With the greatest respect to the hon. Lady, let me say that we introduced a plan to help disabled people to get back into work, as many of them say they would like to do, and in just four years it has got 1.4 million disabled people back into jobs.

I welcome an autumn statement from the Chancellor that cuts taxes, invests in growth, seeks to shrink the size of the state and reforms welfare. It will go down well with the vast majority of my constituents who voted for a Conservative Government in 2019, and I very much welcome it too. I particularly thank him for his continued commitment to our east midlands investment zone and freeport, where he has listened to stakeholders in extending the time for and adding more investment to our major growth plans. Will he continue to work with us in the region to ensure that, alongside our development company and our new east midlands combined authority, we are able to properly harness these tools to deliver an amazing regional growth strategy and all the growth and investment that he wants to see?

I thank my hon. Friend for his role in the transformation of the east midlands, through his other responsibilities in the councils there. Levelling up will work only if we harness the enterprise and ideas of local civic leaders, and he is a fantastic example of that.

The hon. Member may want to sit down and hear the next bit because I am sure he is going to ask the same question.

However, we also recognise that people need help today. That is why, if Labour were in government today, we would freeze council tax this year to stop bills from rising above £2,000, paid for by an extended windfall tax on oil and gas company profits. Even though Office for National Statistics figures confirm that 2022 was a record year for North sea oil and gas profits—even though the ONS confirmed that—the Conservatives are again choosing to protect the energy giants’ windfalls of war.

I think the hon. Gentleman should listen, actually.

By refusing to backdate the tax to January 2022, end the investment allowance tax loophole and raise the rate in line with other countries, the Chancellor has left billions on the table, leaving working people to pick up the rising council tax bill. Labour would use the additional funds raised by a proper windfall tax to cut energy bills for domestic food manufacturers and processors, and we would cut business rates for small shops, paid for by properly taxing online giants, to bring down the eyewatering cost of everyday items. We would also reverse the Conservative decision to hand the 1% wealthiest pension savers a £1 billion handout and instead introduce specific measures to keep doctors in work. And we would close the non-dom tax loophole, so people who live and work here pay their tax here. We would use that money to fund one of the biggest expansions of the NHS workforce in history. Those are straightforward measures. The Government could introduce them today to show people they are on their side, but we know they will not because they have given up on Britain.

At the heart of today’s Opposition day debate is a simple question that everyone up and down the country will be asking themselves: “After 13 years of Conservative rule, am I better off?” The simple answer is no. People now have a clear choice: between a tired Conservative Government out of ideas, and a Labour party committed to forging a new partnership with British business to create good jobs and boost wages; between a Conservative Party that puts developers before first-time buyers, and a Labour party committed to the principle of home ownership and giving young families a start in life; and between the Conservatives, the party of high taxation and Government handouts to the wealthiest 1%, and Labour, the party committed to putting working people and businesses first, freezing council tax and cutting business rates to ease the cost of living. Only the Labour party has a serious plan for growth to improve living standards and wages for working people. [Interruption.] Those on the Conservative Benches can laugh all they want, but only the Labour party has a vision of a better life for the British people.

I am grateful for the opportunity to speak today, first to recognise the challenging times that we live in. Although Mansfield is increasingly affluent—average incomes have risen—there remain pockets of significant disadvantage and high levels of economic inactivity. In those pockets, poor health, poor housing and being out of the workforce contribute significantly to the challenges. It is not, as Labour would have us believe, a simple case of chucking a bit more money at people to fix it. These are complicated issues.

I am grateful for the wide range of Government support, including direct support for residents in the biggest welfare package in history, as far as I can tell. It includes increases in pensions, the halving of energy bills and the household support fund, which have helped a lot of people. We need to recognise that that is not sustainable. The Prime Minister is therefore right to look at reducing inflation and growing the economy. My community fundamentally needs better-paid jobs rather than subsidies. We need to make inroads into economic inactivity. I have spoken to the Department for Work and Pensions before about devolving powers to our local area to create packages that will support people into work that fits our local needs and priorities. I will see the Secretary of State about that shortly. At the very least, our new combined authority in the region should have the powers that Greater Manchester and the west midlands already have to deliver those packages. I have written to the Secretary of State for Levelling Up, Housing and Communities about that recently.

