I suffered a two year-long concussion while I was representing Barrow and Furness in the other place, and looking back, I was staggered by the lack of knowledge even among fairly senior professionals in the medical industry about this, so the guidelines are very welcome. Does the Minister not share my fear that we may be at the start, and not towards the end, of a profound period of change with these guidelines, and that future generations may look back with horror at the way in which people playing sport, particularly younger people, are subjected to risk of severe brain injury with practices at the moment?

We know that physical activity, playing sport, is good for people’s physical and mental health, and good for society. We want more people to be active and to play sports, but to do so in a way which is safe. The guidelines are an important first step and a baseline for national governing bodies to make sure that people who play sports, whichever sport it is, can do so safely and enjoyably.

Submissions to our call for evidence were clear that online slots are likely to be the highest risk products, hence the work outlined in the White Paper addressing the risks of those and other products. Restrictive regulations on the number of gaming machines in a venue no longer make sense when it is possible to use a smartphone to gamble anywhere, 24/7. In fact, they can increase harm by making players reluctant to take breaks. What is important is the quality of supervision and monitoring that customers receive in land-based venues. We are maintaining and strengthening the protections for customers that are required in these venues, and we are still requiring operators to offer customers different types of gambling opportunities.

What will be the Government’s criteria for the success of the single customer view pilot, and how long does the Minister expect that analysis to run?

At the recent G7 summit, the Prime Minister secured a landmark commitment from all the G7 partners to pledge at least $2.75 billion to the Global Partnership for Education ahead of the summit. We look forward to receiving more from this group, and call on others to make similarly ambitious pledges.

As the noble Lord, Lord Collins, referenced, the impact of the pandemic on learning creates a greater need for countries to increase their investment in education just at the moment when their economies have shrunk. Will the UK ask the summit to set a goal for nations to increase the proportion of GDP that they spend on education year on year?

As I say, one of the cruellest aspects of the pandemic is that it threatens education finance at a time when it is needed most. That is why President Kenyatta has written to partner countries calling for them to protect pre-pandemic levels of spending and to work towards increasing it towards the global benchmark of 20% of total public expenditure. The Government support that call to action and hope that the summit will be an opportunity for our partners to make commitments not only to mobilise financing for education but to improve the effectiveness and efficiency of that spending.

As I have said, I cannot speak for the experience of the German Government; I can only be clear that at every opportunity we press for access to the judicial hearings, but the Iranian Government do not grant us that access, because they do not recognise Mrs Zaghari-Ratcliffe as a dual national.

My Lords, is there not a real risk here that we absolve the Iranian regime of their full responsibility for this fiasco? Does not the appalling and obvious way in which Iran is manipulating its judicial system to torment Mrs Zaghari-Ratcliffe and extort money from the British Government underline the fact that the word of this terror-exporting regime simply cannot be trusted on a whole host of other matters, including, of course, their misuse of nuclear power?

The noble Lord is right: the responsibility for this lies squarely with the Iranian Government. It is on them. They could do the right thing and release Mrs Zaghari-Ratcliffe and allow her to come home and be reunited with her family. We continue to call on Iran in the strongest possible terms to end her suffering and allow her to return home.
