricity needs. We are poised to do more. Offshore wind is the thing we are focusing on, along with nuclear. We are now a world leader in offshore wind, which is providing cheap forms of electricity and energy for households up and down the country. Alongside nuclear, that is how we will transition to a cleaner grid.

I thank my right hon. Friend for getting our environmental strategies back on track. We clearly have a major issue not simply about carbon, but about the loss of biodiversity both on land and at sea. I welcome what he says about our support for the Congo basin. We have, in a month’s time, another crucial summit in Montreal—the convention on biological diversity summit—where further decisions will be taken about how we tackle the loss of biodiversity internationally. Can I ask him to ensure that the United Kingdom plays the fullest possible part in those discussions and a leadership role in tackling that issue?

My right hon. Friend is absolutely right. There were many moving statements from leaders across the globe at COP on that particular topic, and I can confirm to him that it is something we are widely acknowledged around the world to be a leader on: we put it on the agenda last year in Glasgow. The Secretary of State for the Environment will be attending that COP in Montreal. Our world-leading Environment Act 2021 commits us to reducing the decline in biodiversity and species loss, and I look forward to working with him to deliver on it.

I will have to go and check the exact figures, if the hon. Lady will forgive me for not knowing the specific paragraph that she refers to. In general HMRC is providing easements over the next few months as we transition to a new set of trading relationships, but she can rest assured that we are always mindful of the impact on revenue and intend fully—very much so—to have a robust set of mechanisms in place. As she will know, there is a phased response for getting to that point between now and July, and hopefully we can work with her to make sure that that path is as seamless as possible.

The Chancellor has been widely praised for his work in recent months, but he has also been honest about difficult decisions ahead. I have had constituents raise concerns with me about capital gains tax. He will know that the current rates were set to optimise revenue from the tax. I know he cannot comment on individual measures, but can I seek his assurance that he will not take any steps to raise taxes without doing a proper assessment of the Laffer curve principle that higher rates do not always lead to higher revenues?

I am incredibly sorry to hear about the example of the hon. Gentleman’s constituent, which will be mirrored by many others up and down the country. As I said in my statement, the restrictions we have had to put in place have taken a significant economic toll on the country. Hundreds of thousands of people have lost their jobs, and businesses are suffering. We have tried to protect as many as possible. It is not possible to protect all of them, but with the support that we have put in place, I am confident that we are helping many businesses, protecting many people’s incomes and saving many people’s jobs. I hope that his constituent’s business and many others can bounce back strongly once we are through this.

I very much welcome the Chancellor’s substantial grant support to smaller hospitality businesses in my constituency, which will at least give them a chance of seeing through this difficult period. I also represent a constituency with a large number of small travel businesses that depend on the revival of the travel industry and, in particular, the aviation sector. As he prepares for the Budget, will he look at any way he can to help that industry and that sector get back on their feet as restrictions are lifted, hopefully in the spring?

My right hon. Friend is absolutely right to highlight the importance of the travel sector to our economy. I was pleased to work with him to help to put in place a test and release policy for international travel, which was helping, and to provide business rates support to our many airports—I know that up to £8 million per airport has been of value. I will continue to listen to him and others to see what we can do to support the economy as we recover out of this crisis.

The right hon. Gentleman will know that during the transition period this year we are still constrained, but he can rest assured that from next year, when we have our full freedom, we can take advantage of all these things and ensure that our local economies benefit as they should.

I warmly welcome the Chancellor’s announcements on employment programmes. Jobs are vital going forward and this is exactly the right thing to do. I am particularly pleased to see the expansion of the sector-based work academies—one of the programmes we launched when I was Employment Minister 10 years ago. I can assure the Chancellor that we do not need to learn too many lessons from the Opposition, given our record on employment in the period up to the crisis, but I am concerned about one group on the jobs front: those in the aerospace and aviation sectors. Will he keep them firmly in mind and perhaps look at whether aviation could be included in the VAT reductions, or look at other measures to support a sector that is vital to our economy but has been very badly affected?

My right hon. Friend is right about the difficulties facing the aviation and aerospace industries, and of course I will keep them very much uppermost in my mind as we go through the next few months. More generally, I pay tribute to the work that he did when he had those briefs. He knows at first hand what it takes to get unemployment down, get people into work and give them hope and opportunity. I hope that we can build on the success that he had, because we will absolutely need to deliver for our young people in the coming months.

I am glad that the announcement we made yesterday was warmly welcomed across the cultural sector, by institutions large and small. I can assure the hon. Lady that the support package is not just for large institutions; it will find its way to all our local cultural institutions that play such an important part in our local communities. The Culture Secretary and his team will be here just after Question Time to answer further questions.

I thank the Chancellor for yesterday’s welcome announcement, but will he bear in mind the freelancers and those in other forms of employment in the sector who continue to struggle as he plans for tomorrow’s statement and beyond? We also need to move ahead with a green recovery, so will he consider providing additional incentives to develop hydrogen infrastructure in this country? I do not believe that we can achieve our emissions objectives with battery technology alone; we will need hydrogen vehicles as well. The Government really need to do a lot to encourage the development of such infrastructure

I wholeheartedly agree with my right hon. Friend that we should put reaching our net zero commitments at the heart of our recovery. He will have heard our recent announcement about green homes grants, which shows our commitment in this area. I know that he has a lot of experience in hydrogen transportation, and I look forward to hearing his thoughts on that so that they can be incorporated into our future plan.