The Government are supporting growth in our region. Devolution is also an opportunity to boost life chances through jobs and infrastructure. In Mansfield we still have lower-paid employment than elsewhere. Transport links to other areas for jobs and investment, and attracting new jobs in growth sectors such as clean energy and advanced manufacturing, are key. I have spoken in this place a lot about the £20 billion STEP—spherical tokamak for energy production—fusion investment as an example of huge Government investment. Our combined authority will give us the ability to wrap a local skills and education package and transport links around that, so that kids in Mansfield can have amazing opportunities that have not existed in our area for decades. North Nottinghamshire can power the country again. In turn, we can change lives. That is a powerful intervention from the Government to support people.

There are all sorts of great projects across Mansfield, Nottinghamshire and our region, including the freeport, our development company, spherical tokamak for energy production fusion, investment zones and our combined authority and transport projects. We all want bigger, quicker and better support for these projects, but they will sit under our combined authority to help us drive private sector growth and bring funding back into the Treasury, as well as create opportunities, which are important. Rather than talking about doing things, the biggest role for Government in growth is to undo some things in order to help small businesses to get on with business and reduce the regulatory burden.

It is important to clarify Opposition comments about council tax. Residents are reading national leaflets in relation to local elections and getting the impression that if they vote for Labour next week, their council tax will be frozen, which is nonsense. It is highly misleading and almost as if the Labour party is trying to dupe people into believing that. People expect local campaigners and candidates who are worthy of their trust, but in this case Labour is leading people up the garden path. It is important to get that on the record. In truth, the Labour party does not know what the policy will cost or what its impact on public services will be, because it does not understand the issues. That is what residents need to know in a week’s time when they come to vote.

We all want to tackle rising costs, grow our economy and boost opportunities. Through the covid pandemic, the Russian invasion of Ukraine and other global events, the Government have continued to support people heavily through some of the biggest welfare interventions in this country’s history. Obviously, that is not sustainable forever but the Prime Minister is right to focus on economic recovery and growth.

Rather than seeking to paint an increasingly bleak picture of Britain, as the Opposition consistently do, and acting as though everybody in our country lives in abject poverty and misery, which does not go down well with most of this country’s voters, this Government are acting to help people who are struggling with the challenges of the cost of living and to boost growth and opportunity. While Labour Members pop up all over the place, pointing fingers and without any ideas of their own, the Prime Minister and this Government are actively supporting my constituents in an unprecedented way.

The Government are committed to ensuring that local authorities are able to deliver vital public services. At the spending review last year, we provided councils with the largest annual increases in core funding in over a decade, and the Chancellor will set out further information on the Government’s fiscal approach at the autumn statement on Thursday.

If we are ever to have a sustainable set of council services, we have to move money upstream into services that can help us tackle rising demand. That is the non-statutory stuff—prevention services in communities, such as children’s services or youth centres, for example—but when budgets are tight, those non-statutory services are often the first to go, which removes councils’ ability to intervene and manage demand. With that in mind, what can my right hon. Friend do to support councils by ensuring that we take a long-term approach to managing those public services rather than adopting counter-productive plans based only on short-term budget pressures?

The stamp duty nil band doubling is helping people buy a home. In the hon. Lady’s constituency and mine, there is an increase in the threshold, as there is around the country, and that will help lots of people who are buying a home. The energy intervention will help her constituents and mine, and the reduction in the basic rate will also help many of her constituents.

A Conservative Chancellor announcing that he intends to let people keep more of their money and choose for themselves how to spend it—how refreshing! I am excited. I am also pleased that Nottinghamshire has been able to be part of early conversations about investment zones. The county is also on the final shortlist for STEP—spherical tokamak for energy production—nuclear fusion investment. Let us imagine, for a second, that huge infrastructure investment in the future of our domestic energy supply, supported by the incentives and the growth opportunity of an investment zone. We have some vision in Nottinghamshire. It will require Departments to talk to one other. Can the Chancellor help?

I thank my hon. Friend for her question; she is an outstanding champion for Kensington and, as she rightly says, it is not the case, as is sometimes portrayed, that the levelling-up fund does not have real importance for London and the south-east because, as we know, there are pockets of deprivation across this country and it is vital that we address them. Over £200 million was allocated in the first round of the levelling-up fund for London and the south-east, and clearly my hon. Friend’s council may wish to consider making a bid for the fund’s next iteration when that opens.

The east midlands has consistently been at the bottom of the charts for public and private sector investment. The Prime Minister has made it clear that he sees devolution as a key mechanism to level up, so the east midlands must surely be at the heart of that agenda. We are negotiating with the Government now in Derbyshire and Nottinghamshire, but will my right hon. Friend give me an assurance that these will not be second-class deals and the east midlands deals will have the same finance and clout as previous deals have had?

