Yes, we are doing that, although I think it is worth the House remembering the point that I made the other day: not every Russian is a bad person.

I welcome the package of sanctions that the Prime Minister has set out. Although I understand why it has not been possible to suspend Russia from the SWIFT payment system at this stage, I ask him: what work are we doing with our European allies to offer them reassurance, so that we can eventually get to a position where Russia can be suspended, because that is by far and away the biggest thing that will isolate the Russian economy?

My hon. Friend is spot on—actually, the biggest thing would be if everybody stopped taking Russian hydrocarbons, but SWIFT is extremely important. It is a Belgian company, as I am sure the House knows. We are raising the issue and trying to make progress with our friends but, for obvious reasons, it has to be done in unison.

Q2. Education is one of the biggest factors when it comes to levelling up. It is what ensures that people throughout the country have access to the same opportunities, and it is a key part of my mission to transform lives in Burnley and Padiham. With that in mind, will the Prime Minister work with me to ensure that Burnley becomes the best place for people to study, whether they are in primary or secondary school, looking for an apprenticeship in advanced engineering, or undertaking a degree in cyber-security?

We are investing in education up and down the country. I am delighted that Burnley College was successful in its proposal to become an institute of technology, and that Burnley is home to the growing University of Central Lancashire campus, which makes it a fantastic place to study in Lancashire.

This is not zero-sum. I have spoken to the House already about the depth of our co-operation with the French—which has a nuclear dimension as well—whether it is in Estonia or in Mali. One of the potential winners from this technological partnership is the French company Talis, which of course has many people working in this country.

I welcome the agreement, which shows the depth of our relationship with one of our oldest and closest allies, but can the Prime Minister confirm that it allows us to expand it into even more areas for the protection of our people and those of our allies?

My hon. Friend is absolutely right. AUKUS is a big, big leap forward in terms of trust—agreeing to share nuclear propulsion systems is a giant step—but what this means now is that we will build on that platform to co-operate on cyber, artificial intelligence and all the other types of technology in respect of which it is vital that we stick together.

Yes is the answer, but the Labour party junked it in—[Interruption.] This is something that, for decades, politicians have failed to address: in 1999, Labour failed to address the plan. They had 13 years—13 years—in government. I think it was 13—13 unlucky years for this country—and they did not do it. They did not do it, and this Government are going to tackle it. This Government are finally going to address the issue of social care. If they want to support it with their customary doughty resolve, if they want to support it without wibble-wobbling from one week to the next on whatever their policy is—without changing like weather vanes, which is what they normally do—if they want to support it and if they want to back it, then I am all ears.

Throughout this week, businesses across Burnley and Padiham have reopened their doors to customers inside—from Usha and Molly Rigby’s to Bellissimo and Reel Cinema. Would the Prime Minister join me in wishing them all the best of luck as they get back on their feet, and does he agree with me that if we are to support local businesses in the long term, we need to create the environment and the opportunities they need to succeed, and that includes schemes such as the levelling-up fund and the lifetime skills guarantee?

Yes. That is why we are investing, for instance, £3.6 million from the getting building fund for the development of Pioneer Place, and Burnley will also benefit from our high streets taskforce, but what Burnley and towns across the country need more than anything else is passionate leadership, such as my hon. Friend shows, in championing their localities and getting the right investment in.

I mentioned the support that we have been giving to mental health charities across the country. We will be doing much more over the winter to support the voluntary sector, which, as the hon. Lady rightly says, does a fantastic job of helping in this crisis.

People and businesses in Burnley and Padiham have had additional restrictions on them for most of the last seven months. While everyone is willing to make sacrifices, that is now taking its toll on our local economy. Could the Prime Minister assure me that not only will the support be put in place to get through the next month, but that when it comes to rebuilding our economy, the Government will put the same vigour into making sure we build back better?

I certainly will. It is in order to allow the economy to open up again in December that we are taking the steps we are now. I believe that this crisis must be met, as my hon. Friend rightly says, with a huge Government plan to build back better, which is exactly what we are going to do.

It was this Government that introduced the living wage, and I am proud that we have so far delivered a record increase in the living wage and supported families throughout the crisis, not just with the living wage but with a huge £160 billion package of support. This is a Government who put their arms around the people of the country and help them through tough times.

Burnley College was recently announced as the highest achieving college in the country, recognising its dedicated students, quality teaching staff and fantastic facilities, which include a centre for advanced engineering. As a result, the college has experienced strong year-on-year growth in admissions, but in order to ensure that our young people continue to have the skills they need for the future, it is vital that our further education colleges are invested in and keep up to date. That is why I have given my wholehearted support to Burnley College’s latest expansion plans, which include greater teaching on drone technology, robotics and clean engines. Will the Prime Minister join me in giving Burnley College backing from the Government, and will he join me in visiting the college in the future?

My hon. Friend is absolutely right to champion Burnley College and the cutting edge education in the technologies of the future that this Government support. I welcome all the plans that Burnley College has for capital investment to develop its campus.

Q10. Like other town centres across the UK, Burnley has been seeing the evolution of its high street through mixing retail with leisure, which plays a significant role in increasing footfall, and supporting small and medium- sized enterprises. With that in mind, I thank the Prime Minister and my right hon. Friend the Chancellor for the measures announced in the Budget and yesterday. Will the Prime Minister commit to doing whatever it takes to support our SMEs, so that once we get through this challenge our high streets can buzz once again?

I can indeed confirm that that is exactly why we have cut business rates. We are making very considerable sums available for small and very small businesses precisely to protect the high street and the enterprise environment on which so many jobs depend.

As I think most Members of the House understand, the UK is distinct from many other countries around the world, certainly in the EU, because we have a universal free health system, free at the point of delivery. We have an extensive benefits system, free for people across this country, and indeed, our health system is very well managed and very well prepared for this epidemic. I congratulate everybody in the NHS responsible on making the preparations that they have.

Q6. Last week, I had the pleasure of visiting Burnley hospital to see a demonstration of an advanced surgical robot, which represents a leap forward in the health provision in my constituency. Does the Prime Minister agree that technological advances in the NHS are paramount to providing the best level of patient care, and will he work with me to keep Burnley at the cutting edge of that health revolution?

Yes, and that is why my right hon. Friend the Health Secretary and I are determined to advance robot technology—artificial intelligence—in the NHS. We have put in another £200 million. In my hon. Friend’s area, the NHS East Lancashire is receiving over £500 million more—a cash increase of nearly 5% on last year.
