To ask the Secretary of State for Defence, what assessment his Department has of the effect on the local economy in Havant constituency of (a) spending and (b) investment by (i) his Department and (ii) the armed forces since 2015.

The Ministry of Defence's (MOD) over-riding priority is to provide national security for the UK as a whole and its extensive regional footprint exists to provide UK national security.

Spending or investment decisions are appraised on the basis of costs and benefits to UK society overall irrespective of the location of the expenditure, as required by HM Treasury Green Book.

The department does not routinely undertake assessments of the effect of national spending or investment decisions on local economies.

What plans he has to change the time limit on the entitlement of UK citizens living overseas to register to vote in UK parliamentary elections.

British citizens living abroad retain strong links with the United Kingdom, no matter how far they have travelled.

The Government is supporting my Hon friend the Member for Montgomeryshire’s Private Member’s Bill on Overseas Electors which will remove the rule that bars British citizens who have lived abroad for more than 15 years from voting.

I recently held bilateral discussions with party leaders in Belfast to talk about next steps in Northern Ireland and I will meet the parties again shortly. During our discussions, I reviewed the current position with them and explored how the restoration of devolution might be achieved while ensuring the good governance of Northern Ireland in the interim.

On 30 November 2017, Ofsted released their latest inspection data as at 31 August 2017, reporting there were 6,768,836 children in England in Good or Outstanding schools. The proportion of children in England in Good or Outstanding schools as at 31 August 2017, is 87%. The latest Ofsted First Release publication can be found here:

The Government remains committed to the restoration of devolved Government in Northern Ireland. I have been working closely with the parties towards this objective since March. There remain a small number of differences, particularly around language and culture and sustainability of the Executive, which the parties are continuing to discuss with the support of the UK Government and, as appropriate, the Irish Government.

The Government supports the Marshall Scholarship Programme as a key element in the special relationship between the US and the UK.

We have made additional funding available to enable 40 scholars to study at UK universities from September 2017.

To ask the Secretary of State for Education, what steps her Department is taking to ensure that school standards in England match those of the best international competitors.

In 2014 we introduced a new, ambitious national curriculum to match the best education systems in the world. We are also reforming GCSEs, A Levels and primary school assessment to represent a new gold standard which enables students to compete with their peers in the world’s best school systems. From summer 2017 the standard of a GCSE “good pass” will be in line with the average performance in high-performing countries.