I really enjoyed my recent visit to Nottinghamshire to meet my hon. Friend and his colleagues. We are clear that devolution sits at the heart of our levelling-up mission and we have said that every part of England that wants a devolution deal can have one by 2030. We want those deals to have a sensible geography, and the strongest and most accountable leadership possible, and I am really encouraged that leaders in Derby, Derbyshire, Nottingham and Nottinghamshire—including, of course, my hon. Friend—have brought together a really exciting package of proposals. We look forward to coming to them in due course.

The debate on the cost of living and energy bills is obviously very important and pertinent, and I hope and trust that it is going on in the corridors of this place all the time, because it is a matter of huge importance to my constituents.

It is clear that cutting VAT on energy bills is one option to consider. The last I understood, I think it was the Prime Minister who said last week that it was under active consideration. There is obviously a decision to make on how targeted and effective that support might be. Clearly, such a measure would reduce energy costs, but it would mean spending taxpayers’ money on cutting energy bills for a lot of people who are not struggling and do not need that support. Indeed, it would be a tax cut for all of us in this room, despite the salaries that we are paid.

We have a duty in this place to ensure that taxpayers’ money is spent in an effective way and where it is most needed, so it is understandable and right that the Government will want to consider a whole range of measures to ensure that they come to the most effective conclusion both in targeting that support and for cost-effectiveness for the taxpayer. There are other options, including some of the green levies on bills, which have been discussed already, that make up a higher proportion of many energy bills than VAT. While it is true that the long-term answer may be investment in sustainable energy production, in the short term it makes bills more expensive. Reports from the TaxPayers Alliance in recent weeks suggest that the burden of those green taxes is likely to rise by as much as 40% in the coming years, and that will have an impact on the cost of living.

My hon. Friend is most generous with his time. We talk about the green levies, which affect poorer people the most in society, and we talk about cutting VAT, which will benefit the most wealthy in society, such as people in this place earning £80,000 a year. Does he think that that is unfair?

I thank my hon. Friend for that intervention, and he is absolutely right to say that many of our constituents who are ably described by Opposition Members as struggling to pay their bills would I am sure prioritise paying those bills and putting food on the table, rather than paying green levies on their energy bills for some future that they may or may not see. We know that that may be a short-term solution, but this is a short-term problem that we need to tackle now, and those levies are not helping people put food on the table tomorrow and to pay their bills tomorrow. We do need to think more about this than just to chuck an answer out there that may seem all right on social media, but actually relates to something in the region of about £1 or £1.10 a week for such constituents. It is certainly not the answer.

It is clear that there is an awful lot of work to be done, but there is already a lot of work being done to support people in need. We have had the list already from Conservative colleagues. There are warm home discounts, winter fuel payments, cold weather payments, winter support grants—it goes on and on—so let us not pretend that the Government are not acting on this. We know that these are tough times for a lot of people, but through covid, uncertainty, inflation and rising costs, the Government have acted, and they will act further and will help.

That debate is a legitimate and important one, but this is not that debate. The bit of the motion that may pass many of my constituents by—on the surface it is dry, internal administrative stuff, but it is actually really important to recognise this—is that it does not just ask the Government to tackle the cost of energy bills, but seeks to take us back to a time in the midst of Brexit negotiations when the Government lost the ability to control the business of the House through such a motion. The chaos that surrounded that whole scenario, with the damage that that process caused at the time to our Brexit negotiations and the illegitimacy of the premise that elected Governments should no longer decide what laws they introduce, was of absolutely no help to anybody. In fact, it made a mockery of this House and its procedures, and undermined both the democratic outcome of the referendum and the democratic outcome of the preceding general election, because it is of course Governments who are elected to make laws, not the Opposition.

This Opposition day debate does not just ask the Government to remove VAT; it asks the Government to give up control of the legislative agenda. It means we would just forget the measured consideration of which of the measures I described earlier might have the best impact and value, and instead allow the Opposition to set the agenda and timetable, and to legislate. That is not how Parliament works and it is not how democracy works. We have been there and tried that, and it was wrong at the time and it is wrong now. Sadly, the Opposition have turned what is otherwise a reasonable debate into something wholly unacceptable. If Labour Members’ answer to the rising cost of living is to knock a quid a week off energy bills and tell people it is a silver bullet, I think they need to go away and think harder, as the Government are doing, about how we genuinely support people in need.

