There are references in recent research done, for the events research pilots in particular, that links to the evidence, but the decision has been based on three scientific studies: the NERVTAG Assessment of Transmission of Covid-19 through Musical Events study, the Public Health England paper Aerosol and Droplet Generation from Singing, Wind Instruments and Performance Activities, and the PERFORM study.

In both the county of my birth, Yorkshire, and the county of my home, Essex, there are great choral traditions. My noble friend will realise that these amateur choirs go beyond just singing; they are an important part of what makes the community tick. Given that she said that amateur choirs can rehearse indoors in a professional capacity, why not follow the science? If members of the choir have been double-jabbed and it is in a well-ventilated room, why should that not be permissible?

I absolutely agree with my noble friend that amateur choirs are an important part of communities. Indeed, I do not want to diminish in any way the frustration expressed by your Lordships, but we have seen remarkable performances by Zoom choirs and others. I can only repeat that we are following the Public Health England guidance.

The noble Lord raises an important point. We would like to see the Pan European Game Information—PEGI—age ratings, which are used for physical copies of games, also used for online games, and we are pursuing that actively.

My Lords, algorithm or not, this is a very welcome development because it gives families some guidance with regard to the relevant ages. Is my noble friend surprised that other platforms have not joined in? In particular, Disney does not use the system at all. It uses a ratings system based on a Dutch system, which means that films that the BBFC has classified for cinemas and for DVD release carry a different rating on Disney+. That means that they are not aligned with what UK expectations would be. To take one example, “Mrs Doubtfire”, a film that deals with bereavement, loss and divorce, is sensibly classified as a 12 by the BBFC but is rated as suitable for all on Disney+. This lack of consistency does not help British families. Will my noble friend meet urgently with Disney+, Amazon Prime and Apple to urge them to join the system?

My noble friend raises important points. I know that many of these companies are very focused on a family-friendly approach and that my noble friend the Minister for Digital and Culture meets regularly with the companies working in this area.

The noble Lord will be aware that in our proposals we take the duty to deliver a much higher level of protection for children and adults extremely seriously. We are following an approach of requiring a duty of care on social media and other online content providers, and we think that this is more robust than any particular set of procedures, although it would obviously include age verification.

My Lords, notwithstanding that there are some very unpleasant and disturbing images on the web, there is also a problem of addressing mature themes between childhood and adolescence. Can we look at the past success of the British Board of Film Classification? Does my noble friend agree that the 12 classification, between PG and 15, was trans- formative to British films and the video industry? The acceptance of the British Board of Film Classification’s recommendations, and the adoption of classifications by video transmitting platforms, would enable the addressing of mature themes sensitively and responsibly, offering reassurance to parents of those early to mid-teens.

I agree with my noble friend that the 12 rating was extremely helpful. The whole system of protection from the British Board of Film Classification was developed over a number of years, with great care. We are actively encouraging video on demand platforms to adopt it, and we were pleased to see that Netflix has done so.

The noble Lord is right that when celebrities intentionally or inadvertently spread misinformation, this can fan the flames and increase risks around coronavirus. I reiterate the work the Government are doing: our “Don’t feed the beast” campaign, the SHARE checklist we have created and the very clear advice that we should follow public health guidance.

Does my noble friend agree that it is very different when people seek to deliberately spread misinformation, blaming particular minority groups—maybe Jewish people or Muslims—using pernicious false information, graphs and other forms of information? What discussions has she had with the various police authorities in this country and internationally for a co-ordinated attack on this attempt to undermine society from within and to have us start to hate our fellow citizens?

My noble friend makes a very important point. Unfortunately, there have been a number of examples of these pernicious attacks. We are working in a co-ordinated way with Governments around the world, because clearly we need the most collective response possible.