There is little more I could say in support of this. I welcome the speed with which the Treasury has embraced it, and there will probably be more details to ensure that we fully realise the customs capabilities, as my hon. Friend the Member for Harwich and North Essex said. This is a policy whose time has come; this is a policy that is rooted in Britain’s status as a maritime nation, and it is exactly the sort of approach that we should be approving now that we have left the European Union.

I wish to speak in support of the new clauses and amendments listed earlier by the Minister and in support of the plans to deliver freeports, and the benefits they can bring, across the United Kingdom. This Finance Bill is vital for our recovery plans in the coming months and years. Freeports are intended to be national hubs for global trade and investment across the UK, and to promote regeneration and job creation as part of our levelling-up agenda. Post-Brexit Britain stands to benefit hugely from being able to compete more effectively in a global market and to offer UK-based businesses the chance to take full advantage of new trading opportunities, to expand and to innovate within the UK.

As a Nottinghamshire MP, I want to refer specifically to the freeport based around East Midlands airport, in conjunction with local plans for a development corporation at the Ratcliffe power station, which is shortly to be decommissioned and the site put to this new use. Taken together, these proposals present a huge opportunity for bringing investment and employment to our region and to my Mansfield constituency. The site at East Midlands airport has a unique mix of logistics and transport connections, with an inter-modal hub bringing together air freight with major road and rail arteries right in the centre of the UK.

This is a chance for the east midlands and this unique inland freeport model at the UK’s largest pure cargo airport to take full advantage of the Government’s agenda for growth through a green recovery—we hope that green energy can form a big part of the east midlands’ future—and through new technical skills. It can play a key part in our levelling-up agenda and, as my hon. Friend the Member for Rushcliffe (Ruth Edwards) explained, it can help us keep talented people working in our constituencies in the east midlands instead of feeling that they have to disappear to the major cities to find opportunities. The partnership between Nottingham Trent University and West Nottinghamshire College in my constituency can support this development with skills development while equally benefiting from it themselves.

As the Minister explained, clauses 109 to 111 give the Government the ability to designate sites and offer tax incentives and reliefs at those sites. The sites are fairly and openly assessed, and across the east midlands my colleagues and I are delighted that our area has been successful. We estimate that these plans could bring up to 60,000 jobs to the region over the coming years, and my constituents stand to benefit from that in a big way. We are most grateful to the local authorities, the local enterprise partnerships and the businesses involved in putting the bid together. I ask the Minister to ensure that as much support as possible is available for our region to be able to put together the best possible business case, with advice and support from the Government and from his Department during the next phase.

It is telling that, before the freeports have even been set up, Labour’s amendments are already seeking to restrict and limit the benefits for businesses that invest in these sites, thereby limiting the potential for growth and job creation for my constituents. The point of these sites is to encourage innovation and investment, but it is typical of Labour Members to put ideology before jobs and livelihoods in working-class communities. They would rather fight for more power for their trade union bosses than for more wealth creation for our region and jobs for my constituents. In fact, it sounded a lot like the shadow Minister, the hon. Member for Erith and Thamesmead (Abena Oppong-Asare), did not really want to see this investment happen at all, despite offering no other suggestions for how Labour would regenerate these communities. The right hon. Member for Hayes and Harlington (John McDonnell), despite all his experience in this place, still has not worked out that it is businesses that create jobs, and that helping business is not an end in itself but a means by which to create more of the jobs that are so vital for areas such as mine that have needed them for a long time, and for our economic recovery after covid. Maybe he will get it one day, but I doubt it.

I support the Minister and the Government’s approach to delivering the new freeports. I am grateful that they have chosen the east midlands as one of the sites, with its unique location right at the heart of the country and all the potential that that brings for our region, and I will be supporting the Bill in its entirety.

This Finance Bill gives us the freedom to look at freeports around the world and to propose innovative and exciting new possibilities for the UK. Last year I set up the Anglesey freeport bidding consortium, which includes Stena, Anglesey County Council, Bangor University and the North Wales Economic Ambition Board. We have approached our bid by asking the question: what problems could a freeport on Anglesey solve? By looking at the problems, we are building a freeport model that will offer benefits not just locally but globally.

Our first problem is local. After almost two decades of disinvestment under the Welsh Labour Government, Ynys Môn’s gross value added is now among the lowest in the UK. With large employers such as Anglesey Aluminium and Rehau closing down, it is highly dependent on seasonal tourism. Our island haemorrhages young people every year because there are no quality jobs for them locally. What better place for the Government to use their freeport model to create jobs and opportunity? How better to show levelling up at its most effective?

Our second problem is national. Brexit has impacted the flow of trade across the central corridor from Holyhead to Dublin. A collaboration between a freeport in Northern Ireland and a freeport on Anglesey would create a virtual special economic zone corridor and significantly improve the customs and trade route between Great Britain and Northern Ireland.

Our third problem is global. How will we hit our 2050 net zero carbon target, as energy island Anglesey is already leading the way in green energy: we have on and offshore wind farms, tidal energy, solar farms and we are about to establish a hydrogen production plant in Holyhead. We also have the best nuclear site in the UK—Wylfa Newydd. The UK needs innovative solutions, large-scale infrastructure and significant investment to achieve its 2050 target. The exemptions, tax and tariffs incentives, customs facilities and regulatory easements available to freeports would make Anglesey a global, sustainable energy investment base of choice.

Our final problem is that of re-establishing the UK’s place on a global stage outside of the EU. The competition for global capital is fierce and UK freeports are in competition with those all over the world. Ambitious and forward-looking proposals such as ours will future-proof the UK’s position as a world player. By holistically applying the levers available, the freeport of Anglesey could become the jewel in the UK’s crown.

It is difficult to speak at the end of this debate as the last Member on the Government side. Much has already been said in this short debate, which has been full of excellent points, particularly those made by my hon. Friend the Member for Wycombe (Mr Baker).

I want to firmly and clearly lay out my position on the issue of vaccine passports. In the media, there are different versions of what they might look like. We have had what one might consider to be a vaccine passport for international travel for a long time, as those visiting Africa or South America have to prove they have had the relevant inoculations, most commonly against malaria but for other diseases, too. People who make those journeys do that routinely as part of their travel plans.

As colleagues have said, those decisions are not made unilaterally by the UK. We do not have the power to tell other countries what to do about immunisations, including the covid vaccine. If Guatemala wants visitors to have inoculations, then that is up to Guatemala. In my view, it makes sense for the UK to have a system by which people can prove their vaccine status, if that is what they want to do. People are highly likely to need to be able to do that if they want to travel extensively, but that is largely up to other countries.

We would therefore be well advised to have something like that available for people to access—importantly—if they choose to do so. If that has to be a database, I see no reason why the existing NHS app—or some other means where such data is already shared—could not be adapted for that function. I hope Ministers will look at that before they try to reinvent the wheel.

In my mind, there is no reason why this should not simply be done on paper, rather than requiring all this data sharing and the minefield that comes with it. People already get a certificate or an email when they get their covid test result, which could be used as proof. I am yet to find anyone who had a problem with the idea of proving a negative test, at least in the short term.

Obviously, we hope all this goes away and we do not have to do it for long, but in the interest of getting events and businesses up and running faster, it might make sense for people to show a result to attend a mass event, such as a football match or a concert. I think businesses would welcome that if it helped them to get up and running faster. That is something we could and should look at. Importantly, that is the line for me, and for many others.

I believe in the vaccine; it is a great feat of science and innovation to be able to deliver it. I believe everyone should have it, and I will have it when my turn comes, but we are asking people to inject something into their bodies, through a medical procedure, and that requires consent. That is a basic idea that we subscribe to. No Government should be in the business of mandating or coercing people to do that.

As much as we may feel that getting vaccinated is the right thing to do, people have rights and responsibilities over their own bodies. I draw the line firmly at coercing people to get vaccinated. That seems to be discriminatory and there would certainly be a legal challenge. We have to win the argument, recognising that some people will not want the vaccine or be able to have it, for whatever reason. That is their free choice.

Somebody described the vaccine passport as a requirement to prove vaccine status before being able to go to the pub or an event, or, as someone suggested, to get a job. I think that is truly abhorrent. That would be coercion on a level that I have never seen in any democratic country, and not something I could ever support. The idea that any Government, never mind a Conservative one, could say “no jab, no job” is entirely morally wrong. I assume, therefore, that there are no plans to do this. I hope the Minister will reaffirm that. I have been told by other Ministers in the past that there are no plans to do it.

No matter how much I may personally believe that it is important and the right thing to have the vaccine, it will fundamentally impact on people’s basic rights if we require vaccination status to be shown in our daily lives, for our very basic rights, and be a huge backwards step for our liberty and freedom.

It is right that we prepare for every possible contingency. There are all sorts of things that we have not mentioned this afternoon that are part of the Government’s in-tray—all sorts of contingencies that we have to think about. In the Cabinet Office, for example, I look after cyber issues. There are many things that we have to think about and many things that we have to prepare for, and it is right, particularly on medicines and medical devices, that we ensure that we have every contingency in place.

However, I would also point out to the hon. Lady that the border operating model and many things that businesses will need to do to get ready are not contingent on the final negotiations going on. We have invested heavily in support services for traders, businesses and citizens, and it has been right to do so. Again, if colleagues have issues with their constituents or businesses, please talk to me and I will do my best to get an official to talk to the business and put it in touch with the many webinars that are going on to help support businesses and citizens to make this transition.

I, for one, am delighted that we are finally going to reach a Brexit conclusion on 31 December. I am pleased to hear the continued commitment from my right hon. Friend to the red lines that have been set, and I know that many of my constituents will appreciate the stance taken by Lord Frost and the negotiating team. Will my right hon. Friend also recommit that, regardless of the outcome of trade talks, the Government will ensure that a UK shared prosperity fund is realised and that it finds its way to those places across the UK that most need it?

I thank my hon. Friend for his question. I do hope that next year, as we hopefully recover from the covid pandemic and make progress on the phased approach to the border and all the other things that we have been working so hard to put in place, we will really be able to turn to how we get economic growth happening across the whole United Kingdom and ensure that communities such as the one that he represents get the investment that they need and the opportunities that they deserve.

That this House has considered International Men’s Day.

It is right that the House should consider the challenges faced by men and boys across our United Kingdom today, on International Men’s Day. I thank the Backbench Business Committee for its consideration in allocating the time to consider this in the House on the day itself—19 November. I also thank my hon. Friend the Member for Shipley (Philip Davies) for his work in co-sponsoring the debate, as well as those across the House who have supported it. I have drastically shortened my speech because our three hours have become one. That is perhaps indicative of the problem of men’s issues being pushed off the end of the agenda: it nicely typifies the problem. I also want to give as much time to colleagues as I can.

In these challenging times, it is hugely important that we have this conversation. We face a difficult situation because of covid and particularly because of the economic impact. We know that there were huge spikes in male suicide and depression following the 2008 economic crash due to losing employment, struggling to provide for families, and struggling to find purpose. It is also challenging because of the general discourse that so often seems to pervade our society that talks of male privilege, of toxic masculinity, and of men as oppressors rather than positive contributors or role models. Men are talked about, all too often, as a problem that must be rectified.

Too often, the constant drive for equality and diversity seeks to drag others down rather than lift everyone up. Just a few weeks ago, I spoke in Westminster Hall about the impact of equalities legislation, which sometimes seems to provide additional help for everyone except men and boys. One of my great passions in the campaigning I most regularly return to in this place is that of working-class boys in areas like Mansfield and in other parts of the country where there is deep and entrenched disadvantage. Figures from education show that these lads are least likely of any group to do well at school, to improve their lot in life, to get to university, or ever to have the opportunity to spread their wings further afield and aspire beyond the borders of the place they grew up in. Working-class white boys often seem to sit at the bottom of the pile.

Across the board in our education system, the advancement of girls has been noticeable. It should be celebrated and recognised that girls are doing much better in recent years. That is brilliant news, and it is the result of countless interventions and programmes of support. However, it also needs to be recognised that, more often than not, boys do not have the same encouragement. No matter the race, geography or social class involved, girls now outperform boys throughout the education system. For example, in GCSE attainment, three quarters of girls’ grades in 2019 were passes, compared with two thirds for boys. We have had reports of record-high gender gaps in university places, with girls a third more likely than boys to access higher education.

That brings me back to the Equality Act 2010, which is so often misinterpreted and misunderstood. If we know that boys are now hugely under-represented at university—a growing problem—where are all the programmes to support boys into higher education? I am not keen on discriminating by gender or any other physical characteristic, but given that the Act pushes for positive action based on these characteristics in order to level the playing field, where is the support for those who are struggling? The figures clearly show that girls are already outperforming boys, so why are we allowing this misuse of our equalities law to exacerbate gender inequality, rather than fixing it, with countless programmes to support girls into HE and none for boys?

My hon. Friend is absolutely right. Representing a constituency and community like mine, where these lads are really struggling, taught me about the need for face-to-face contact and support for the most disadvantaged children. That is hugely important, and I thank her for raising that.

What is the point of the Equality Act 2010 if its usage is based only on what seems popular or politically correct, rather than on reality in order to help those most in need? The reality and the figures tell us that boys need help getting into higher education, more so than girls, so are these interventions actually making this inequality worse? Possibly so. To be absolutely clear, that is not to say that we should not help girls, but simply that selecting who to help based on physical characteristics alone is the very definition of discrimination; that the need for this help should be evidenced if it is to comply with the law; and that boys need help too.

Boys seem consistently left behind by this kind of politically correct agenda. So long as the Equality Act continues to be so wilfully and regularly misapplied across gender, race and every other characteristic, it can do more harm than good. We need to make clear in this place that we should help people based on their actual need, and that the Act applies equally to everybody. Would it not be nice to try to help those most in need —based not on their physical characteristics but on what they need? Or at least to recognise that we all have equal protection under this law? Whether gay, black and minority ethnic, female or a straight white man, those are all protected characteristics.

Men face countless challenges in our society. Three times as many men as women die by suicide, with men aged 40 to 49 having the highest rates. Men report lower levels of life satisfaction, according to the Government’s national wellbeing survey, but are less likely to access psychological therapies. Nearly three quarters of adults who go missing are men. Eighty-seven per cent. of rough sleepers are men. Men are three times as likely to become dependent on alcohol or drugs, are more likely to be sectioned under the Mental Health Act and are more likely to be a victim of violent crime. Of course, men also make up the vast majority of the prison population. These figures really put that male privilege in perspective.

In recent years, it seems like more and more phrases coming into use are designed to undermine the role and confidence of men in our society. I mentioned a few before—male privilege, toxic masculinity, mansplaining, manterrupting, the trend of spelling “woman” with an x to remove the undesirable “man” part. That is wonderfully empowering for some, I am sure, but as I said at the beginning of this speech, somebody seeking equality of fairness does not need to mean they drag down everyone around them. I am fairly sure that bad behaviour is not limited solely to the male of the species, nor is rudeness gender specific.

The outcome of this discourse and this language for many men is serious, particularly in the most disadvantaged communities. There is such a thing as working-class values—values that have lasted for many decades that might be considered old hat or even sexist by the modern establishment. They include holding the door open for a lady and expecting a man to stick around and provide for his family. The idea that a man being a worker and breadwinner is a positive role model for his children is still entrenched and well taught. That is not to the detriment of women or to limit their ambition, but about the promotion of family, of tradition, of strong male role models. These things are important.

Having been brought up with those values, a lot of men from those communities will feel lost if they are unable to find work due to our economic situation. They might feel helpless, or like failures. They are far from it, but they need our support. We might also find that young men looking ahead and seeking their purpose in life might struggle to find it when they are told that those things they thought were virtues—their good manners, wanting to provide for their family, wanting to be a man’s man, wanting to go down to the football at the weekend and have some banter with the lads—are in fact not virtuous but toxic and doing down the women around them; those manners and the way they were taught to respect the women in their life are now sexist; that banter is now bullying.

On family, rather than promoting strong male role models, we often encourage dads to be more like mums, trying to break down tradition, teaching them the opposite of what they were always told growing up and that they have been doing it wrong. We talk of “deadbeat” dads. We have a legal system in the family courts that seems to assume the guilt of many men in a relationship. We have men being alienated from their kids. We talk more and more about how desirable it is to have different kinds of families, with the implication that we do not need those strong male role models. Is it any wonder that so many are struggling to figure all this out?

It is right that people should live by their own choices, and be who they want to be, however they are comfortable. That is true whether someone is gay or straight, black or white, male or female, and it is equally true if what they want is to fulfil the traditional role of a strong father, provider and breadwinner—to be, for want of a better word, a bloke. I fear that we are building up huge problems for the future when we forget the traditional role of men—indeed, sometimes we do not just forget it; we try to eradicate it from our society.

With few of life’s advantages on their side in such an environment, and when society seems insistent on ripping the heart out of things that they experienced growing up and the things they were taught, it is no wonder that so many young men tragically cut their lives short. We cannot continue to talk down the role and purpose of young men when we should be building them up.

Let me move on a little from the gloom and doom and speak about some positive things and actions we can take. I particularly want to play tribute to dads, and to all those dads who are putting their families first and doing the right thing, I say this: thank you. That is often taken for granted, but it is so important. I know myself how difficult it is in this job to balance being a dad with work, and try to keep myself on a level and live up to expectations. It is not easy.

There are countless thousands of dads out there who have a much tougher task than me—dads who might be struggling financially or be battling things like trying to see their kids, or fighting in the family courts to do the right thing. They are trying to be a role model for their kids, although truthfully, we are all making it up as we go along. Some dads might be trying to overcome their own challenges with mental health, work or stress, and they might feel as if they have to hide that away for the sake of their families and children.

I want to say a big thank you to good dads, and to those who are trying their best to be good dads and good men. That can make all the difference for our kids, for families, and for our society. There are places and people that dads can go to if they need help. Those are places such as the Samaritans, Rethink, the Campaign Against Living Miserably—CALM—helpline, Safeline, or a friend or relative. It is good to talk, as they say, rather than sweep things under the carpet.

What more can we in this place do? For starters, we can change the discourse here. Can we look again at equalities legislation? If we are to hold Departments across Whitehall to account, with people dedicated to ensuring—quite rightly so—that women are considered, why not do the same for men? Why have a Minister for Women, but not one for men? Why single out one characteristic for a special mention? Can we ensure that equality means just that, rather than positive discrimination at the expense of certain groups, and ensure that the male is as equally protected as the female? We could do worse in this place to confirm how the Equality Act 2010 should be properly used.

Can we promote the role of fatherhood, and stop shying away from its importance? Yes, families come in all shapes and sizes. I do not wish to detract from anyone who wants to do things differently, but the positive role to be played by an active father cannot, and should not, be ignored. Modern families are all different, but you can guarantee that every one of them has involved a dad in one way or another. The vast majority of families still look like a mum, dad, and kids and we should not shy away from that.

Can we push forward an action plan to look at male suicide? We know the figures are awful, and we should have someone in Government accountable for delivering that plan, including better access to mental health support. Can we review our legal system, which is not always balanced, and our family courts, which too often seem to consider dads guilty until proven innocent? Parental alienation seems to be increasing, and more and more dads feel that they have been let down by the system. Can we reform the Child Maintenance Service—the bane of every MP’s life, by the way—so that it is fairer to all parties and works in the interests of families? Can we have a long-term plan to improve available alcohol addiction services, as those who need them are overwhelmingly male? Can we boost support for new fathers, as well as mothers, at a time when men can often feel totally helpless?

Although, as the name suggests, the Prime Minister’s Race Disparity Unit focuses particularly on race, I am pleased that it includes looking at education, attainment and support for white working-class boys. There are regional, cultural and gender-based inequalities, and the challenge faced by boys in education cannot be denied. The figures show a clear picture of increasing numbers of left-behind boys who grow into troubled young men seeking purpose. That is a huge challenge for our wider society, and I hope we can build on that work and consider it in more detail. I will end with that, Madam Deputy Speaker, so as to give colleagues as much time as I can. I thank the Minister for her consideration today, and I look forward to listening to the thoughts of colleagues across the House.

I thank the Minister for her response and for the work that she is doing to get the equalities agenda right, and particularly the hub that she mentioned, which includes socioeconomic and geographical factors for the first time—I raised this in Westminster Hall a few weeks ago, and I am very pleased about that. I welcome the shadow Minister, the hon. Member for Warrington North (Charlotte Nichols), to her place and I thank the hon. Member for Glasgow East (David Linden) for talking about reaching out to our loved ones at this very difficult time.

I say a huge thank you to my hon. Friend the Member for Shipley (Philip Davies). I am very sorry that he got only three minutes to speak, because he is as responsible as I am for securing this debate. It is a great shame. He gets half the credit at least that colleagues have paid to me in the Chamber. I thank all colleagues for their thoughtful contributions. I do not have time to go through them all but others have, and there were some very moving, heartfelt ones.

International Men’s Day is one day that we celebrate annually, but this is not a conversation just for one day. It is a chance to raise great role models and huge challenges—things that we can do every day in this House in the very privileged position that we hold. The public discourse—the negative attitudes—that I mentioned pervades every day. The support that men and boys need is needed every day and is available every day. We should all be helping men to reach out and seek help, and continuing to raise the issues that we have discussed today—many of which are around mental health, suicide and our services—at every opportunity in this House, not just on International Men’s Day, but when this day has long gone.
